About this file
This document is a Statement of Requirements for an External Cavity Diode Laser (ECDL) at 1572 nm, which is needed by the National Institute of Standards and Technology (NIST) for their Chemical Sciences Division Gas Sensing Metrology group. The contractor shall provide one portable ECDL that meets specific technical requirements, including a tuning range of 1520-1620 nm, continuous mode-hop free tuning, 25 mHz linewidth, 50% coupling efficiency, and integrated locking system. The laser will be used for high-resolution laser spectroscopy of atmospheric gases. The associated federal contract opportunity is a Request for Quotations (RFQ) for the procurement of the ECDL, with a due date of 4/23/2024. Award will be made to the responsible quoter whose quotation conforms to the solicitation and is the lowest price, technically acceptable. Delivery is required within 40 weeks of award and must be coordinated with NIST due to access restrictions.

Statement of Requirements External Cavity Diode Laser (ECDL) at 1572 nm
Background:
The Material Measurement Laboratory’s Chemical Sciences Division Gas Sensing Metrology group has multiple ongoing projects that involve high resolution laser spectroscopy of atmospheric gases, such as water, carbon dioxide, carbon monoxide, and methane. The group typically employs cavity ringdown spectroscopy and photoacoustic spectroscopy in order to produce high quality spectral data products. In order to advance the measurement goals of the group, a high resolution, continuously and widely tunable laser source in the 1.572 μm wavelength region is required.
The Contractor shall provide one (1) portable probe-based External Cavity Diode Laser (ECDL) at 1572 nm that meets or exceeds the following requirements:
Specifications:
The Contractor shall meet or exceed the following minimum specifications for quantity one (1) external cavity diode laser (ECDL) at 2000 nm:
1. A nominal tuning range of 1520nm to 1620nm, with minimum acceptable lower range of 1550nm.
2. Continuous, mode-hop free motored tuning over the entire tuning range
3. Laser linewidth <100 kHz at 5 μs
4. Output power of >25 mW at 1572 nm before fiber coupling and optical isolation
5. Absolute accuracy <150 pm
6. Relative accuracy <10 pm
7. Optical isolation: >60 dB
8. Fast current modulation (AC and DC coupled)
9. Included fiber collimator with >50% coupling efficiency
10. Attached fiber optic must be a PANDA PM fiber with narrow key FC/APC connectors with the slow axis aligned with the key
11. Integrated locking system, allowing top-of-fringe or side of fringe locking
12. Ability to tune laser and operate locking from front panel
13. Motor microstep of 0.5 pm or less in wavelength at 1572 nm
14. Piezo step size of 5 kHz of less in optical frequency
15. USB or serial interface to PC
16. Continuous wave (CW) output
17. A manual must be included (either hard copy or electronic)
Warranty:
The Contractor shall provide, at a minimum, a one-year warranty for the Laser Diode. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon successful Government acceptance. Repair work may be performed at the Contractor’s location.
Delivery
Delivery shall occur within 40 weeks FBO to the following address:
National Institute of Standards and Technology
100 Bureau Dr.
Building 217, Room C103 Gaithersburg, Maryland 20899
Normal duty hours are Monday through Friday, 7:00 a.m. to 3:00 p.m. with the exception of Federal holidays.
Deliverables
The following items, and quantities, shall be delivered. The portable external cavity diode laser shall be shipped directly to NIST at the address provided above. The operations and maintenance manual shall be delivered along with the system or be delivered electronically prior to delivery of the system.
Description Method of Delivery Quantity Due Date

One (1) Due with instrument delivery
Acceptance Criteria
Formal acceptance of the system will be given by the Government SME after the Contractor demonstrates that all performance standards in this statement of requirements have been met.
General Information
Safety: The Contractor employee shall be responsible for knowing and complying with NIST installation safety prevention regulations. Such regulations include, but are not limited to, general safety, fire prevention, and waste disposal.
Security: NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Identification Badges: Contractor employees shall comply with NIST identification and access requirements.
Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office.
Vehicle Registration: All Contractor employees must register their vehicles with the NIST Security Office to gain access to the campus. A valid driver’s license, Government-furnished civilian ID, proof of insurance and current registration must be presented to the NIST Security Office.
