Your immediate attention/reply is requested. This is NOT a Request for Quote. The Government is interested in placing the attached list of NSNs on an Indefinite Quantity Contract (IQC). These contracts are intended for use with items for which recurring demands are anticipated, as a means of reducing the time and expense required to solicit and make repetitive individual awards. Establishment of an IQC will permit future purchase requests to be awarded by issuing a delivery order against the basic contract. All terms, conditions, and pricing are negotiated/awarded up front, which will allow delivery orders to be issued quickly. Most contract terms will be for a Base Period with the possibility or one or more option periods. Typically, the total contract length, including option periods, will not exceed five (5) years. Delivery orders will be issued on an as needed basis and within stated minimum and maximum quantities. The delivery order quantities are estimated based on previous and forecasted demands, and the contractor will be guaranteed a delivery order minimum quantity as specified in the basic contract.

Note: The value of the contract is based on the Contract Maximum dollar value that is in the Contract Limitations clause of a solicitation. This Contract Maximum is based on the estimated value of all contract years combined (base year plus option years) and is then inflated to allow for a possible increase in annual demands over the life of the contract.

Your responses to questions 15 - 17 will be used to determine the optimal contract length. There will normally be a “Base Period” and then the Government will have the option to accept other periods/years, which are called “Option Periods.” Regardless of how the contract would be structured in regards to base period and option periods, typically DLA will not issue a contract for less than three (3) years or in excess of 5 years total, including all option periods. NOTE: The length of the Base Period will not impact any guaranteed contract minimum(s) or maximum(s).
