About this file

This document is a Justification for Other Than Full and Open Competition (FAR 6.302-1) filed by the Defense Logistics Agency (DLA) Land and Maritime for solicitation SPE7M225R0018 to acquire 97 Encoder CSV units (NSN 5990-01-324-1204) classified as an 82N ALRE Critical Safety Item.

The acquisition is restricted to two approved sources: Centroid Inc. (CAGE 21856) and Patriot American (CAGE 1W820). The restriction is based on Naval Air Systems Command (NAVAIR) design control authority requirements for Critical Application Items (CAI) and Critical Safety Items (CSI) that require engineering source approval. The item is part of the ALRE Flight Safe Program governing life-cycle management of critical safety components for naval aircraft. Per NAVAIR INST 13800.18A and applicable technical data requirements, DLA is authorized to procure only from NAVAIR-approved sources; unapproved manufacturers must submit Source Approval Request (SAR) packages to the Navy ESA for future eligibility. The contract will be firm-fixed price with fixed quantity and no options. The acquisition is synopsized on or about August 8, 2025 for 15 days and will be posted to the DLA Internet Bid Board System for a minimum of 30 days. Market research conducted on May 30, 2025 identified two potential vendors, with only Centroid Inc. responding with interest. A Sources Sought Notice posted July 8, 2025 yielded no responses. The anticipated cost will be verified through price comparison analysis against historical pricing and certified cost data. Approval authority exceeds $750,000, requiring Competition Advocate certification. A Technical Certification from the Product Specialist is attached.
