About this file
This is a specifications document for Harris County's Invitation to Bid (ITB) for the supply of various trees and related items. Harris County is soliciting bids for a one-year term contract beginning approximately December 1, 2026, for the delivery of tree species on an as-needed basis to various locations throughout Harris County. The bid package requires vendors to submit questions in writing to Hugh Taylor at hugh.taylor@pur.hctx.net through Bonfire, with a deadline specified in the Event schedule. The contract includes four optional one-year renewal periods, renewable one year at a time, subject to the same terms, conditions, and pricing as the original year and contingent upon approval by Harris County Commissioners Court. Harris County reserves the right to rebid at any time at its discretion and is not automatically bound to renew. Tree species identified in the Bid Table shall be available in caliper sizes ranging from one to three inches and container sizes ranging from five to forty-five gallons, as applicable. All trees must be healthy, vigorous, and structurally sound, conforming to ANSI Z60.1 standards for nursery stock. Unless otherwise specified, trees shall be native or well-adapted to Southeast Texas and grown in Texas or Louisiana.
All pricing submitted must be all-inclusive, incorporating costs for labor, material, equipment, pickup, transportation, disposal, and any other incurred charges, with no separate line-item rates accepted. Harris County may award the contract to more than one vendor, designating Primary and Secondary vendors to be utilized based on time constraints and availability. Vendors must complete Texas Form 1295 (Certificate of Interested Parties) prior to bid submission or face disqualification. No compensation will be received for bid items unless actually used under the direction of the field engineer. Pricing is an important evaluation criterion, but bids will be evaluated on other requirements as well. Harris County reserves the right to request usage reports up to two times during the contract period at no additional cost, with reports due within five working days of written request. All products and services require a purchase order signed by the Harris County Purchasing Agent before provision and payment. Harris County reserves the right to inspect, test, and reject goods that fail to meet specifications or performance requirements. Vendors are responsible for all toll and parking fees incurred during contract performance.
