About this file
This is a Performance Work Statement for Work Item 1 detailing the manufacture and overhaul of propulsion shafts for U.S. Coast Guard 87-foot Coastal Patrol Boats. The specification applies to both new shaft manufacturing and overhaul of existing shafts, with materials specified as Aquamet 22HS or Aqualoy 22HS stainless steel. The contractor must provide all manufacturing, assembly, inspection, preservation, packing, marking, bar-coding, and shipping services.
Key requirements include: manufacturing in accordance with Coast Guard Drawing 87WPB 243-050; providing propeller end and coupling end keys as part of each shaft with Class I keyway fit per ASME B17.1; material certifications prior to manufacture; dimensional tolerances with fractional dimensions of +1/64 to -0"; runout and concentricity inspections using dial indicators; liquid dye penetrant testing in keyway, taper, thread, bearing, and seal areas; blue-fit taper testing to a certified 0.750" ring gage with minimum 80% contact; surface finish per SAE J 448-011 at 63 micro-inches; and cold press straightening only. For overhaul shafts, the contractor must submit a Condition Found Report within ten days identifying all necessary repairs and costs, with the Coast Guard determining whether to overhaul or scrap based on extent of repairs. Shaft keys must be manufactured per drawing 87WPB 243-003 and secured in the shipping crate. Quality assurance requires 100% verification, material certifications, dimensional survey documentation, TIR measurements, liquid dye penetrant results, blue-fit impression tests, thread functionality verification, and test equipment calibration per ISO/IEC 17025. Shafts must be preserved per MIL-DTL-2845, individually packed in reusable wood boxes, marked per MIL-STD-129R with NSN 2010-01-458-9175, and shipped to U.S. Coast Guard Surface Forces Logistics Center in Baltimore, Maryland during normal business hours (0730-1300 Monday-Friday). The scope includes 12 new shafts, 28 used/overhaul shafts, and one reusable shipping crate, with an estimated cost of $850.00 per unit for the crate.
