Specifications
Astronomical Telescope Mount
Background
The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) advances the measurement science, standards, and applications for dimensional, optical radiation, and thermodynamic quantities to support U.S. industry and trade. PML maintains and disseminate standards for three of the seven SI (International system of units) base units: the kelvin (temperature), the meter (length), and the candela (luminous intensity).
PML is part of an externally funded program to optically characterize in-flight sensors using ground-based light sources. As part of this program NIST PML have developed an instrument consisting of components for tracking and illuminating an in-flight sensor. The illumination components consist of transmitting telescopes while the tracking components consist of an astronomical mount and a receiving telescope. Characterization of in-flight sensors requires an instrument that can simultaneously image, track, and illuminate the object of interest. An astronomical telescope mount is a required component of such an instrument and will be used for pointing and tracking celestial, in-flight, objects with high accuracy.
Scope
NIST PML requires an astronomical telescope that will be used to track and point towards in-flight objects while supporting receiving and transmitting telescopes.
Minimum Requirements
The system shall meet the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, or prototype will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.
All specifications below must be verified at NIST before final acceptance.
CLIN 0001: The contractor shall provide quantity of one (1) astronomical telescope mount, that meets the following minimum requirements.
1. Shall be an equatorial mount. (list of specs: Specify requirements clearly so that all readers can understand them. Reference only the absolute minimum applicable specifications and standards needed. Tailor specifications and other documents. Separate general information from direction)
2. Shall have option for or built-in on-axis absolute encoders, where the specifications for the encoders have been specified below
a. The on-axis encoders shall have resolution of 0.1 arcseconds or less
b. All sky Root Mean Square (RMS) pointing accuracies, with star modeling, of 5 arcseconds to 10 arcseconds
3. Shall have periodic peak-to-peak error for the right ascension gear of 7 arcseconds or less before any periodic error correction and 1 arcsecond or less after periodic error correction.
4. Shall have a total weight capacity of at least 240 pounds (excluding counterweights).
5. The telescope mount shall weigh less than 90 pounds.
6. Shall have a versa plate with Losmandy dovetail for mounting optical tube assemblies with compatible dovetail mounting plates
7. Maximum slew rate shall be at least 4 degrees per second.
Delivery
Delivery shall be FOB DESTINATION (or equivalent terms, such as INCOTERMS Delivered Duties Paid), Scheduling of the delivery shall take place at a time mutually agreed upon by the Government and Contractor. This delivery shall be scheduled as soon as possible but shall occur No Later Than (NLT) three (3) months ARO.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:
The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899-1640
Inspection and Acceptance
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
Inspection and acceptance will occur within seven (7) business days after receipt of the astronomical telescope mount at NIST.
- The equipment will be tested to make sure it meets all of the stated requirements.
A visual inspection of the astronomical telescope mount will be performed by the NIST Technical Point of Contact (TPOC) to identify surface defects or any form of indication that the astronomical telescope mount was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the astronomical telescope mount due to defects and/or nonconformance.
Warranty The contractor shall warrant the entire system for a period of a minimum of one (1) year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4. The contractor shall provide troubleshooting and technical support through phone and email.
Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance by the TPOC of all delivered system.
2. The Government anticipates inspection will occur upon:
- After the testing procedures set forth in this document have been completed
