Delivery Notes: CONTRACTOR EQUIPMENT AND SERVICE REQUIREMENTS:

a. The LN2 is converted to GN2, compressed and delivered through an existing Government owned, 1 inch GN2 pipeline system. Approximate length of the pipeline is 12 miles. The system shall be monitored daily by anon-site Contractor representative, Monday-Friday, 0700-1600 hours, and on rare occasions on weekends. Monitoring the system includes reading and interpreting various system flow instrumentation and making pressure and flow adjustments as required to support GN2 pipeline flow requirements.

Contractor operator may be required to work overtime to include extended weekday shifts and possibly weekends to support emergency and priority demands. The requirement to operate the GN2 facility beyond the normal 0700-1600 hours, Monday-Friday is expected to be about 600 hours per year and may exceed this estimate depending on the emergency and priority demands.

b. The Contractor shall provide one liquid pump assembly for backup of the GN2 conversion system at the GN2 Conversion Facility to assure continuous uninterrupted supply. The Contractor supplied pump must be equitable in capabilities to existing on-site Government pumps which are manufactured by Paul, three piston type with flow rate of 14.6 gallons per minute. The back up system is required tobe operable within 4 hours of Government pump failure.

c. The Contractor shall operate the high pressure GN2 system and provide uninterrupted supply of GN2 to the existing Air Force high-pressure pipeline at Edwards AFB.

CONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED: PAGE 15 OF 62 PAGES

CONTINUED ON NEXT PAGE

The current GN2 conversion system is located in building 8372 at the rocket test site and is operated by the AF Research Lab. This building houses the Government equipmentincluding pumps, vaporizers, pressure regulators, meters, etc., associated with the GN2 system.

An approximately 95 ton LN2 tank is used for storage of the LN2 that is converted to GN2 for the pipeline.

Current operations require the Contractor to operate the Government vaporization equipment provided to convert the LN2 to GN2 and pump the GN2 to the required pressures to support customer requirements.

A Government owned meter is installed on the discharge side of the GN2 pump. Contractor shall have and use written calibration, maintenance and operation instructions for the meter.

d. This system shall maintain pressure at 2,000 minimum psi when not in use. System shall be operated at the maximum of 150,000 scfh flow and 6,000 psi pressure as necessary to meet requirements. Minimum pressure during maximum flow is 4,000-6,000 psi. Normally, this maximum shall be required between 0700-1600 hours, Monday-Friday, and on occasion when a test is scheduled for the weekend. The flow requirements will be the same as during normal weekday operations. Usage during holidays will be minimal. The Contractor operator shall also be required to fill Government owned tube bank trailers from conversion station; however, the Government will provide 24 hours notice prior to filling a tube bank trailer. The Contractor shall be responsible to ensure qualified personnel are available to operate the facility under normal and emergency conditions.

On a quarterly basis, the Contractors representative shall visually inspect all delivery stations of the approximate 12 mile GN2 cross-country line. Inspection must include identifying leaks, reading Government provided meters and providing general status of the GN2 pipeline to the AFRL/RZSO GN2 Plant Manager.

The Contractor shall install their Contractor provided equipment, maintain their Contractor provided equipment during the contract period and remove their equipment at the end of the contract period, all at the Contractors expense and without interruption of services to the end user.

MAINTENANCE:

a Within sixty (60) days after contract award, the Contractor shall be required to submit a schedule of maintenance of process equipment and operating facilities to the Property Administrator at the Air Force Flight Test Center (AFFTC)/PKMI. The Contractor shall be required to maintain those facilities being operated in good operational condition. Property refers to the facilities and all of the equipment in the building where the Contractor personnel are located.

b. A visual inspection of each item or process equipment shall be performed once a month to check for and retard deterioration by additional cleaning, use of grease, oil, or touch up painting. Touch-up painting to be performed as required. The gas conversion system shall be kept rust-free, clean and painted at all times. Debris and other hazardous material shall not be allowed to accumulate at the premises.

c. The Contractor shall be liable for all repairs to the GN2 Conversion System with the exception of the meters which are owned, maintained and repaired by the Government. This is applicable to the current system, which consists of a LN2 storage tank, pumps, vaporizers and all associated equipment and plumbing. The Contractor must calibrate all relief valves and gauges every twelve months. The Contractor shall provide all parts and labor.

REAL PROPERTY: Real property shall be maintained in the same condition as it was accepted at the start of the contract, except for normal wear and tear.

FIRE PROTECTION: Surveillance shall be maintained at all times for fire hazards. The Contractor shall comply with all base or Contractor regulations regarding fire fighting equipment tests, inspection and maintenance thereof. Adequate fire extinguishers will be provided.

DEFECTIVE WORK AND DAMAGES:

a. Workmanship in the performance of this contract shall meet current industry standards.

The Contractor shall correct unsatisfactory work promptly without cost to the Government.

b. The Contractor shall replace or repair at their own expense any property lost or damaged through negligence unless such loss or damage is beyond the control of the Contractor.

PROPERTY AND MAINTENANCE RECORDS:

a. The Contractor shall maintain adequate records of all inspections, maintenance performed, repairs made, and provide a copy, upon request, to the Contracting Officer.

b. All records and operating logs shall be made available to the Contracting Officer or their representative for inspection upon request. All records covered under these specifications shall become the property of the Government upon termination or completion of services called for under the contract.

SECURITY REQUIREMENTS: Contractor’s driver must be a U.S. citizen or have a naturalization certificate.

The driver must have a valid driver’s license and Contractor identification. Drivers must stop at gate for instructions/escort but can be put on an Annual Access Letter to avoid having to be escorted.
