Strategic Acquisition Programs Directorate (SAPD) Long Term Contract Market Research Questionnaire

DLA Land and Maritime is considering a solicitation and subsequent Award of an Indefinite Quantity Contract (IQC) or Long Term Contract (LTC) for the items listed the attached spreadsheet. As a potential supplier of these items, we are asking that you fill out this market survey to the best of your knowledge so that we can generate a realistic and beneficial solicitation. Should any of the survey questions not apply, please skip over that section. Feel free to contact the sender of this survey if you have any questions.

Request that you return the survey to robert.varcho@dla.mil within 7 business days of receipt. We sincerely appreciate your time.

III. COST OR PRICING DATA OR INFORMATION OTHER THAN COST OR PRICING DATA:

* The following pertain to the requirement for certified Cost or Pricing Data or Information Other Than Cost or Pricing Data. For contracts estimated over $2,000,000*, certified Cost or Pricing Data “may” be required. Contractors are greatly encouraged to view the sample format found at http://www.dcaa.mil to understand the in depth information required for submission.

Cost or pricing data is not required for commercial items. However, it is the contracting officer’s authority to determine an item(s) commercial or not. A failure to provide adequate cost or pricing data upon receipt of your proposal may result in the solicitation being cancelled with no award being made.

IV. COMMERCIAL QUESTIONS:

* It is the Contracting Officer’s authority to determine an item(s) commercial or not and if the commercial price(s) are Fair and Reasonable. This is usually accomplished through proof that commercial market forces have driven the setting of the commercial price.

Such proof would describe the commercial market acceptance of the price or, more plainly, invoices proving that the item has been sold commercially at like prices, for like quantities. Without proof of commerciality the IDC project cannot be processed as a commercial procurement (FAR Part 12), but will rather be processed using non-commercial procurement procedures (FAR Part 15).

1. Are any of these items Commercial Items per FAR 2.101(b)? |_| Yes |_| No

2. If yes, is your company willing and able to provide evidence of commercial sales and support needed to verify price reasonableness? |_| Yes |_| No Documentation that would potentially help support your commerciality claim may include but is not limited to:

1. Published Catalogs/Price Lists

2. Un-Redacted Commercial sales history (e.g. Invoices showing sales to companies outside of Federal, State or Local Government, etc). The importance of provided un-redacted invoices is to assist in proving the item(s) have been sold commercially at like prices and for like quantities.

3. Complete set of Drawings. You may mark your drawings as “Proprietary and Confidential” as the Government will only use them for determination of Price Reasonableness.

4. Proof of availability or announcement of the Commercial Item to the general public

VII. DELIVERY QUESTIONS:

1. Are there production limitations for any of the item(s) of which we are requesting information? |_| Yes |_| No If yes, please annotate on the attached spreadsheet.

2. Would a minimum delivery order quantity and/or dollar value apply to these NSNs? |_| Yes |_| No If yes, please annotate on the attached spreadsheet.

VIII. ADDITIONAL INFORMATION/INPUT:

It is always the Defense Logistics Agency’s intent to produce Contracts that are advantageous to both the Warfighter and the Contractor. This is best achieved through open lines of communication and informative feedback. Please provide any additional information that you feel may be of assistance in building our Acquisition Strategy and possible Solicitation development.

In addition to MIL-STD-129 markings, each MRAP palletized shipment shall include two, 10 inch by 10 inch fluorescent yellow sticker/sign/placard with the letters MRAP in 2 inch bold black letters and applied to one side and one panel of palletized load. For better visibility, place the MRAP sticker/sign/placard on the outside of the multiwall container(s) or the pallet, not under any shrink-wrap. The stickers are to be placed high on each side of each container, so they are visible at eye level.

This sticker/sign/placard is required to expedite the receipt and inspection of these shipments. This requirement is only applicable for shipments directed to DDC depots and direct vendor deliveries to CCPs;

and does not apply to direct vendor deliveries to the customer.

ACCEPTABLE DEVIATIONS: Contractor is authorized to make adjustments to actual sticker size and font size when shipping containers are not large enough to adequately display all required MIL-STD-129 markings along with the standard size (as cited above).

OEM MRAP STICKERS: Each OEM has a designated background color in lieu of the standard yellow background MRAP sticker in an effort to apply Lean Six Sigma principles and concepts to packaging, storage, and transport of MRAP material to theater. The following are the official designations (background color # text required):

GREEN # MRAP BAE (TX)

TEAL # MRAP OSHKOSH

PURPLE # MRAP BAE (PA)

ORANGE # MRAP FPII

BLUE # MRAP NAVISTAR

PINK # MRAP GDLS

NOTE: If MRAP stickers are missing or OEM is exhausting yellow background stickers, no quality notification shall be submitted to Contract Administrating Activity.
