About this file
This Limited Source Justification document requests approval to acquire oxygen cylinder mount assemblies and oversize litter assemblies from Lifeport Inc. under their Electronic Catalog contract with the Defense Logistics Agency Troop Support expiring in May 2021. The United States Air Force Medical Operations Agency requires 208 sets of oxygen cylinder mounts priced at $5,995 each and 208 oversize litter assemblies priced at $11,950 each to add to their Lifeport Stanchion Litter Systems in the medical War Reserve Materiel inventory. The justification cites Federal Acquisition Regulation 8.405-6(b)(1) to waive competition as Lifeport is the only source capable of providing the specialized equipment compatible with and certified for use on their Stanchion Litter Systems, which are currently in the Air Force's stock. Market research found no other qualified suppliers. The total value of the acquisition is $3,732,560. The contracting officer determined Lifeport's prices to be fair and reasonable based on previous commercial sales.

Limited Source Justification (LSJ)
1. Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Hospital Supply Division, is the contracting activity.
2. The action submitted for approval is the acquisition of a brand name product under Lifeport Inc.'s Electronic Catalog (ECAT) contract SPE2DH-16-D-0016 which expires May 30, 2021.
3. The United States Air Force (USAF) Medical Operations Agency/Logistics Division, Port of San Antonio (AFMOA/SGAL W), FM9133, has the following requirements:
National Stock Number (NSN): 6530-01-663-8631 Item Description: Oxygen Cylinder Mount Assembly, Lifeport Part Number SLS STl-631-01 Quantity: 208 Sets Unit Price: $5,995.00 Estimated Dollar Value: $1,246,960.00
NSN: 6530-01-668-3878
Item: Description: Oversize Litter Assembly, Lifeport Part Number SLS STl-632-01 Quantity: 208 each Unit Price: $11,950.00 Estimated Dollar Value: $2,485,600.00
Total Estimated Dollar Value: $3,732,560.00
4. This action is being conducted under the Multiple Award Schedule Program. The authority waiving the competition requirements is FAR 8.405-6(b )(1 ), only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.
The required items are assemblies to be added to the Lifeport, Inc. Stanchion Litter Systems (SLSs) currently held in the USAF medical War Reserve Materiel (WRM) inventory for strategic inter-theater aeromedical evacuation. The STl-631-01, Oxygen Cylinder Mount, allows for the secure attachment of two (2) 140 pound oxygen "H" Cylinders to the SLS. This allows end users to quickly reconfigure the SLS from a patient transport configuration by removing three patient platforms and platform arms, and then attaching the Oxygen Cylinder Mount kit directly to the vertical stanchions, without modifying the SLS. The STl-632-01, Over Size Litter Assembly, on the other hand, allows users to rapidly re-configure the SLS to transport one (1) bariatric patient weighing up to 500 pounds, along with an upper position rated for 250 pounds (for another patient or equipment).
The Government's minimum requirements are as follows:
Oxygen Cylinder Mount Assembly The provided Oxygen Cylinder Mount Assembly must be compatible with the Lifeport (SLS).
The provided kit shall allow for complete usage conversion in ten (10) minutes or less.
The converted unit (SLS with oxygen mount) must have Air Force "Safe-to Fly" certification for C-130H/J aircraft.
Oversize Litter Assembly:
The provided assembly will allow the SLS to convert from a 325 weight capacity to 500 pounds.
The converted unit (SLS with Oversize Litter Assembly) must have Air Force "Safe to-Fly certification for the C-130 H/J aircraft.
Lifeport Inc. manufactures the SLS and is, therefore, the only known source capable of supplying the required assemblies compatible with the Lifeport SLS end item.
5. The Contracting Officer determined the price of the oxygen cylinder and litter assemblies to be fair and reasonable at time of award of the ECA T contract. The prices were evaluated and determined to be fair and reasonable based on comparison to commercial sales invoices for the required items. This acquisition represents the best value to the Government consistent with FAR 8.404(d) and will result in the lowest overall cost alternative to meet the Government's needs.
6. Market research conducted September 7, 2017 included a search in the ECAT system and online research of the industry; there were no additional sources found that meet the Government's requirements. USAF Air Mobile Command (AMC) conducted market research in July 24, 2017 to ascertain whether additional sources had entered the market since the initial outfitting of the Lifeport SLS. No additional sources were found that met the Government's requirements.
7. There are no additional facts supporting this justification.
8. DLA Troop Support will encourage other companies to submit offers on the current ECAT solicitation; however, offerors of other than the Lifeport items will have to undergo the USAF's evaluation/certification process.
9. As the Contracting Officer, I hereby certify that the information contained in this justification is accurate and complete to the best of my knowledge and belief.
