******Q&A Deadline is September 25, 2013, 5 PM Eastern Time, no other Questions should be submitted after this time.

Q&A

1. Responsibility for AWP processes (will they inherit any AF AWP processes managed by DLA)

- DLA will be responsible monitoring and validating AWP.

2. List of current suppliers of the wing NSNs to include any organic support as well as their DCMA Performance Rating

- Approved sources/suppliers of Wing NSNs have been provided via the RFP in DIBBS. See attachment PID0010.txt in DIBBS. At this point DOD Organic Support will not be considered but maybe in the future could be utilized. DCMA performance ratings cannot be provided on each supplier.

3. Exact measurements of the SSC and a copy of the floor plan.

- Two locations within the Wing shop building (building 265) have been identified. Section 1 is 2451 square feet which includes 1 office. Section 2 is part of the loading dock and fenced; this area is approximately 1138 square feet. No floor plan available. This will be clarified in an Amendment

4. What SSC equipment will be made available/furnished to the contractors (shelving, forklift, forklift operator, automated retrieving systems)

- At this point the forklift cannot be shared but shelving and automated retrieving system can be used by the Integrator. This will be clarified in an amendment

5. LAN connectivity (will DLA support their connectivity or will they be required to bring their own IT support in)

- Awardee will be provided a DLA desktop with LAN connectivity in building 265 (store front area). This will be clarified in an amendment

6. Transportation of parts (will DLA Distribution be involved in any of the delivery processes)

- NO, CD and DD orders offeror will be responsible for but as this contract matures this may be an option.

7. Security details/processes are needed to understand how to access the base (does it cost anything).

· No cost to secure access to the base. The Integrator will be given base access and flight line access to store front.

8. Identify the meeting schedules, attendance required and status reporting (info is desired so the contractors can be sure they have the appropriate level of representation)

- At this point the Integrator may be required to attend 3 meetings, 1 weekly, bi monthly and monthly meeting. These meetings are at different levels of command with both DLA and Air Force.

9. Parking passes (is parking space leased)

- Parking space is not leased and will be assigned as needed.

10. Will the contract include authorization for freight forwarders to make deliveries directly to the Integrator store?

The contractor has ownership of the part from the time it leaves the manufacturing facility until the customer is in receipt of it. The contract will need to allow the vendor to delivery directly to the storefront.

11. Please provide a clarification of how you want the offerors to handle the Contract Data Requirements List (CDRL's) DD Form 1423's in their proposal submittal. Generally, the government would have included the actual DD 1423's executed by the Government configuration authority, in the final RFP to the offerors and those same data forms would have been included in any subsequent "model contract", to be awarded, etc.

If you don’t want the offeror to submit the “actual” 1423’s do you want us to submit sample report formats for each of the five CDRLs contained in RFP Paragraph C.11.1. page 17.

The major concern is the page count of the five (5) DD Form 1423 called out in the RFP. It is highly recommended the DD 1423 page count in whatever form you want the offerors to submit not be counted towards the total technical volume page restriction of 35 pages. Please advise.

The oferror is to submit a report format for the implementation plan only. This will not be counted towards the technical volume page limit, this may be submitted on a CD if it is too large to fit on a single sheet of paper. Clarification will be issued as an amendment. The intent of submitting the report with the proposal is to show how milestones and reporting will appear in order to create a standardized process for reporting.

12. Throughout the RFP it is requested that the Price proposal, Volume 2 be submitted electronically on a single CD-RW/DVD-RW. However, RFP Para.L.1.8 requests that Price/Cost Proposal be submitted in written form as well as electronically on CD/DVD.

Please advise as to what media and number of copies each Cost/Price Proposal shall be submitted.

L.1.8 For cost and price volume shall be submitted as an excel spreadsheet in cd only, a written narrative is not required. This will be clarified in an amendment.

13. The Past Performance Volume is limited to 15 pages. This is insufficient, considering the volume must contain 4 FACT Sheets for the prime and 2 each for critical subs , letters of consent, tracking records, etc.

The questionnaires are to be submitted directly to the contracting officer prior to the close date, email is acceptable. The forms do not count towards the 15 page limit. This will be clarified in the amendment.
