About this file

This specifications document outlines technical requirements for a 2026 Water System Improvements project in Texas involving the installation of 8-inch and 12-inch C900/C909 PVC water mains. The project encompasses four primary corridors: Helmsman Road/Stuart Road, Lavernia Road/Mt. Olive Road, Texas Loop 106/Stuart Road, and Kirkner Road. The scope of work includes installation of PVC pipe with sand bedding, electrically continuous tracer wire, and access points, along with specified tie-ins utilizing cut-in tees with mechanical restraints, bends, reducers, gate valves (open-right configuration with permanent markings), fire hydrants, and air-release valves positioned at high points. Additional work includes service relocations and steel-encased bored, jacked, or tunneled crossings, with HDPE directional drilling as an alternative where indicated on project plans.

The specifications establish detailed technical standards and performance requirements governing materials, installation methods, testing procedures, and quality assurance measures for all water main components and appurtenances. The contractor must comply with applicable industry standards and local utility specifications throughout construction. The document serves as a binding reference for bid preparation and contract execution, establishing the baseline requirements against which all contractor submissions and performance will be measured.

All variations of the proposed substitute from that specified will be identified in the application and available maintenance, repair and replacement service will be indicated. The application will also contain an itemized estimate of all costs that will result directly or indirectly from acceptance of such substitute, including costs of redesign and claims of other contractors affected by the resulting change, all of which shall be considered by the Engineer in evaluating the proposed substitute. The Engineer may require the Contractor to furnish at the Contractor's expense additional data about the proposed substitute.

2. If a specific means, method, technique, sequence or procedure of construction is indicated in or required by the Contract Documents, the Contractor may furnish or utilize a substitute means, methods, sequence, technique or procedure of construction acceptable to the Engineer, if the Contractor submits sufficient information to allow the Engineer to determine that the substitute proposed is equivalent to that indicated or required by the Contract Documents. The procedure for review by the Engineer will be similar to that provided in paragraph 1 as applied by the Engineer and as may be supplemented in the General Conditions.

3. The Engineer will be allowed a reasonable time within which to evaluate each proposed substitute. The Engineer will be the sole judge of acceptability, and no substitute will be ordered, installed or utilized without the Engineer's prior written acceptance which will be evidenced by either a Change Order or an approved Shop Drawing. The Owner may require the Contractor to furnish at the Contractor's expense a special performance guarantee or other surety with respect to any substitute. The Engineer will record time required by the Engineer and the Engineer's consultants in evaluating substitutions proposed by the Contractor and in making changes in the Contract Documents occasioned thereby. Whether or not the Engineer accepts a proposed substitute, the Contractor shall reimburse the Owner for the charges of the Engineer and the Engineer's consultants for evaluating each proposed substitute.

Reimbursement shall be based on engineering direct labor cost plus indirect labor cost plus any direct non-labor expenses such as travel or per diem profit of the above total.

Any information on the Plans or in the Specifications as to the soil or material borings, or tests of existing materials, or location of existing utilities is for the convenience of the Bidder. The accuracy of the information is not guaranteed, and no claims for extra work or damages will be considered if it is found during construction that the actual conditions or locations vary from those indicated on the Plans or in the Specifications.

GC3.02 Interpretation of Estimates: Any estimate of quantities of work to be done and materials to be furnished given in the proposal or on the Plans shall be considered as approximate and is given only as a basis for comparison of proposals and the award of the Contract. The Owner does not expressly, or by implication, agree that the actual quantities involved will correspond exactly therewith; nor shall the bidder plead misunderstanding or deception because of such estimate of quantities, or of the character, location, or other conditions pertaining to the work. Payment to the Contractor under unit price contracts will be made only for the actual quantities of work performed, or materials furnished in accordance with the Plans and Specifications, and it is understood that the quantities may be increased or diminished as hereinafter provided without in any way invalidating the unit bid prices.

The proposal shall be signed in ink by the person or persons making or authorized to make the bid. If the proposal is offered by an individual, his name and post office address shall be given. If the proposal is offered by a firm or partnership, the name and post office address of each member of the firm or partnership shall be given. If the proposal is offered by a corporation, the name and title of the person signing the proposal; and the post office address of the corporation shall be given. Any person signing a proposal as agent must file with the Owner legal evidence that he has authority to do so, and that the signature is binding upon the firm or corporation.

GC3.04 Rejection of Proposals: A proposal showing any alteration of words or figures, erasures, additions not called for, alternate bids not called for, incomplete bid, conditional bids, or proposals not accompanied by proposal guaranty as required, will be considered as an irregular bid and may be rejected. The Owner reserves the right to waive technicalities as to changes, alterations, or reservations, and to make the award in the best interest of the Owner.

GC3.05 Proposal Guaranty: Each proposal shall be accompanied by proposal guaranty in the amount set forth in the Notice to Bidders. Checks shall be made payable unconditionally to the Owner.

GC3.06 Delivery of Proposal: Each proposal shall be sealed, together with the proposal guaranty, in an envelope plainly marked with the name of the project as shown on the Plans, and the name and address of the bidder. When submitted by mail, this envelope shall be placed in another envelope addressed as indicated in the Notice of Bidders.

Only those proposals actually in the hands of the designated official at the time set in the "Notice to Bidders" will be considered. No proposals submitted by telephone, facsimile, electronic mail, or other electronic means will be considered unless expressly allowed in the Notice to Bidders.
