About this file

This is a Technical Specification Sheet for a solicitation issued by the State of Maine for Level B MOPP (Mission-Oriented Protective Posture) Response Suits. The document outlines mandatory technical specifications that bidders must meet or exceed, including dual certification to NFPA 1994 Class 2 and NFPA 1992 standards, a vapor-tight face mask configuration, lightweight design utilizing Coretech barrier material technology, a 10-year shelf life, and a one-glove design feature. Bidders must indicate compliance with each specification by marking an "X" or provide detailed explanations and justifications for approved equal alternatives on separate pages. The award will be made on a best value basis considering the degree to which specifications are met, along with price and delivery considerations.

Bidders must submit any questions or requests for clarification through the designated Question and Answer portal on the Solicitation Details View page, with responses posted in the same location for all vendors to access. The submission of false or misleading information, or failure to provide requested documentation including vendor specification proposals, will result in rejection of the bid as unresponsive. While the document does not specify pricing terms, set-asides, incumbent information, or contract term details, it establishes clear evaluation criteria and submission requirements essential for proper bid evaluation and award determination.

INSTRUCTIONS FOR COMPLETING TECHNICAL SPECIFICATION SHEET

Please complete the checklist for technical specifications set forth below. Each Bidder must indicate whether it can meet the technical specifications by inserting an “X” next to each specification. The “X” will demonstrate that the Bidder’s offering meets the technical specification. If a Bidder cannot meet a technical specification, then the Bidder must give an explanation for each exception and for equipment that is not available. All explanations must be provided in detail on separate pages along with the justification as to why the alternative equipment or deliverables will be as good as the equipment or deliverables described in the detailed specifications for desired items. A copy of the vendor specification proposal must be provided. Following these instructions is essential for proper bid evaluation. If a Bidder fails to provide requested information or if information on a quote is found to be false or misleading, the quote will be rejected as unresponsive.
