SPE601-23-R-0308 Q&A

Q1 - Could you verify the size (units) of the tanks? The 1449 document states 100000 and 60000 KFR (not sure what that is) and the SOO states 100,000 and 60,000 scf, neither of which I believe are big enough to hold the requirement of 1,440,000 lb/yr (>1MMcf/month).

A1 - The tanks are the sizes stated on the solicitation and the 1,440,000 LBs is an estimated annual quantity. The estimated monthly requirement is 120,000 LBS. The KFR you mentioned is where the tanks are located KOFA Firing Range (KFR).

Q2 - We want to validate what is the appropriate way to submit our proposal for this bid? Do we send it directly to you?

A2 – Yes please send it to myself and Jessica Negron. Both emails are posted in the solicitation announcement.

Q3 - Thank you for sending this over. Can I ask when the deadline is to submit bids?

A3 - The deadline, as well as all the proposal requirements, is mentioned within the solicitation in the Notice to Offerors. “ALL OFFERS MUST BE RECEIVED NLT 1 June 2023 at 15:00 PM CST.”

Q4 - Would I be able set up a conference call with you two to discuss this opportunity?

A4 - I’m sorry but we can’t. If we did a conference with you we would have to allow conferences with all potential companies sending in proposals and that just wouldn’t be possible. This is why we ask all questions be emailed to us so that we may answer them and do an amendment to the solicitation incorporating all questions from industry with the answers from the government. This creates an equal playing field for all interested companies. Just be mindful of the questions deadline mentioned in the Notice to Offerors.

Q5 - Are you looking to sign a contract with two different suppliers to service this bid’s total demand?

A5 – No. This is a Lowest Price Technically Acceptable (LPTA) acquisition. The proposals will be evaluated, and the award will go to the lowest price proposal only after proven a responsible offeror.

Q6 - Will the CO2 consumption have seasonal variances where the requirements are vastly different?

A6 – The customer requirement specifically states there is estimated monthly requirement of 120,000 lbs.
