Note: All handcarried offers are to be delivered between 8:00 a.m. and 3:30 p.m., Monday through Friday, except for legal federal holidays as set forth in 5 USC 6103. Offerors using a commercial carrier service must ensure that the carrier service “handcarries” the package to the address specified above for handcarried offers prior to the scheduled opening/closing time. Package must be plainly marked ON THE OUTSIDE OF THE COMMERCIAL CARRIER’S ENVELOPE with the solicitation number, date, and time set forth for receipt of offers as indicated in Block 8 of the Standard Form 1449.
Contractors intending to deliver offers in-person should be advised that the Business Opportunities office (Bid Room) is located within a secure military installation. In order to gain access to the facility, an escort may be required. The escort will be an employee from the Bid Room. The following are phone numbers for the Bid Room: (215)737-8511, (215)737-9044, or (215)737-7354. It is the offeror’s responsibility to ensure that offers are received at the correct location at the correct time. Please allow sufficient time to complete delivery of hand carried offers. Since the length of time necessary to gain access to the facility varies based on the number of circumstances, it is recommended that you arrive at the installation at least one hour prior to the time the solicitation closes to allow for security processing and to secure an escort. NOTE: THIS IS A SUGGESTION AND NOT A GUARANTEE THAT YOU WILL GAIN ACCESS TO THE BASE IF YOU ARRIVE ON HOUR BEFORE THE OFFER IS DUE.

ITEMS REQUIRING SPECIAL ATTENTION
Although the specific details on the following information are included within the solicitation, the following list of items is intended to summarize key aspects of this solicitation and resulting contract.
Please take notice and comply:
1.This acquisition is DLA Troop Support’s initiative for the Wildlands Fire Protection Program. The solicitation consists of 39 NSNs: Fire WYE Connection, Fire Hose Tip Nozzle, Fire Reducer Hose, Fire Increaser Hose, Fire Coupling, Hose Cap, Fire Equipment Nozzle, and Spanner Wrench.
2.The Government intends to make multiple awards, a minimum of two, with post-award competition of delivery order requirements. The Government reserves the right to make a single award if it's in the best interest of the Government. The contracts resulting from this solicitation will be Indefinite Delivery/Indefinite Quantity (IDIQ) contracts and the period of performance will be for a two-year base period and three one-year option periods, for a potential contract term of five years. The requirement will be reviewed on an annual basis to ensure that continuation of the contract is in the best interest of the Government.
3.Offerors are advised that dependent on the item, Berry Amendment, Restriction on Acquisition of Hand or Measuring Tools, and Buy American Act apply.
4.The evaluation procedure used for this solicitation will be Low Price. The Government will evaluate all proposals received by the end of the established closing date and time. Proposals will be evaluated for price reasonableness and an award of contract will be made to offeror/offerors. The evaluation procedure for this award is contained in FAR 52.212-2 – Evaluation of Commercial Items.
5.Pricing will be evaluated based on: The evaluated price for each line item will be calculated as follows:
The Annual Estimated Quantity (AEQ) for each line item will be multiplied by the proposed base year unit price to calculate the total proposed base year price. The Annual Estimated Quantity (AEQ) for each line item will then be multiplied by the proposed option year one unit price to calculate the total proposed option year one price. The Annual Estimated Quantity (AEQ) for each line item will then be multiplied by the proposed option

year two unit price to calculate the total proposed option year two price. The Annual Estimated Quantity (AEQ) for each line item will then be multiplied by the proposed option year three unit price to calculate the total proposed option year three price. The total evaluated dollar value for each line will be the sum of all four calculations described above. In addition to the four pricing elements, the FAT cost (Pages 10-154) will be included in the Total Evaluated Price. Each line item will be evaluated separately.
6.The proposed unit prices will serve as the respective ceiling price in the contract for the two year base and three one-year option periods. Contractors may not exceed their firm fixed ceiling prices during the post award competition of delivery orders.
7.The annual quantities listed in this solicitation are only estimates from data available to the Contracting Officer at the time of solicitation. The Government is not obligated to purchase beyond the guaranteed minimum. Prior to submitting a proposal, one should take into account any business risks associated with the estimates in this solicitation.
8.The guaranteed minimum will be $100,000.00 for the two year base period and $50,000.00 for each option period per awardee. There will be no minimum or maximum quantity per delivery order. The contract and program maximum will be $49,500,000.00.
9.All delivery orders will be competed among awardees except that the Government reserves the right to direct orders to a particular source under urgent circumstances, to meet contractual minimums, or to provide economy and efficiency as a logical follow-on to an order already issued in accordance with FAR 16.505(b)(2). Delivery order award decisions may be made either by line item or in their entirety. The award decision factors may include price, delivery, and past performance on previous orders; however, other factors may be included as well. Each post-award delivery order RFQ will clearly state the basis for award and how the contractors will be evaluated.
In accordance with FAR 16.505(b)(5), the following individual has been designated the delivery order ombudsman:

The ombudsman shall attempt to resolve Contractor complaints relative to placement of delivery orders at the local level. Complaints which cannot be so resolved will be resolved by the Defense Logistics Agency (DLA) competition advocate. Delivery order complaints must specify they are being filed pursuant to FAR 16.505.
10.Material will be processed under individual delivery orders (DOs) to be delivered a specific Defense Distribution Center (i.e., Defense Depot Tracy, CA) located within the Continental United States (CONUS).
Specific delivery instructions will be included on each delivery order. The Government reserves the right to add Customer Direct and DLA Direct locations (i.e., Defense Depot New Cumberland, PA) via the Add/Delete clause DLAD 52.216-9006 (AUG 2005).
11.The Variation in Quantity is limited to a 5% increase and a 5% decrease in accordance with FAR 52.211-16.
12.The Water Handling Accessories contain Government First Article Test (FAT) requirements. First Article testing is required unless a First Article Test Waiver is obtained. The delivery period with First Article Testing (FAT) is 210 days for the first delivery order and for items without FAT, the delivery period will be reduced to the schedule shown in the Schedule of Supplies on page 156.
Note: The required delivery is based on each DO not exceeding 50% of the AEQ. If the DOs exceed 51% of the AEQ, the delivery period will be adjusted according to the Schedule of Supplies on page 156.

13.The Contractor shall submit three unit of each contract line item within 30 calendar days from the date of this contract to (only applies if FAT is applicable):

14.Quality conformance inspection requirements shall be in accordance with USDA Forest Service Standard.
Production Lot Testing is incorporated and may be invoked at the discretion of the procurement activity.
15.Packaging shall be in accordance with MIL-STD-2073-1D (latest revision). DOD bar code marking required in accordance with MIL-STD-129 (latest revision). RFID is required for items being delivered to a specific Defense Distribution Center (see clause 252.211-7006).
16.Proposals are invited only on the basis of F.O.B. Destination. Offers submitted on basis other than FOB Destination will be rejected as non-responsive. Inspection and Acceptance will take place at origin.
17.This acquisition is a 100% Small Business Set-Aside.
18.If reverse auction is not conducted, the Contracting Officer intends to evaluate proposals and make award without discussions. Proposals should contain the vendor’s best terms. Additionally, the Government reserves the right to conduct discussions and request proposal revisions if it is determined to be necessary.
19.The Government reserves the right not to issue a contract(s) as a result of this RFP if such award is determined contrary to the best interest of the Government.
20.The Government shall not be responsible or liable for any costs incurred by any parties in the preparation and submission of any technical proposal or price proposal in response to this RFP.

Any pricing or technical questions or requests for clarification should be submitted to the Contracting Officer/Acquisition Specialist in writing on or before 12:00 Noon (Eastern Standard Time) on February 12, 2016 to allow DLA adequate time to provide answers or to consider potential changes in the RFP.
22.REQUIRED CERTIFICATIONS AND CLAUSE FILL-IN: Offerors should review the entire solicitation and complete ALL certifications and ALL clause fill-ins contained. It is recommended that offerors fill in all appropriate clauses on the solicitation document and return copies of these completed pages along with the proposal package.
23.Submission of Offers - All offers must be submitted following the submission requirements outlined in Section 52.212-1 “Instruction to Offerors - Commercial Items”. Proposal packages from offerors responding to this solicitation must include the following items for their proposal to be considered:

b. Completed copies of FAR 52.212-3, and other required certifications
c. Price Proposal: FAT Cost (Pages 10-154) & Schedule of Supplies (Pg. 156)
24.Proposed unit prices shall be limited to the Schedule of Supplies which is found on page 156. The proposal shall be in the form prescribed in the Schedule of Supplies provided. The total acquisition price will be determined by summing the total proposed price of all items listed for FAT, the two year base and three one-year option periods.

25.For solicitations exceeding $150,000, contractors are required to report the extent of lobbying activities via Standard Form-LLL, “Disclosure of Lobbying Activities”. This form is to be submitted with the contractor’s offer in accordance with FAR 52.212-3(e) (for commercial acquisitions). A copy of Standard Form (SF) LLL is available on the General Services Administration web site: http://www.gsa.gov/portal/forms/type/SF
26.Wide Area Work Flow (WAWF): All invoicing will be done via wide area workflow procedures (WAWF). WAWF is available on the Internet at https://wawf.eb.mil/. Reference DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports (JUN 2012).
27.Reverse Auction - This solicitation contains DLAD 52.215-9023 (OCT 2013) for Reverse Auction (RA). A Reverse Auction for all pricing periods may be conducted. The Government will activate this provision after timely offers have been received and evaluated. Prior to doing so, the Contracting Officer will establish a competitive range. Those firms removed from the competitive range will be notified in writing prior to the Government conducting the RA. By submitting an offer, the offeror consents that the RA Vendor (Defense Logistic Agency’s commercial reverse auction service provider) may have access to its submitted data for the purpose of the Reverse Auction. The RA Vendor will have a confidentiality agreement in place.
28.CONTRACTOR CODE OF BUSINESS ETHICS (FEB 2012)
FAR Part 3.1002(a) requires all government contractors to conduct themselves with the highest degree of integrity and honesty. Contractors should have a written code of business ethics and conduct within thirty days of award. To promote compliance with such code of business ethics and conduct, contractors should have an employee business ethics and compliance training program that facilitates timely discovery and disclosure of improper conduct in connection with government contracts and ensures corrective measures are promptly instituted and carried out. A contractor may be suspended and/or debarred for knowing failure by a principal to timely disclose to the government, in connection with the award, performance, or closeout of a government contract performed by the contractor or a subcontract awarded there under, credible evidence of a violation of federal criminal law involving fraud, conflict of interest, bribery, or gratuity violations found in title 18 of the United States Code or a violation of the False Claims Act. (31 U.S.C. 3729-3733)
This solicitation includes FAR clause 52.203-13 - CONTRACTOR CODE OF BUSINESS ETHICS AND CONDUCT; therefore, the contractor shall comply with the terms of the clause and have a written code of business ethics and conduct; exercise due diligence to prevent and detect criminal conduct; promote ethical conduct and a commitment to compliance with the law within their organization; and timely report any violations of federal criminal law involving fraud, conflict of interest, bribery or gratuity violations found in title 18 of the United States Code or any violations of the False Claims Act. (31 U.S.C. 3729-3733). When FAR 52.203-13 is included in the contract, the contractor must provide a copy of its written code of business ethics and conduct to the contracting officer upon request by the contracting officer.

All supporting documents (e.g. certificate of conformance) should be included within the FAT sample package.
Certification. The contractor shall provide the following information on certificates of conformance:
A Certificate of Conformance (COC) shall meet the requirements of USDA Forest Service Standard 5100-190. Where COCs are required, the Government reserves the right to determine the validity of certification. These COCs shall be based on the testing of component materials and may be performed by the component material supplier. The date on the COCs for all textile, natural rubber, and synthetic compounds shall not exceed 2 years prior to the current date. The contractor shall provide certificates of conformance for 3.3.1, 3.3.2, 3.3.3, 3.3.4, 3.3.5, and 3.8.
Once first article samples have been approved, Certificates of Conformance to material and hardcoating requirements are acceptable in lieu of lot by lot testing.

Certification. The contractor shall provide the following information on certificates of conformance:
A Certificate of Conformance shall meet the requirements of USDA Forest Service Standard 5100-190. Where certificates of conformance are required, the Government reserves the right to verify test any such items to determine the validity of certification. These certificates shall be based on the testing of component materials and may be performed by the component material supplier. The contractor shall provide certificates of conformance for all materials used in 3.3.1, 3.3.2, 3.3.2.1, 3.3.2.2, 3.3.3 and 3.8 (see 4.5.2, 4.5.3, 4.5.4, 4.5.5,
4.5.6 and 4.5.7).
EXCEPTION TO USDA FOREST SERVICE SPECIFICATION 5100-383b: Paragraph
4.4.2 shall read "Lot acceptance Tests. Each of the samples selected in accordance with 4.3.3, shall be tested in accordance with 4.4.1, to determine conformance with requirements of this specification."
Once first article samples have been accepted, Certificates of Conformance shall be acceptable in lieu of testing end items (see 4.4.2 and 4.5).
EXCEPTION TO FOREST SERVICE SPECIFICATION 5100-383B:
In order to provide clarification to the sampling and inspection procedures as outlined within the referenced Forest Service specification and the industry standard cited therein (ANSI/ASQ Z1.4-2003), the following exceptions shall be incorporated. All references to "defect" (or "defects") shall be deleted and the term "nonconformity" (or "nonconformities") shall be substituted in its place. Similarly, all references to "percent defective" shall be changed to "percent nonconforming" and the phrase "defects per hundred units" shall be changed to "nonconformities per hundred units." The term "rejection" shall be changed to "nonacceptance" when it refers to a result of following the specified procedure.

All supporting documents (e.g. certificate of conformance) should be included within the FAT sample package.
Certification. The contractor shall provide the following information on certificates of conformance:
A Certificate of Conformance shall meet the requirements of USDA Forest Service Standard 5100-190. Where certificates of conformance are required, the Government reserves the right to verify test any such items to determine the validity of certification. These certificates shall be based on the testing of component materials and may be performed by the component material supplier. The contractor shall provide certificates of conformance for all materials used in 3.3.1,
3.3.3 and 3.8 (see 4.5.2, 4.5.3 and 4.5.4).
Certificates of conformance are acceptable for the requirements of 4.5.2 and all of 4.6 in lieu of lot-by-lot testing.
Exceptions to Forest Service Specification 5100-244d:
Page 3, Paragraph 3.2.1.1, Tip Discharge, add the following sentences:
"The maximum discharge face diameter shall be 0.88 inch (22.2 mm). The nozzle tip shall slope from the discharge face to the knurled surface of

the nozzle with a slope similar to figure 1 (see figure 1)."
Page 4, Paragraph 3.3.1, Tip Material: Add the following as an acceptable material - Extruded aluminum alloy 6262-T6, in accordance with ASTM B 221.
Paragraph 4.4.2. Lot Acceptance Tests. Each of the samples selected in accordance with 4.3.3, shall be tested in accordance with 4.4.1, to determine conformance with the requirements of this specification.

Replace " FSS" with "NFES"
In order to provide clarification to the sampling and inspection procedures as outlined within the referenced Forest Service specification and the industry standard cited therein (ANSI/ASQ Z1.4-2003), the following exceptions shall be incorporated: All references to "defect" (or "defects") shall be deleted and the term "nonconformity" (or "nonconformities") shall be substituted in its place. Similarly, all references to "percent defective" shall be changed to "percent nonconforming" and the phrase "defects per hundred units" shall be changed to "nonconformities per hundred units." The term "rejection" shall be changed to "nonacceptance" when it refers to a result of following the specified procedure.
PRODUCT CONFORMANCE: The products provided shall meet the salient characteristics of this Item Purchase Description, conform to the producer's own drawings, specifications, standards, and quality assurance practices, and be the same product offered for sale in the commercial market.
