DLA LAND AND MARITIME INTENDS TO ISSUE A SOLICIATION TO ESTABLISH A LONG TERM CONTRACT FOR NSN 5945010533279 – RELAY, ELECTROMAGNET. THE COMPETE ITEM DESCRIPTION IS INCLUDED AS A SEPARATE ATTACHMENT (PID—CM18130001).

THE METHOD OF SUPPORT WILL BE DLA DIRECT FOR SHIPMENTS TO STOCKING LOCATIONS.

OFFERS WILL BE EVALUATED ON AN NSN BY NSN BASIS.

IS YOUR COMPANY WILLING / ABLE TO PARTICIPATE IN THIS PROJECT WITH A 3-YEAR BASE PERIOD WITH NO PRICE ADJUSTMENTS?

14. SHOULD IT BE NECESSARY I CAN INCLUDE PRICE ADJUSTMENTS DURING THE BASE PERIOD. WOULD A 3-YEAR BASE CONTRACT PERIOD WITH NO PRICE ADJUSTMENTS LEAD TO BETTER PRICING FOR THE GOVERNMENT OR WOULD THE GOVERNMENT RECEIVE A PRICE THAT IS PADDED TO ACCOUNT FOR POSSIBLE MANUFACTURING COST INCREASES OVER THE CONTRACT BASE PERIOD?

15. IF PRICE ADJUSTMENTS ARE NECESSARY, WHAT WOULD ALLOW YOUR COMPANY TO PROVIDE THE BEST PRICING TO THE GOVERNMENT, EPA ADJUSTED OPTION YEARS OR PRICED OPTION YEARS?

16. THE GOVERNMENT IS SEEKING TO REDUCE MATERIAL PRICING BY AS MUCH AS 10% PER NSN WITH THIS INITIATIVE. PLEASE SUPPLY ANY SUGGESTIONS YOU HAVE THAT WOULD HELP THE GOVERNMENT REACH ITS MATERIAL PRICE REDUCTION GOALS.

17. IF YOUR COMPANY HAS STATED THE PROJECT’S NSN IS A COMMERCIAL ITEM, THE GOVERNMENT WOULD LIKE TO REQUEST DATA TO SUBSTANTIATE THIS CLAIM. THE DATA MAY TAKE MANY FORMS BUT THE GOVERNMENT WOULD LIKE TO REQUEST INVOICES OF COMMERCIAL SALES OF THE SAME OR SIMILAR ITEMS.

SHOULD YOUR COMPANY PROVIDE INVOICES OF SIMILAR ITEMS, PLEASE ALSO PROVIDE A DESCRIPTION OF THE SIMILARITES AND DIFFERENCES BETWEEN THE ITEM THE GOVERNMENT PURCHASES AND THE ITEM SOLD TO THE GENTERAL PUBLIC TO INCLUDE THE PRICE DIFFERENCES BETWEEN THE COMMERCIAL AND GOVERNMENT ITEM.

The following pertain to the requirement for Certified Cost or Pricing Data or Information Other Than Cost or Pricing Data. For contracts estimated over $2 million, Certified Cost or Pricing Data “may” be required. FAR 15.408, Table 15-2 contains the guidelines for submitting this data. A sample format can be found at http://www.dcaa.mil. At this website, go to “Guidance” and click on “Audit Process Overview – Information for Contractors.” This page on the website will assist you with guidance on pricing proposals. You can also view a checklist on this website which highlights common inadequacies found in certified data. This checklist is called “Criteria for Adequate Contract Pricing Proposals” on the DCAA website. See provision FAR 52.215-20. Questions regarding Certified Cost or Pricing Data can be addressed to the Contract Specialist, your cognizant DCAA or DCMA office or the DLA Land & Maritime Business Counseling Center (BCC) at 1-800-262-3272 or email: DSCC.BCC@dla.mil.

*Note: The value of the contract is based on the Contract Maximum dollar value that is in the Contract Limitations clause of a solicitation. This Contract Maximum is based on the estimated combined value of all item(s)/NSN(s) on the solicitation, inclusive of all contract years combined (base year plus option years) and is then inflated to allow for a possible increase in annual demands over the life of the contract.

Certified Cost or Pricing Data is not required for commercial item(s)/NSN(s). However, it is the contracting officer’s authority to determine an item(s) commercial or not. A failure to provide adequate cost or pricing data upon receipt of your proposal may result in the solicitation being cancelled with no award being made.
