This item is a commercially available Anti-lock Brake Sensor used on various types of heavy commercial vehicles and military vehicles including Mine Resistant Ambush Protected (MRAP) vehicles. The AMC/AMSC is 3/D with estimated values as shown below.
ICP: DLA Land & Maritime
ESTIMATED ADV: $
ESTIMATED TOTAL VALUE (3-Year+ 2 Options): $

4. The statutory authority permitting other than full and open competition is:
(x) 10 U.S.C. 2304(c)(1) - Available from only one or a limited number of sources.

The use of the authority cited in other than 10. U.S.C. 2304(c)(1) above:

The use of the authority cited is based on:
NSN: 2530-01-502-0543 is assigned AMC 3 which indicated that it is DLA should acquire for the second or subsequent time, directly from the manufacturer and its AMSC of D indicates that the Government has no technical data on the item and data cannot be obtained economically, nor is it possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation.
The Government has reserved the right to approve sources and only Meritor Heavy Vehicle Systems (78500) has been approved. In addition, per the approved manufacturer parts list for this NSN in SAP (as received from the Defense Logistics Information Service), only Meritor has been identified as having the proper complete technical data to supply the item to DLA and the using military services. DLA Land and Maritime SAPD Product Specialist reviewed and confirmed the accuracy of the PID, AMC/AMSC, approved sources, and associated NSN data prior to solicitation. No additional sources were identified at that time and the NSN was determined suitable for an LTC at that time.
Therefore, competition must be limited to offers of the product of Meritor as follows:
NSN ITEM CAGE Company Name Part#
2530-01-502-0543 Sensor, Anti-lock Brake 78500 MERITOR HEAVY VEHICLE SYS R955336

The basis for the Government’s fair and reasonable price determination is anticipated to be PPI based price analysis and/or the analysis of other than cost or price data such as informal cost break-downs and/or material invoices with final negotiated pricing reviewed in comparison with recent past buy history.
8. Market Research/Efforts to Obtain Competition:
Describe the market research conducted and the results.
Other market research efforts include: A review of the purchase history, coordination with the DLA Land and Maritime Small Business Office. A Sources Sought was posted 05/17/2018 to FEDBIZOPS by the Acquisition Specialist of ZBB Branch and closed 05/25/2018 with no responses received.

**On 06/11/2018 the Acquisition Specialist was advised by of DLA Land & Maritime Value Management (VEE) that they have no on-going projects for this NSN at this time. No additional new approved sources are noted.
I/A/W DFARS/DFARS PGI 206.303-2 concerning “Additional J&A requirements for noncompetitive follow-on acquisitions”, the previous procurement (SPE7L3-17-P-2233) for this material did not utilize a J&A because it was under the simplified acquisition threshold and therefore a copy cannot be provided to assist the approval authority.
