TECHNICAL PROVISIONS

GENERAL

Install Metal Roof, Bldg 3

IJO NO S9-32-9J

1.

DESCRIPTION OF WORK:

1.1

Work to be Done: The work covered by this contract consists of furnishing all plant, labor, materials and performing all operations required in connection with Install Metal Roof, Bldg 3 complete in strict accordance with specifications and drawings. The work includes, but is not necessarily restricted to, the following items.

Install a structural standing seam metal retrofit roof over the existing roof. Provide a UL Master Label certified lightning protection system on the new roof.

1.2 WORK BY OTHERS: The Contractor shall afford the Government and separate contractors’ reasonable opportunity for the introduction and storage of their materials and equipment and the execution of their work, and shall connect and coordinate his work with theirs as required by the Contract Documents.

1.3

ROOF ACCESS AND SAFETY: The contractor shall factor into his bid item prices the cost of getting materials to the surface of the roof, as well as the cost to install fall protection and provide safety equipment for his employees.

1.4

DRAWINGS AND SITE VISITS: The drawings indicate the extent of the general location and arrangement of existing conditions. It is strongly recommended that the Contractor visit the site to determine the complexity of the work and the amount of material required to perform this project. Field measurements may be necessary to determine the size and quantity of materials. Conditions which are obvious/visible or which should be reasonably anticipated by the Contractor on inspection will not be considered under the Differing Site Conditions provision of the contract.

1.5 ENVIORNMENTAL REQUIREMENTS: Contractor shall comply with “Attachment A - Environmental Requirements” for the following items:

· Recycling, Salvage and Disposal of Materials Fort Stewart and Hunter Army Airfield

· Toxic Substances Control Act (TSCA) Requirements

2.

CONSTRUCTION CONSTRAINTS

2.1

Time of Performance

2.1.1 Access to Buildings – All work requiring access to building interiors excluding attics, crawl spaces, etc. and all other work shall be performed between 7:30 a.m. and 4:00 p.m. excluding official holidays, unless otherwise indicated or approved by the Contracting Officer. Requests to work during other than these normal hours shall be made in writing at least 36 hours in advance. For example, a request to work on a Saturday should be made no later than noon on Thursday.

2.1.2 Work Requiring Outages – Work requiring outages of utilities or building systems will be accomplished in accordance with prior approved schedules.

2.2.

Outages – The contractor’s work requiring outages of utility or building systems will require 15 day advance notice and will be subject to the approval of the Contracting Officer. Notice shall include type of outage, date, and time outage will commence and estimated duration of outage.

2.3.

Continuity – All tools, labor, and materials required to complete any item of work within a given work area or requiring an outage of any building utility or system, shall be available at the site prior to commencement thereof. Once work has commenced on an item of work said work shall be continuously and diligently performed to completion and acceptance.

2.4.

Road and/or Railroad Closures – Road and/or railroad closures will require a 15-day advance written notice and be subject to the Contracting Officer’s approval. Notice shall state reason for closure, date and time closure will commence and estimated duration of closure. A sketch shall be provided showing location of closure area and placement of barricades and signs. Closures shall be limited to a maximum of 5 calendar days.

2.5.

Entry – Entry to all areas, except the cantonment area, shall be coordinated with Range Control, Building 8302 (intersection of Highway 144 and Fort Stewart Road 47) and the Provost Marshal’s Office.

2.6.

Fire Zone – The contractor is required to provide 72-hour notice to the Contracting Officer prior to the final programming of the fire zone information at the main fire station.

2.7.

Foreign Object Debris (FOD) – The Contractor shall take special precautions to contain Foreign Object Debris (FOD) in and around any runways, taxi ways and aprons.

2.8 Operational Safety on the Airfield During Construction: Contractor shall be responsible for implementing construction – phasing plan included in the Contract Documents.

2.9 Wind loads – The contractor shall determine wind uplift pressures and dimensions of the corners, perimeter, and field of the roof in accordance with UFC 3-110-03 para. 1-8.2, latest revision.

3.

CONSTRUCTION ACTIVITIES

Contractor shall submit a Safety Plan and Construction Schedule to the Contracting Officer’s Representative (COR) 10 days in advance of any construction activities to arrange specific schedule for performing work as required by this Contract.

4.

FACTORS AFFECTING PERFORMANCE UNDER THIS CONTRACT

4.1

The Contractor shall coordinate use of the site for access, staging, and parking with the Contracting Officer Representative (COR).

4.2

Contractor shall be responsible for limiting access of his employees and subcontractors to the area of work defined in the Contract. Contractor shall not have access to restrooms and amenities such as vending machines unless granted permission by the Contracting Officer.

4.3 Contractor shall maintain haul routes to and from the job sites and the borrow pits, to include the borrow pit. In addition it is the contractor’s responsibility to meet all Local, State and Federal regulations for the operation of a borrow pit. Contractor shall control runoff and erosion on all excavation and backfilling operations.

4.4 FS/HAAF has a mandatory recycling program. Unless otherwise specified, the Government retains all salvage rights. Contractors shall recycle construction & demolition debris as required by the Installation's recycling clause, 52.000-4061: RECYCLING, SALVAGE, AND DISPOSAL OF MATERIALS FORT STEWART AND HUNTER ARMY AIRFIELD. Concrete and asphalt material shall be hauled and disposed of off of government property. The contractor shall provide weight tickets of the disposed materials. Weight tickets shall be provided to the COR. Recycle materials will be broken down when delivered to the Recycling Center (to include metal equipment). Scrap metal will be cut down to no larger than 4 square feet in size.

REQUIRED SUBMITTAL ITEM: The Contractor shall (a) submit copies of all disposal weight/landfill scale tickets to the COR as described in the Referenced Recycling Clause for any off-post disposal or approved Contractor-retained salvage items within 10 days of removal; and (b) turn in all recyclables generated during the entire term of the Contract (unless otherwise approved for off-site disposal/salvage). Contractor, through COR, will coordinate with the DPW Environmental Division (912-767-2010 or 767-8880) to arrange for turn-in of recyclable/salvageable materials.

5.

AS‑BUILT RECORD DRAWINGS:

5.1 The Contractor shall be responsible for maintaining one set of master/record construction drawing prints on the job site on which he shall keep a neat and accurate record of all deviations from the original contract documents as the work progresses. The contractor is responsible for noting all changes and correction on these master/record construction drawing prints promptly as the changes occur in red ink(redline prints) and note date when these changes occurred, but in no case less often than on a weekly basis. The master/record construction drawing prints which are maintained in red ink shall indicate all the changes and modifications incorporated into the work as well as the following:

5.1.1 Actual locations of all subsurface and concealed utility lines, type of materials used, sizes, etc. In order that the location of these lines and appurtenances may be determined in the event the surface openings or indicators become covered or obscured, the master/record construction drawings shall show by offset dimensions to two permanently fixed surface features. Valves, splices boxes and similar appurtenances shall be located by dimensions along the utility run from a reference point. The average depth below the surface of each run shall also be recorded.

5.1.2 Any shop drawings that constitute part of the design shall be included with the record drawings.

5.2 The master/record (redline construction drawings) prints with corrections, such as field changes and contract modifications, shall be certified by the Contractor as to their correctness and submitted to the Contracting Officer’s Representative for approval. Once these provisional master/record (redline construction drawing) prints have been approved by the COR, the COR will obtain a compact disc (CD) of computer generated construction drawings from the DPW Engineering Service Division, Building 1141 at Ft. Stewart or Building 1021 at Hunter AAF, as applicable. The contractor shall then transfer all corrections from redline construction drawing prints to the compact disc (CD) of computer generated construction drawings. Corrections done shall be in Micro Station “dgn” format. The Contractor shall note on the computer generated construction drawings the words “AS-BUILT” in the revision block with the next revision number to identify any changes made. Also, revision number identification will be placed where any changes were made. The contractor shall then submit AS-BUILT compact disc (CD) of computer generated drawing and one (1) AS-BUILT hardcopy with contractor’s redline corrections to the COR to insure accuracy that all corrections made were transferred from redline construction drawing prints to AS-BUILT hardcopy prints. Once the COR approves the AS-BUILT hardcopy prints the COR will then turn over to DPW/ ESD/ Drafting section for final approval of AS-BUILT compact disc (CD) of computer generated drawings and at this time the Contractor can receive final payment.

6.

SECURITY REQUIREMENTS:

All contractor employees, to include subcontractor employees, requiring access to government installations, facilities and controlled access areas shall complete AT Level I awareness training within 30 calendar days after contract start date or effective date of incorporation of this requirement into the contract, whichever is applicable. The contractor shall submit certificates of completion for each affected contractor employee and subcontractor employee to the COR or the Contracting officer (if a COR has not been designated) within 30 calendar days after completion of training by all employees and subcontractor personnel. AT level I awareness training is available at the following website:

The contractor and all associated sub-contractors shall brief all employees on the local iWATCH program. This training shall be completed within 30 calendar days of contract award and within 30 calendar days of new employees commencing performance with the results reported to the COR NLT 30 calendar days after contract award.

The Contractor and all associated sub-contractor employees shall comply with applicable Installation, facility, and area Commander’s local access and security policies and procedures. If required by this contract, the contractor shall also provide all information for background checks to meet Installation access requirements to be accomplished by Installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or Installation change, the Government may require changes in contractor security matters or processes.

7.

WARRANTY:

Warranty shall begin on the date of the Government’s acceptance of the work.

END OF SCOPE OF WORK

ATTACHMENT A – ENVIRONMENTAL REQUIREMENTS

1.

RECYCLING, SALVAGE, AND DISPOSAL OF MATERIALS FORT STEWART AND HUNTER ARMY AIRFIELD

1.1 Disposal: All waste generated from construction, demolition, and renovation contracts must be disposed of off the installation in a permitted disposal facility and in accordance with all Federal, State, and Local rules and regulations unless otherwise stated in the contract. At the end of each month, the contactor will provide copies of all disposal weight/scale tickets to the Contracting Officer’s Representative (COR) showing the in, out, and tare weights of each load taken from the installation. The COR will provide copies of these tickets to the DPW Environmental Division, Solid Waste Management Section for tracking and regulatory reporting requirements.

1.2 Recycling/Salvage: Fort Stewart and Hunter Army Air Field has a mandatory recycling program. The Installation Command Policy Letter #30 and Command Recycling SOP can be accessed at http://www.stewart.army.mil/info/?id=443&p=1. All recyclable materials (listed in the recycling SOP) generated during the entire term of any construction, demolition, or renovation contract will be turned over to the Fort Stewart or HAAF Recycling Program. Contractors must contact the COR who will coordinate with the DPW Environmental Waste Management Section (912-767-2010) to arrange for turn-in of recyclable/salvageable materials. In areas where large amounts of scrap metal or cardboard will be generated, it is possible that a collection bin/container could be provided to the Contractor at no cost to deposit these materials. Salvage materials, unless otherwise specified, become the property of the contractor upon removal from the job site and should be taken into consideration in formulating bids.

1.3 Hauling/Transport Requirements: All vehicles and containers used to transport waste or recyclables on or off the Installations will meet all Federal and State DOT requirements. All waste or recyclable materials being transported will be loaded, tied, and covered in such a manner that will prevent any of the materials from leaking, spilling, falling or blowing from/off the vehicle or container. It is the contractor’s responsibility to ensure immediate pick-up/clean-up of any material that is accidentally dropped, spilled or blown from a vehicle or container while in transit on and off the Installation.

1.4 Custodial Contract: If this contract is for custodial services or will include a custodial service requirement, the Contractor shall empty or otherwise transfer the contents from the blue recycling containers located inside buildings/facilities to the nearest blue recycling dumpster located outside. The contactor will ensure that all recycled paper products are first placed inside a clear plastic bag and the top is tied closed before it too is placed inside the nearest blue recycle dumpster.

1.5 Payment/Funding: If any of the conditions listed under the Recycling, Salvage, and Disposal section are not met, it will be considered a failure to comply with the terms of the contract as discussed in the inspection clause herein.

1.6 Guidance/Question: Anyone requiring further guidance, recycling training for contractors, or has additional questions on this section should contact the DPW Environmental Division, Solid Waste Management Section at 912-767-2010.

1.7

Chillers, pumps, HVAC units, and similar equipment must be logged on an applicable inventory/certification document prior to turn-in to recycling yard (on DD Form 1348). The form will be used to track the removal of units from facilities, refrigerant removal certification (if applicable), and a chain of custody from removal technician thru supply manager to recycling technician. The serial number and facility number will be listed on each form and one form may contain more than one like item. Recycling Yard personnel will verify document to items turned in, sign the document, and retain a file copy. Contractor shall submit this form to the KO. Additionally, damaged HVAC system may be accepted as scrap metal at the FSGA Recycling Scrap Metal Yard, Building 1143, or the HAAF Recycling Yard, Building 728, provided any and all freon has been certified as being removed from the system.

2.

Toxic Substances Control Act (TSCA) Requirements 2.1

Asbestos Containing Materials (ACM) 2.1.1

If ACM will either be disturbed or removed, the contractor must perform asbestos abatement, containment, disposal and a 10-day notification to the Georgia Environmental Protection Division (GA EPD), as required by the Georgia Asbestos Safety Act, Official Code of Georgia Annotated Section 12-12-1. The disposal of ACM must be in accordance with both the GA EPD and Occupational Safety and Health Administration regulations.

2.1.2

REQUIRED SUBMITTAL ITEM: The Installation TSCA POC (Craig Christopher at 912-767-1234 / Craig.W.Christopher.civ@mail.mil) must be provided a copy of the 10-day notification at the time the contractor informs GA EPD of their intent to properly abate the ACM. A copy of the Georgia asbestos shipment record must also be provided to the TSCA POC.

2.2

Lead-Based Paint (LBP) 2.2.1

If survey results, as reviewed by the Installation TSCA POC (Craig Christopher at 912-767-1234 / Craig.W.Christopher.civ@mail.mil), indicate LBP removal is necessary, the contractor will be required to collect, contain, and dispose of the LBP off-Post in accordance with local, state, and Federal regulations. The contractor will be required to provide the disposal manifest to the TSCA POC.

2.2.2

REQUIRED SUBMITTAL ITEM: LBP survey must be provided to the TSCA POC, as applicable. The LBP disposal manifest must be provided to the TSCA POC if LBP removal was determined necessary by the TSCA POC.

DEMOLITION

PART 1 GENERAL

1.1 REFERENCES

1.2 GENERAL REQUIREMENTS

The work includes demolition, salvage of identified items and materials, and removal of resulting rubbish and debris. Rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer. In the interest of occupational safety and health, the work shall be performed in accordance with EM 385‑1‑1, Section 23, Demolition, and other applicable Sections. In the interest of conservation, salvage shall be pursued to the maximum extent possible; salvaged items and materials shall be disposed of as specified.

1.3 DUST CONTROL

The amount of dust resulting from demolition shall be controlled to prevent the spread of dust to occupied portions of the construction site and to avoid creation of a nuisance in the surrounding area. Use of water will not be permitted when it will result in, or create, hazardous or objectionable conditions such as ice, flooding and pollution.

1.4 PROTECTION

1.4.1 Protection of Personnel

During the demolition work the Contractor shall continuously evaluate the condition of the structure being demolished and take immediate action to protect all personnel working in and around the demolition site. The

Contractor shall ensure that no elements determined to be unstable are left unsupported and shall be responsible for placing and securing bracing, shoring, or lateral supports as may be required as a result of any cutting, removal, or demolition work performed under this contract.

1.4.2 Protection of Existing Property

Before beginning any demolition work, the Contractor shall survey the site and examine the drawings and specifications to determine the extent of the work. The Contractor shall take necessary precautions to avoid damage to existing items to remain in place, to be reused, or to remain the property of the Government; any damaged items shall be repaired or replaced as approved by the Contracting Officer. The Contractor shall coordinate the work of this section with all other work and shall construct and maintain shoring, bracing, and supports as required. The Contractor shall ensure that structural elements are not overloaded and shall be responsible for increasing structural supports or adding new supports as may be required as a result of any cutting, removal, or demolition work performed under this contract.

1.4.3 Protection From the Weather

The interior of buildings and materials and equipment shall be protected from the weather at all times. The Contractor shall be responsible for any damage to the building or its contents due to water penetration through the roof.

1.5 Protection of Trees

Trees within the project site which might be damaged during demolition shall be protected by a 1.83 m (6 foot) (6 foot) high fence. The fence shall be securely erected a minimum of 1.5 m (5 feet) from the trunk of individual trees or follow the outer perimeter of branches or clumps of trees. Any tree that is damaged during the work under this contract shall be replaced in kind or as approved by the Contracting Officer.

1.6 BURNING

The use of burning at the project site for the disposal of refuse and debris will not be permitted.

1.7 USE OF EXPLOSIVES

Use of explosives will not be permitted.

1.8 AVAILABILITY OF WORK AREAS

Areas in which the work is to be accomplished will be available in accordance with the direction of the Contracting Officer.

PART 2 PRODUCTS (Not Applicable)

PART 3 EXECUTION

3.1 DISPOSITION OF MATERIAL

Title to material and equipment to be demolished, is vested in the Contractor upon receipt of notice to proceed. The Government will not be responsible for the condition, loss or damage to such property after notice to proceed.

All roofing debris and other material shall be disposed off Government property.

3.2 CLEAN UP

Debris shall be removed and transported in a manner that prevents spillage on streets or adjacent areas. Local regulations regarding hauling and disposal shall apply.

1.2 DELIVERY AND STORAGE

Materials shall be delivered to the site in undamaged condition, stored off ground in fully covered, well ventilated areas, and protected from extreme changes in temperature and humidity.

PART 2 PRODUCTS

2.1 LUMBER AND SHEATHING

2.1.1 Grading and Marking

2.1.1.1 Lumber Products

Solid sawn and finger‑jointed lumber shall bear an authorized gradestamp or grademark recognized by ALSC, or an ALSC recognized certification stamp, mark, or hammerbrand. Surfaces that are to be exposed to view shall not bear grademarks, stamps, or any type of identifying mark. Hammer marking will be permitted on timbers when all surfaces will be exposed to view.

2.1.1.2 Plywood and other Sheathing Products

Materials shall bear the grademark or other identifying marks indicating grades of material and rules or standards under which produced, including requirements for qualifications and authority of the inspection organization. Except for plywood and structural‑use panels, bundle marking will be permitted in lieu of marking each individual piece. Surfaces that are to be exposed to view shall not bear grademarks or other types of identifying marks.

2.1.2 Sizes

Lumber and material sizes shall conform to requirements of the rules or standards under which produced. Unless otherwise specified, lumber shall be surfaced on four sides. Unless otherwise specified, sizes indicated are nominal sizes, and actual sizes shall be within manufacturing tolerances allowed by the standard under which the product is produced.

2.1.3 Treatment

Exposed areas of treated wood that are cut or drilled after treatment shall receive a field treatment in accordance with AWPA M4. Items of all‑heart material of cedar, cypress, or redwood will not require preservative treatment, except when in direct contact with soil. Except as specified for all‑heart material of the previously mentioned species, the following items shall be treated:

a. Wood members in contact with or within 18 inches of soil.

b. Wood members in contact with water.

c. Wood members exposed to the weather including those used in builtup roofing systems or as nailing strips or nailers over fiberboard or gypsum‑board wall sheathing as a base for wood siding.

d. Wood members set into concrete regardless of location, including flush‑with‑deck wood nailers for roofs.

e. Wood members in contact with concrete that is in contact with soil or water or that is exposed to weather.

2.1.3.1 Lumber and Timbers

Lumber and timbers shall be treated in accordance with AWPA C2 with waterborne preservatives listed in AWPA P5 to a retention level as follows:

a. 0.25 pcf intended for above ground use.

b. 0.40 pcf intended for ground contact and fresh water use.

2.1.3.2 Plywood

Plywood shall be treated in accordance with AWPA C9 with waterborne preservatives listed in AWPA P5 to a retention level as follows:

a. 0.25 pcf intended for above ground use.

b. 0.40 pcf intended for ground contact and fresh water use.

2.1.4 Moisture Content

At the time lumber and other materials are delivered and when installed in the work their moisture content shall be as follows:

a. Treated and Untreated Lumber Except Roof Planking:

4 inches or less, nominal thickness, 19 percent maximum.

5 inches or more, nominal thickness, 23 percent maximum in a

3 inch perimeter of the timber cross‑section.

b. Roof Planking: 15 percent maximum.

c. Materials Other Than Lumber: In accordance with standard under which product is produced.

2.1.5 Fire‑Retardant Treatment

Fire‑retardant treated wood shall be pressure treated in accordance with

AWPA C20 for lumber and AWPA C27 for plywood. Material use shall be defined in AWPA C20 and AWPA C27 for Interior Type A and B and Exterior Type. Treatment and performance inspection shall be by an independent and qualified testing agency that establishes performance ratings. Each piece or bundle of treated material shall bear identification of the testing agency to indicate performance in accordance with such rating. Treated materials to be exposed to rain wetting shall be subjected to an accelerated weathering technique in accordance with ASTM

D 2898 prior to being tested for compliance with AWPA C20 or AWPA

C27.

2.1.6 Plywood

Plywood shall conform to NIST PS 1, APA E445 or NIST PS 2, Grade

C‑D with exterior glue. Sheathing for roof and walls without corner bracing of framing shall have a span rating of 16/0 or greater for supports

16 inches on center and a span rating of 24/0 or greater for supports 24 inches on center.

2.1.7 Wood

Species and grade shall be in accordance with TABLE I at the end of this section. Wall sheathing shall be 1 inch thick for supports 16 or 24 inches on center without corner bracing of framing provided sheathing is applied diagonally. Roof sheathing shall be 1 inch thick for supports 16 or 24 inches on center.

2.1.8 Miscellaneous Wood Members: Blocking

Blocking shall be standard or number 2 grade.

2.2 ACCESSORIES AND NAILS

Markings shall identify both the strength grade and the manufacturer.

Accessories and nails shall conform to the following:

2.2.1 Anchor Bolts

ASTM A 307, size as indicated, complete with nuts and washers.

2.2.2 Bolts: Lag, Toggle, and Miscellaneous Bolts and Screws

Type, size, and finish best suited for intended use. Finish options include zinc compounds, cadmium, and aluminum paint impregnated finishes.

2.2.3 Clip Angles

Steel, 3/16 inch thick, size best suited for intended use; or zinc‑coated steel or iron commercial clips designed for connecting wood members.

2.2.4 Expansion Shields

Type and size best suited for intended use.

2.2.5 Nails and Staples

ASTM F 547, size and type best suited for purpose; staples shall be as recommended by the manufacturer of the materials to be joined. For sheathing and subflooring, length of nails shall be sufficient to extend 1 inch into supports. In general, 8‑penny or larger nails shall be used for nailing through 1 inch thick lumber and for toe nailing 2 inch thick lumber; 16‑penny or larger nails shall be used for nailing through 2 inch thick lumber. Nails used with treated lumber and sheathing shall be galvanized. Nailing shall be in accordance with the recommended nailing schedule contained in AFPA T11‑WCD1. Where detailed nailing requirements are not specified, nail size and spacing shall be sufficient to develop an adequate strength for the connection. The connection's strength shall be verified against the nail capacity tables in AFPA‑T901. Reasonable judgement backed by experience shall ensure that the designed connection will not cause the wood to split. If a load situation exceeds a reasonable limit for nails, a specialized connector shall be used.

PART 3 EXECUTION

INSTALLATION OF FRAMING

3.1 Blocking

Blocking shall be provided as necessary for application of siding, sheathing, subflooring, wallboard, and other materials or building items, and to provide firestopping. Blocking for firestopping shall ensure a maximum dimension of 8 feet for any concealed space. Blocking shall be cut to fit between framing members and rigidly nailed thereto.

3.2 Nailers and Nailing Strips

Nailers and nailing strips shall be provided as necessary for the attachment of finish materials. Nailers used in conjunction with roof deck installation shall be installed flush with the roof deck system. Stacked nailers shall be assembled with spikes or nails spaced not more than 18 inches on center and staggered. Beginning and ending nails shall not be more than 6 inches for nailer end. Ends of stacked nailers shall be offset approximately 12 inches in long runs and alternated at corners. Anchors shall extend through the entire thickness of the nailer. Strips shall be run in lengths as long as practicable, butt jointed, cut into wood framing members when necessary, and rigidly secured in place. Nailers and nailer installation for Factory Mutual wind uplift rated roof systems specified in other Sections of these specifications shall conform to FM‑D.S 1‑49.

METAL REROOFING FRAMING SYSTEM

PART 1 ‑ GENERAL

1.2 SYSTEM DESCRIPTION

1.2.1 Purlins erected transverse to the new roof slope with vertical support members attached to the existing roof bar joists and adjusted to conform to the new roof plane with a minimum variation of 1/4" shall provide support for new roof over existing roof.

1.2.2 Locate purlins on spacings 2' maximum on center for first four feet from roof edge and four feet maximum on center in the main field of the roof. Ridge purlins shall be 10 inches from center line.

1.2.3 The reroof framing system shall transfer loads from new roof panels to the existing structure as follows:

a.

Inwardly Directed Live Loads: 20 PSF minimum, uniformly distributed.

b.

Outwardly Directed Wind Loads: 126 MPH.

c.

Dead Load To Include: Roofing materials and roof‑top equipment and other items supported by the new frame.

d.

Safety Factor for Fasteners Attaching the Frame to the Existing Structure: 2.0 minimum.

1.2.4 Design the reroof framing system to meet the most severe condition produced by the following:

a. Dead Load plus roof live load.

b. Dead load plus wind load.

Factors affecting bracing requirements include slope, ridge, height, transitions to existing structure, type of attachment of roof panels to purlins, and horizontal wind loads. "Floating" clip attachment require rigidly braced framing structures. Fixed attachment to purlins may require that the frame be braced in a manner providing thermal movement of the roof panels to avoid stress at fastening points.

1.2.5 The reroof frame shall be diagonally braced to provide for windloads.

1.2.6 Design of the reroof frame shall be in accordance with AISI and AISC specifications.

1.3 SUBMITTALS:

Catalog Data

Submit manufacturer's product data and installation instructions.

Shop Drawings

Submit shop drawings coordinated with layout drawings showing purlin spacings, dimensions of components, bracing locations, attachment locations, fabrication of components, loading conditions, framing around roof‑mounted equipment and penetrations, openings in existing roof deck, and labeling of components. Drawings shall be sealed by a Professional Engineer.

1.4 QUALITY ASSURANCE:

1.4.1 Installer Qualifications: Installer shall be the same installer of metal roof panels specified in SECTION 07416. Installer shall have preconstruction training by the manufacturer's authorized representative sufficient to familiarize installer with manufacturer's recommended erection procedures.

1.4.2 Manufacturer shall provide preconstruction training for installers who have not previously erected the manufacturer's framing system.

1.5 PROJECT CONDITIONS

a. Provide temporary weather protection in accordance with requirements as stated on the drawings.

b. Survey existing roof to determine heights of metal stud components required by the project. Survey shall determine type and thicknesses of existing roofing, insulation, decking and structural components.

PART 2 PRODUCTS

2.1 REROOF FRAMING SYSTEM: Provide materials for the complete framing system together with fasteners for field assembly and erection.

2.2 Fasteners: Fasteners for attachment to the existing structure to be provided by the installer. Where self‑drilling screws are indicated for assembly, provide "Elco Drill‑Flex" or approved equal. Self-drilling screws shall have the following characteristics: shank with Stalgard coating and grade 5 bolt strength, bolt tip hardened to minimum 52c Rockwell hardness. Size and diameter shall be indicated on shop drawings.

PART 3 EXECUTION

REROOF FRAMING SYSTEM: Reroof framing system shall be assembled as per the manufacturer's instructions.

1.2 GENERAL REQUIREMENTS

1.2.1 Design

Criteria, loading combinations, and definitions shall be in accordance with ASCE 7. Maximum calculated fiber stress shall not exceed the allowable value in the AISI or AA manuals; a one third overstress for wind is allowed. Midspan deflection under maximum design loads shall be limited to L/180. Contract drawings show the extent and general assembly details of the metal siding and soffit panels. Members and connections not shown on the drawings shall be designed by the Contractor as part of the entire roofing package. Siding panels and accessories shall be the products of the same manufacturer. Steel siding and soffit panel design shall be in accordance with AISI design manual.

1.2.2 Architectural Considerations

Panels profile shall be as shown on the drawings.

1.3 SUBMITTALS

Government approval is required for submittals with a "G" designation; submittals having a "FIO" designation are for information only. The following shall be submitted in accordance with SUBMITTAL PROCEDURES:

Submit completed manufacturer's warranty upon completion of the work.

1.4 DELIVERY AND STORAGE

Materials shall be delivered to the site in a dry and undamaged condition and stored out of contact with the ground. Materials shall be covered with weather tight coverings and kept dry. Storage accommodations for metal siding shall provide good air circulation and protection from surface staining.

1.5 WARRANTIES

The Contractor shall provide a weather tight warranty for the metal siding for a period of 20 years to include siding panel assembly, 10 years against the wear of color finish, and 10 years against the corrosion of fasteners caused by ordinary wear and tear by the elements. Warranty shall state that manufacturer shall repair or replace defective materials if the roofing system leaks or allows the insulation beneath the membrane to become wet during the period of the warranty. The warranty shall start upon final acceptance of the work or the date the Government takes possession, whichever is earlier. The warranty shall run directly to the Government.

PART 2 PRODUCTS

2.1 SIDING AND SOFFIT PANELS

Panels shall be steel and shall have a factory color finish. Length of sheets shall be sufficient to cover the entire height of any unbroken wall surface when length of run is 30 feet or less. When length of run exceeds 30 feet, each sheet in the run shall extend over two or more spans. Sheets longer than 30 feet may be furnished if approved by the Contracting Officer. Width of sheets for siding panels shall provide not less than 24 inches of coverage in place. Width of soffit panels shall be that required to enclose the overhang with one panel except where soffit width exceeds three feet.

2.1.1 Wall Panels

Wall panels shall have edge configurations for overlapping adjacent sheets. Wall panels shall be fastened to framework using exposed fasteners.

2.1.2 Steel Panels

Zinc-coated steel conforming to ASTM A 653/A 653M.

2.2 FACTORY COLOR FINISH

Panels shall have a factory applied polyvinylidene fluoride finish on the exposed side. The exterior finish shall consist of a baked-on topcoat with an appropriate prime coat. The exterior coating shall be a nominal 2 mil thickness consisting of a topcoat of not less than 0.7 mil dry film thickness and the paint manufacturer's recommended primer of not less than 1.0 mil thickness. The interior color finish shall consist of a nominal backer coat with a dry film thickness of 0.5 mil. The exterior color finish shall meet the test requirements specified below.

2.2.1 Salt Spray Test

A sample of the sheets shall withstand a cyclic corrosion test for a minimum of 2016 hours in accordance with ASTM D 5894, including the scribe requirement in the test. Immediately upon removal of the panel from the test, the coating shall receive a rating of not less than 10, no blistering, as determined by ASTM D 714; 10, no rusting, as determined by ASTM D 610; and a rating of 6, 1/16 to 1/8 inch failure at scribe, as determined by ASTM D 1654.

2.2.2 Formability Test

When subjected to testing in accordance with ASTM D 522 Method B, 1/8 inch diameter mandrel, the coating film shall show no evidence of fracturing to the naked eye.

2.2.3 Accelerated Weathering, Chalking Resistance and Color Change

A sample of the sheets shall be tested in accordance with ASTM G 154, test condition UVA-340 lamp, 4h UV at 60 degrees C followed by 4h CON at 50 degrees C for 1000 total hours. The coating shall withstand the weathering test without cracking, peeling, blistering, loss of adhesion of the protective coating, or corrosion of the base metal. Protective coating with an adhesion rating of less than 4B when tested in accordance with ASTM D 3359, Test Method B, shall be considered as an area indicating loss of adhesion. Following the accelerated weathering test, the coating shall have a chalk rating not less than No. 8 in accordance with ASTM D 4214 test procedures, and the color change shall not exceed 5 CIE or Hunter Lab color difference (delta E) units in accordance with ASTM D 2244.

2.2.4 Humidity Test

When subjected to a humidity cabinet test in accordance with ASTM D 2247 for 1000 hours, a scored panel shall show no signs of blistering, cracking, creepage or corrosion.

2.2.5 Impact Resistance

Factory-painted sheet shall withstand direct and reverse impact in accordance with ASTM D 2794 0.500 inch diameter hemispherical head indenter, equal to 1.5 times the metal thickness in mils, expressed in inch-pounds, with no loss of adhesion.

2.2.6 Abrasion Resistance Test

When subjected to the falling sand test in accordance with ASTM D 968, Method A, the coating system shall withstand a minimum of 50 liters of sand before the appearance of the base metal. The term "appearance of base metal" refers to the metallic coating on steel or the aluminum base metal.

2.3 ACCESSORIES

Flashing, trim, metal closure strips, caps, and similar metal accessories shall be the manufacturer's standard products. Exposed metal accessories shall be finished to match the panels furnished. Molded closure strips shall be closed-cell or solid-cell synthetic rubber or neoprene, or polyvinyl chlorided premolded to match configuration of the panels and shall not absorb or retain water.

2.4 FASTENERS

Fasteners for steel panels shall be zinc-coated steel, aluminum, corrosion resisting steel, or nylon capped steel, type and size specified below or as otherwise approved for the applicable requirements. Fasteners for attaching wall panels to supports shall provide both tensile and shear strength of not less than 750 pounds per fastener. Fasteners for accessories shall be the manufacturer's standard. Exposed wall fasteners shall be color finished or provided with plastic color caps to match the panels. Nonpenetrating fastener system for wall panels using concealed clips shall be manufacturer's standard for the system provided.

2.4.1 Screws

Screws shall be as recommended by the manufacturer.

2.4.2 End-Welded Studs

Automatic end-welded studs shall be shouldered type with a shank diameter of not less than 3/16 inch and cap or nut for holding panels against the shoulder.

2.4.3 Explosive Actuated Fasteners

Fasteners for use with explosive actuated tools shall have a shank of not less than 0.145 inch with a shank length of not less than 1/2 inch for fastening panels to steel and not less than 1 inch for fastening panels to concrete.

2.4.4 Blind Rivets

Blind rivets shall be aluminum with 3/16 inch nominal diameter shank or stainless steel with 1/8 inch nominal diameter shank. Rivets shall be threaded stem type if used for other than the fastening of trim. Rivets with hollow stems shall have closed ends.

2.4.5 Bolts

Bolts shall be not less than 1/4 inch diameter, shouldered or plain shank as required, with proper nuts.

2.5 SEALANT

Sealant shall be an elastomeric type containing no oil or asphalt. Exposed sealant shall be colored to match the applicable building color and shall cure to a rubberlike consistency.

2.6 GASKETS AND INSULATING COMPOUNDS

Gaskets and insulating compounds shall be nonabsorptive and suitable for insulating contact points of incompatible materials. Insulating compounds shall be nonrunning after drying.

PART 3 EXECUTION

INSTALLATION

Installation shall be in accordance with the manufacturer's erection instructions and drawings. Dissimilar materials which are not compatible when contacting each other shall be insulated from each other by means of gaskets or insulating compounds. Improper or mislocated drill holes shall be plugged with an oversize screw fastener and gasketed washer; however, panels with an excess of such holes or with such holes in critical locations shall not be used. Exposed surfaces and edges shall be kept clean and free from sealant, metal cuttings, hazardous burrs, and other foreign material. Stained, discolored, or damaged sheets shall be removed from the site.

3.1 Siding and Accessories

Siding shall be applied with the longitudinal configurations in the vertical position. Accessories shall be fastened into framing members, except as otherwise approved. Closure strips shall be provided where necessary to provide weathertight construction.

3.2 Concealed Fastener Wall Panels

Panels shall be fastened to framing members with concealed fastening clips or other concealed devices standard with the manufacturer. Spacing of fastening clips and fasteners shall be in accordance with the manufacturer's written instructions. Spacing of fasteners and anchor clips along the panel interlocking ribs shall not exceed 12 inches on center except when otherwise approved. Fasteners shall not puncture metal sheets except as approved for flashing, closures, and trim; exposed fasteners shall be installed in straight lines. Interlocking ribs shall be sealed with factory-applied sealant. Joints at accessories shall be sealed.
