Technical:
T1. Is this a USAF or USN requirement?

T2. Does the contractor perform preventive maintenance on the fuel system?
TR2 – Refer to PWS para C-5.3.2 and Appendix AF para I.
T3. Is a Computerized Maintenance Management System required? Is an FDSM required?
TR3 – Refer to PWS para C-5.3 and Appendix AF para I.1.
T4. Does the Contractor provide refueling units or are those GFE?

Solicitation Questions - Version 1
T9. Does the Contractor perform Cryogenic servicing and maintenance?
TR9 – Refer to PWS Appendix AF para II.a.(2) and (3).
T10. Is the Contractor responsible for the Retail Service Station and to what extent?
TR10 – Refer to PWS para C-5.2.4.3, C-5.3 and subparagraphs, and Appendix AF para II.A.(7) and (7A).
T11. Does the Contractor perform org tank issues, training and inspection?
TR11 – Refer to PWS para C-5.2.4.2, C-5.7.4, and Appendix C.
T12. Is the 10 hours of Air Force and ANG/AFRES training required at this location?
TR12 – Refer to PWS para C-5.7.2 and Appendix AF para I.
T13. We cannot locate the Appendix AF, can the Government please provide all the information normally contained in Appendix AF?

T14. Is any hot refueling required at this location?

T15. Is a Terminal Manager or Terminal Superintendent required at this location?

T16. There is ground products in the following grades at Lakehurst AFB: DS2, Mogas, and E85….which are delivered by the contract via mobile refueler to the customer?

T17. Does the contractor only deliver fuel samples for testing to McGuire lab or does the contract use the lab facilities at McGuire to perform testing ourselves?
TR17 – Refer to PWS para C-3.1, C-5.2.6, Appendix C, Appendix D, Appendix AF para II.A.(2) and II.A.(4).
T18. During the site visit, it was mentioned that an FDSM is required. Reference the Appendix AF provided during the site visit, Section I - Installation Listing page is not included. Please clarify whether preventive maintenance is a Contractor or Government responsibility and if an FDSM is required for this solicitation?

T19. Please clarify the normal hours of operation for Sat-Sun. During the site visit, the TM mentioned the site is not normally open on Sat-Sun, however Appendix AF shows normal hours of operation for weekends are 0700-1900.
TR19 - Refer to PWS Appendix AF para II.A.(2).
T20. Please confirm hours of operation for the lab. Reference the Appendix AF provided during the site visit, the hours of operation table has an asterisk for the lab. The comments provided state “laboratory testing is still required IAW applicable directives.”
TR20 - Refer to PWS para C-3.1, C-5.2.6, Appendix C, Appendix D, Appendix AF para II.A.(2) and II.A.(4).
T21. Who is responsible for running the laboratory samples at the McGuire laboratory? If the contractor is responsible, is the contractor responsible for providing a trained laboratory technician (attend the required course per the PWS)?
TR21 – Refer to PWS para C-3.1, C-5.2.6, Appendix C, Appendix D, Appendix AF para II.A.(2) and II.A.(4).
T22. Reference the Appendix AF provided during the site visit, (4) Base Specific Requirements, the Contractor is authorized to use the fuels lab at McGuire Air Force Base. Assuming product testing is IAW required level of testing outlined in TO 42B-1-1 and Mil Std 3004, please confirm the Contractor will have access to the required equipment items (i.e. oven, flash tester, sampling kit, balance, refractometer, CU meter, hydrometers etc.) for the fuels lab. There is no lab equipment shown in (8) Equipment (EAID) or (9) NON-EAID).
TR22 – Refer to PWS para C-3.1, C-5.2.6, Appendix C, Appendix D, Appendix AF para II.A.(2) and II.A.(4).
T23. Please confirm if the Contractor is required to ship correlation samples. TO 42B-1-1 states that only the owning unit of the laboratory submits at joint locations and collocated ANG/AFR units—however, since this location has separate fuel suppliers from McGuire AFB it’s unclear who is responsible for submitting correlation samples. If the contractor is responsible, does the Government provide shipping of fuel samples to the Off-Base laboratory and the sample cans?
TR23 – Refer to PWS para C-3.1, C-5.2.6, Appendix C, Appendix D, Appendix AF para II.A.(2) and II.A.(4).
T24. Reference AF Consolidated PWS dated October 5, 2016, paragraph C-5.2.4.1 states the Contractor will respond to servicing requests within the designated priority timeline. Please provide the designated priority response times for this solicitation.
TR24 – Refer to PWS Appendix para II.A.(4).
T25. Reference the Appendix AF provided during the site visit, table 3, Workload Projections shows the number of trucks which can loaded for bulk deliveries from DFSP to DFSP. Please clarify whether the Contractor loads commercial tank trucks for DFSP deliveries or if these numbers apply to fillstands used to load Contractor provided vehicles.
TR25 – Refer to PWS Appendix AF para II.A.(3A).
T26. Reference the Appendix AF provided during the site visit, table 3, Workload Projections, the average number of refuels per day range from 4 to 40 depending on if the test track is running. Please confirm the frequency that the test track is operating and the percentage of daily refuels that are for the test track.
TR26 - Refer to PWS Appendix AF para II.A.(3A).
T27. Reference the Appendix AF provided during the site visit, table 3, Workload Projections, please provide additional information regarding the types of aircraft or equipment serviced and average fuel load so that we can properly determine the appropriate number and sizes of fueling/defueling vehicles to provide.

T28. Reference the Appendix AF provided during the site visit, table 3, Workload Projections, do MOGAS and Diesel deliveries occur simultaneously?

T29. During the site visit, it was noted there was a multi-product ground fuels trailer “piggy-backed” to a contractor provided ground products truck. We were informed the trailer is used during exercises; however, there is no reference to this in the Appendix AF. Please clarify contractor labor/equipment/vehicle support requirements for exercises.

T30. Please confirm the level of DLA Energy/USACE RM provided maintenance (quarterly, semi-annual, annual).
TR30 – Refer to PWS Appendix AF para II.A.(3).
T31. Please provide how many times in the last year that the Contractor has been called in outside of normal duty hours.
TR31 – Refer to PWS Appendix AF para II.A.(3) and (3A).
T32. Please provide the average number of defuels required (daily) and confirm whether or not a dedicated defuel truck is required.
TR32 – Refer to PWS Appendix AF para II.A.(3A).
T33. Reference the Appendix AF provided during the site visit, (4) Base Specific Requirements, please provide how many generators and how often (based on historical numbers) the generators are refueled.

T34. Are the fillstands equipped with a deadman control system/Scully® overfill prevention system?
TR34 – Refer to PWS Appendix AF para II.A.(3).
T35. Reference the Appendix AF provided during the site visit, (12) AIT Equipment, please confirm whether if the Contractor is required to provide MAFSS on Contractor ground fuel trucks? If so, who provides the funding for installation and maintenance?
TR35 - Refer to PWS Appendix AF para II.A.(14).
T36. Reference the Appendix AF provided during the site visit, (13) LMRs, will Government provided radios be available at Contract start-up or will the Contractor be required to provide radios? If so, how many radios are allocated for Contractor use?
TR36 - Refer to PWS Appendix AF para II.A.(13).
T37. During the site visit we were informed the contractor is responsible for cutting much larger grassy areas than what is described in the Appendix AF provided. Please clarify the contractor’s responsibility for grounds maintenance. Additionally, the Appendix AF states that contractor responsibility for vegetation control around building 278 is “as described by the COR.” This is rather vague and needs to be clarified.
TR37 – Refer to PWS para C-5.3.4, Appendix AF para II.A.(3), and map.
T38. The Appendix AF (4) Base Specific Requirements, paragraph 2, states hot pit operations are performed by the contractor and normally require overtime to be approved during weekend testing.
Please provide the following additional information:
a. How often do hot pit operations occur?
TR38 - Refer to PWS Appendix AF para II.A.(3A).
b. What is the duration of hot pit operations?
TR38 - Refer to PWS Appendix AF para II.A.(3A).
c. How many hot pit operations occur simultaneously?
TR38 - Refer to PWS Appendix AF para II.A.(3A).
d. Other than the truck operator, are any other contractor personnel required for hot pit operations?
TR38 - Refer to PWS Appendix AF para II.A.(3A).
e. What type of aircraft are hot refueled and what is the average fuel load per aircraft?
TR38 - Refer to PWS Appendix AF para II.A.(3A).
f. How many overtime hours are consumed performing hot pit operations?
TR38 - Refer to PWS Appendix AF para II.A.(3A).
T39. Are there any other operations besides hot pits that create a need for overtime? If yes, please provide monthly or annual average.
TR39 - Refer to PWS Appendix AF para II.A.(3A).
T40. Do the provisions of DLA Policy regarding a primary and alternate Terminal Manager (trained IAW DLA Policy) apply for both the Terminal Manager and the Accountant?
TR40 – See PWS Appendix C and Appendix D.
T41. Will the contractor be allowed to establish a Fuel Purchase Agreement with DLA to purchase ground fuels for contractor provided equipment?
TR41 – See PWS para C-5.8.1.3 and 5.8.1.4.
T42. Since fuel is no longer a reimbursable item, please provide the average annual fuel consumption by grade of product.
TR42 – See PWS Appendix AF para II.A.(4).
T43. Please confirm the due date for proposals; page 1 of the RFP says December 20, but the briefing provided at the pre-proposal conference stated December 21.
TR43 – See Amendment 0008
T44. The PWS issued is the standard AF Fuels Management PWS; however, the work is done on the Navy side of the JB. Are the standards for operations and special purpose trucks based on Air Force or NAVAIR standards?
TR44 – See PWS para C-4.1, Appendix C, and Appendix AF para II.A.(14).
T45. Reference PWS Appendix AF: The appendix provides a statement that the Contractor shall provide all lab samples to the fuels lab at McGuire. Please confirm this is a Government-furnished service at no cost to the Contractor.
TR45 - Refer to PWS Appendix AF para II.A.(4).
T46. Reference PWS Appendix AF: The appendix provides hours of operation for each function provided under the resulting contract. The hours of operation states that the Contractor must be capable of 24/7 coverage when required. Please confirm this is to be included in the FFP for the Base and Option Period.
TR46 - Refer to PWS Appendix F and Appendix AF.II.A.(2).
T47. Reference PWS Appendix AF: The appendix provides hours of operation for each function provided under the resulting contract. The hours of operation states that the Contractor must be capable of 24/7 coverage when required. Please provide an hour estimate for hours worked beyond the service window defined for inclusion in the FFP.

T48. Reference PWS Appendix AF: The equipment listed does not include fuel bowser(s) for use by the Contractor. Please confirm these are Contractor furnished items.

T49. Reference PWS Appendix AF: The appendix does not have any responsibility defined for monitoring of maintenance. Please confirm there is not a requirement for a CMMS to be provided by the Contractor.

T50. Reference PWS Appendix AF: The appendix does not have any responsibility defined for performing Operator-level maintenance. Please confirm that Operator maintenance is required.

T51. Reference PWS Appendix AF: The appendix does not have any responsibility defined for performing Operator-level maintenance. Please clarify if AFTO or Contractor-generated forms are used to document Operator-level maintenance, if applicable.
TR51 – See PWS para C-5.3 and subparagraphs, para C-6.1.3, Appendix C para I.44 and II.19, and Appendix E.
T52. Are contractor personnel expected to wait for lab results at the McGuire Fuels Lab or will they be sent (faxed or emailed) to the Lakehurst office? We don’t answer this. In any event – this should all be answered by the PWS
a. What is the typical turnaround time for lab samples?
TR52- Refer to PWS para C-3.1, C-5.2.6, Appendix C, Appendix D, Appendix AF para II.A.(2) and II.A.(4).
T53. What type of priority will Lakehurst samples receive at the McGuire Fuel Lab?
TR53 - Refer to PWS para C-3.1, C-5.2.6, Appendix C, Appendix D, Appendix AF para II.A.(2) and II.A.(4).
T54. Reference Appendix AF.A.2.NOTE (2): this note states that the fuels operation will work all recognized holidays however, the Hours of Operations table does not show any hours in the Holidays/After Hours column.
a. What Hours of Operation is the contractor responsible for providing coverage on holidays?
TR54 - Refer to PWS Appendix AF para II.A.(2) and (3A).
T55. Reference Appendix AF.A.2.NOTE (2): this paragraph states that holidays may not always require coverage.
a. What is the historical percentage of closure during the holidays over the past couple of years?

T54. Reference Appendix AF.A.3.Workload Projections: is any of the mogas, diesel and/or E-85 used in locations other than the Service Station?
TR54 - Refer to PWS Appendix AF para II.A.(3A).
T55. Reference Appendix AF (9) Equipment (Non-EAID): the asterisk in the table refers us to an “attached PDF”. We do not see an equipment list posted with the solicitation. Please provide this list.

T56. Is it mandatory that the FSC be manned during all hours of operation?
TR56 – Refer to PWS para C-5.2.1 and Appendix E.
T57. Reference Appendix AF, A(4) Base Specific Requirements, 2: Please provide the historic workload for Hot Pit refueling.
TR57 – Refer to PWS Appendix AF para II.A.(3A).
T58. Reference Appendix AF, A(4) Base Specific Requirements, 2: This item states that Hot Pit refueling “normally requires overtime to be approved during weekend testing. As this opportunity is shown to be 12 hours per day, 7 days per week, is this work normally performed outside normal duty hours (i.e. evenings and/or nights)?

T59. Reference Appendix AF, A(4) Base Specific Requirements, 2: During Hot Pit refueling is the contractor responsible for providing the Fire Guards?

T60. Reference Appendix AF, A(4) Base Specific Requirements, 2 And TO 00-25-172CL-3 Hot Refueling of U.S. Navy Aircraft: Will the Government be providing the Hot Pit refueling support equipment identified in the referenced T.O. to include items such as 150 pound Halon extinguisher or equiv. and Hand Signaling wands, to name a few?

T61. Does the contractor have any snow removal responsibility? Is so, what type (sidewalks, roads, parking) and how much surface area?

T62. Reference Appendix AF(3) Workload Projections, Grounds Maintenance: Please provide a map that shows the areas that the contractor is responsible for.

T63. Reference Appendix AF(3) Workload Projections, Grounds Maintenance: the fourth line item states “Vegetation and grounds around bldg 278 as described by the COR.” How big is this area and what is the historic frequency?

T64. Ref C-5.8.2.1 of the PWS – Please confirm if any bowsers are provided by the Government for Contractor use.

T66. Although lab samples are analyzed by the Government at McGuire’s lab, is the contractor required to have a laboratory technician who has the formal training as noted in Appendix D of the PWS?

T67. Are sample results recorded in FMD? If so, do the McGuire lab technicians perform this task or is it the contractor responsibility?

T68. Is the contractor required to provide an Aircraft Crash Kit IAW TO 42B-1-1, or is this service provided by the McGuire lab?

T69. Is the contractor required to perform Organizational Tank Custodian Training and biannual inspections IAW AFI 23-204 and the PWS C-5.7.4?

T70. Have the incumbent Terminal Manager and Alternate, as well as the primary Accountant and backup attended the formal training IAW DLA Energy Policy P-32?

T71. Please provide the incumbent contractor’s historical fuel usage for their contractor furnished refueling vehicles.
TR71 – Refer to PWS Appendix AF.II.(3).
T72. Do any contractor employees (typically Management and the Accountants) require a SECRET security clearance?
TR72 – Refer to PWS Appendix D.
Contracting:
C1. The table with instructions for volume content the Volume quantity information specifies “1 PDF copy” for each section. Does the Government require that these files be provided on CD with the hard copies in addition to the emailed PDF copy?
CR1- Refer to Attachment II – OSP Lakehurst: page 2 section 4
C2. Could the Government please confirm the definition of a page? Does the Government intend that page instruction of “70 double sided 8 ½” x 11” pages means 70 faces of a page, which would be 35 sheets when printed?
CR2 - Refer to RFP page 120; Addendum to 52.212-1(1)(b)
C3. For Volume I, would the Government permit a Cover Page and divider tabs to be accepted from the page limitations?
CR3 - Refer to RFP page 120; Addendum to 52.212-1(1)(b); divider tabs and cover page will not be included in page count.
C4. Does the Government prefer for resumes to be located with the sub-section addressing Sub-factor 1 – Staffing, or in a separate appendix or section?
CR4 - Refer to RFP section Proposal Organization, 1. Volume I(b)(ii) (page 118)
C5. Could the Government please clarify requirements and evaluation methods for resumes to be included with the proposal to enable compliance? The RFP specifies in the subject reference that they should be included in Section II – Technical/Management, but does not give any other requirements for resume content or position requirements, nor are evaluation factors provided for them. In the PWS Appendix D, several positions specify the requirement for resumes to be submitted within 30 days of contract award
CR5 - Refer to RFP pg. 120; Addendum to 52.212-1(1)(b)(ii) cites the requirement to submit resumes for certain positions as part of the offeror’s proposal. These resumes must be provided as stated but will not be technically evaluated. Attachment I, Appendix D cites the requirement for the awardee to submit resumes for certain positions within 30 days of contract award.
C6. For the Volume II Price Proposal, could the Government please confirm that the summary of the responsibility of each teaming partner and sub-contractor should be located on the Cover Page?
CR6 - Refer to RFP pg. 121; Addendum to 52.212-1(a)(i)
C7. For the Volume II Price Proposal, could the Government please clarify the method of SF 1449 and the Representations and Certifications? The Attachment 2 instructions on page 1 specify “An original of this Offeror Submission Package must be returned….” Is it a correct understanding that the SF 1449, Representations and Certifications, and Section B Pricing data should be completed in the OSP and that entire document provided as a fill-in? Or does the Government prefer that the package be broken up in order to provide these items in the order they are described in the RFP instructions on pages 119-120?
CR7 - Refer to RFP pg. 121, Volume II – Price Proposal section I(i),(ii),(iii), & (iv).
C8. Please confirm that the entire Transition Period/Contract Turnover is as stated in PWS C-3- 2, 10 days prior to actual Contract Start date constitutes the entire period.

C9.The draft PWS posted to FBO is dated October 5, 2016. The most current PWS for DLA Energy Contracted Operations and Management Services on Air Force Installations is dated June 9, 2017. Which version should we use to prepare our offer?
CR9: A revised PWS accompanies this amendment.
C10. Please confirm the page limit for the Technical Proposal. Reference solicitation document, page 1 of the RFP states 60 pages, but page 125 states 70 pages.
CR10: Refer to RFP pg. 120; Addendum to 52.212-1(b)
C11. Please confirm number of volumes for the proposal; page 1 of the RFP only lists 2, but Section L, page 125, lists 3 volumes.
CR11: Refer to RFP, pg. 119 Addendum to 52.212-1(b)
C12. Clause L-0002 on page 136 of the RFP provides conflicting instructions regarding proposal preparation when comparted to Clause 52.212-1. Please confirm which set of instructions we are to follow.
CR12: Refer to RFP pg. 118, Addendum to 52.212-1.
C13. Please clarify the Technical Sub-Factors to be included in the Technical proposal; the briefing provided during the pre-proposal conference listed 9; however, the RFP only lists 8.

C14. Since this is a SDVOSB set-aside, is a Socio-Economic submission required? If so, which volume of our proposal should it be placed in?
CR14: No, a Socio-Economic submission is not required IAW L2.01-1.
C15. Page 1, Para D of the RFP refers to submission of an MS Excel document. Please clarify the purpose and contents of this document.
CR15: Refer to RFP pgs. 117-120; Addendum to 52.212-1(b)
C16. Please provide the minimum number of days the contractor will have between contract award and the start of the performance period. This information is critical to our ability to properly price our offer. This contract requires us to provide fully functional fueling vehicles at the start of the performance period in full compliance with all PWS specifications. These vehicles are not normally available to purchase in the marketplace without a 60-90 day lead time for delivery; therefore it will likely be necessary to provide temporary leased vehicles pending delivery of new equipment; particularly since the procurement cycle for this contract is relatively compressed with the anticipated start date of March 1, 2018 and the RFP documents are still in draft mode and have yet to be finalized. For planning and pricing purposes, we need to know the anticipated award and start dates so that we can account for the cost associated with the potential lease periods.

C17. Reference RFP Addendum to 52.212-1, Proposal Organization, Paragraph 1.b.ii: The paragraph states that resumes should be provided in Section II. Please confirm the resumes to be provided are for the Corporate Fuels Officer, Terminal Manager and Alternate Terminal Manager.

C18. Reference RFP Addendum to 52.212-1, Proposal Organization, Paragraph 1.b.ii and 52.212-2: The Section L paragraph states that resumes should be provided in Section II;
however, we do not see any evaluation criteria for resumes. Please clarify.
CR18 - The resumes will not be evaluated
C19. Reference RFP Addendum to 52.212-1, Proposal Organization, 3.iv. Would it be acceptable to the Government to use recently completed questionnaires that are on file with DLA-E through other procurements? This will save Contracting Officers precious time in having to complete multiple questionnaires for the same contractor.
CR19 - The Government will accept a questionnaire from a previous procurement within the last 12 months
C20. Please clarify the Technical Proposal page limit. In the Solicitation, Page 1 of 135 notes a 60 page volume limit, while a 70-page volume limit is stated on both pages 117 and 129. The Attachment II OSP (page 2) states a 60-page limit for the Technical Proposal.

C21. The Wage determination incorporated into the solicitation does not include a modified H&W rate that would pertain to EO 13706 Establishing Paid Sick Leave. The incorporated revision (2005-2351 R17) is dated 12/30/16, while the most current document for Monmouth and Ocean Counties is number 2015-4195 R4 dated 12/26/2017. Please incorporate the most current revision so that proper H&W rates can be utilized for our pricing.
CR21 - A revised Wage Determination accompanies this amendment.
C22. The cover page of the Offeror Submission Package released as “ATTACHMENT_II_- _OSP_Lakehurst_Amnd_0001” states that the package is for Fort Polk, LA Alongside Aircraft Refueling. Please release the OSP for the Lakehurst AFB procurement.
