About this file

This is a specification document for precast concrete planks issued by the State of Maine's Boating Facilities Division in Richmond. The procurement requires 220 precast concrete planks measuring 6 inches by 12 feet in length, with all units to be delivered to the Boating Facilities Division Area at Route 201, 1009 Brunswick Road, Richmond, Maine by August 31, 2012. Delivery must occur at least once per month throughout the delivery period. The concrete specification requires a cement content of 658 pounds per cubic yard to achieve 5,000 PSI compressive strength within 28 days, with stone aggregate at 1,600 pounds per cubic yard, concrete sand at 1,350 pounds per cubic yard, and water content of 30-31 gallons per cubic yard to maintain a 0.40 water-cement ratio. The planks must be reinforced with deformed ASTM A615 grade 60 steel and ASTM A36 connecting bars, with a casting date clearly marked on each plank's end. Concrete curing requires three days of water curing immediately following placement, and forms cannot be removed until a minimum of 1,500 PSI strength is achieved, but no sooner than 18 hours after placement. Concrete casting is prohibited during December, January, and February.

The supplier's pricing must include all costs for delivery and placement of precast concrete planks into stockpiles at the specified Richmond location, with no palletized deliveries permitted. All finished planks must demonstrate good workmanship with clean, neat surfaces and grooves, and must be free of honeycomb and cracks. Only non-chloride admixtures are acceptable, and an air-entrainment agent such as Daravair or equivalent is required to yield 5 to 7 percent air content. Inspection occurs at the point of delivery, and any planks failing to meet specifications will be rejected; the supplier must remove rejected planks at no cost to the buyer.
