1. Thank you for setting up the F-16 Wing Shop tour, it was quite helpful for all. Barb Simbrose and Christy Siddens were terrific hosts. The recent Q&A released on FBO didn’t contain the new information disclosed during the tour on September 5, 2013. This information included topics such as floor plans, shelving, fork lift, additional meetings, LAN hosting and POCs, parking, workload planning baseline, flow days, target throughput, current layout and quantities of DLA inventory on the shop floor and on the SSC shelves, DLA manning and POCs. Is there another Q&A on the way?

Answer: Question and Answers posted 09/24/2013 in FEDBIZ OPP

2. PWS (C.4.1.1.2.1) states the wing shop hours of operation as 0700 – 1545 MDT, Monday – Friday; however, the Flight Chief (Chad Lewis) stated the shop operated two-shifts on the 4-10 schedule between 0400 – 2400 hours. Please clarify.

Answer: Store hours will remain the same as stated in the solicitation (C.4.1.1.2.1).

3. PWS (C.4.1.1.2.2) states occasional overtime may be required on Saturdays; however the Flight Chief (Chad Lewis) stated the shop typically performed overtime on Fridays and Saturdays. Please clarify.

Answer: As mission requirement dictate, the contractor is only authorize to man store front Saturday as prescribed in (C.4.1.1.2.2).

4. PWS (C.8.1.3) requires ECPs to be submitted IAW FAR 52.248-1 (Value Engineering); however the Flight Chief (Chad Lewis) stated the shop typically communicates with Engineering in the SPO via form 202 and that tracking the 202s to the wing serial number was desired. Please clarify the desired process and requirements for Configuration Control (C.8) and specify the portions of FAR 52.248-1 that are applicable to C.8 Configuration Control or to C.4.1.7 Disincentive Plan, if applicable.

Answer: At this point the desired process will be IAW FAR 52.248-1 as stated in (C.8.1.3). As the contract matures the possibility of utilizing form 202 could be explored.

Answer: As for configuration control/management any changes or deviation will be coordinated with the Contracting Officer in writing. As a minimum the information will be IAW FAR 52.248-1 under VECP Preparation requirements.

Answer: Disincentive’s will not be applied to parts with configuration issue providing the government called out the wrong revision. That determination will be made by the Contracting Officer.

5. Also, please provide an updated RFP release or due date. FBO and the draft RFP still show 30 September.

Answer: Proposals due Monday September 30, 2013
