The capability column in Tab 2 references Table A-4 in a number of requirement text rows that was not included in the document, can you provide the Table?
Table A-4 will be provided to all companies that successfully submit a completed Non-disclosure Agreements (NDAs) IAW the RFI Amendment posted on 04 April 2019. The information will be sent through the U.S. Army’s AMRDEC Safe Access File Exchange
(SAFE)

It would be helpful to have more context and a list of requirements to support the DCGS-N Inc 2 COP, if available.
The Government does not intend to provide a list of requirements in support of a COP for this RFI.

I have received and read the DCGS-N 2 RFI requirements package via AMRDEC, can I request a meeting with PMW 120?
IAW the subject RFI, meetings are to be setup only after the submission of white papers.

Is the response for this White Paper submission limited to 3 pages?
The RFI only calls for a high-level overview of your software solution in a 3-page white paper. Any detailed discussion that you care to present would be at the meeting that would be set up after you submit your White Paper.

Do you need a memo recording our destruction of the received files or will an email notification do?
We do not require proof of destruction of the requirements data, we will rely on the on the honor system. However, if you would like to send an email, it will be recorded.

We would like to include a mutual NDA in our response for signature of support contractors - BAH, SAIC, and Paul G. Marshall International, Inc. -to sign depending on which entity reviews our response. Would this approach be acceptable?
You may have NDA’s signed outside the RFI with each contractor that you choose to establish agreements with or you may also specify which support contractors from the list that you would like to review your response, if you so choose. You need to explicitly state who may review your submission in your response.

Will controlled unclassified information or controlled defense information be shared with potential offerors as part of this RFI?
Yes, Controlled Defense Information (which is FOUO/unclassified and marked for Distribution Statement D) will be shared with potential offerors as part of this RFI.

Is the RFI solely requesting information about COTS solutions?
A: No, the RFI is for all solutions not just
COTS.

How will the information in Paragraph 11 of the NDA be marked by the government?
This information will be marked unclassified/FOUO – Distribution Statement D -- Distribution authorized to Department of Defense (DoD) and U.S. DoD contractors only.

Is the information covered by paragraph 11 of the NDA different from the information covered by paragraph 12 of the NDA?
Paragraph 12 elaborates on paragraph 11.

Is the Navy going to provide offerers information that is Contractor Defense Information (CDI), Controlled Unclassified Information (CUI) or Contractor Technical Information (CTI)?
A: Once the vendor submits a NDA which passes the SAM Exclusion review and contains a JCP Number the requirements package will be provided.
The requirements Data is Marked Distribution D as follows:
“Unclassified//FOUO Distribution Statement D: Distribution authorized to Department of Defense (DoD) and U.S.
DoD contractors only (Administrative Use) (2 April 2019) -- Other requests for this document shall be referred to the
Battlespace Awareness and Information Operations Program Office (PMW 120), Navy Program Executive Office C41”.

If the information has CDI, CUI or CTI, how will the government provide this information to potential offerors (via AMRDEC, FBO)?
The information will be provided via
AMDRDEC.

Can the Government please provide the remaining tables that are referenced in the requirements (A-1
– A-3, A-5 – A-10)?

Do you have a document that explains all the acronyms in the Requirements Traceability Matrix
(RTM)?
An Acronym List for the referenced Requirements Traceability Matrix is now available upon request effective the date of this posting. If you are interested in receiving this list please email your request directly to the Contract Specialist, Anthony Bagnani at:
anthony.bagnani@navy.mil. The information will be sent through the U.S. Army’s AMRDEC Safe Access File Exchange (SAFE).

Can you provide additional information that pertains to a meeting and discussions the Government might have with vendors who submit a White Papers in response to this RFI?
For example: 1) Are slides desired and/or allowed? 2) How many Vendor Personnel are allowed and/or desired in the meeting? 3) And are there any rules or guidance regarding the meeting or discussions?
The purpose of any meetings held regarding responses to this RFI is to gain a better understanding of solutions presented by the vendors RFI response and to understand how those solutions relate to the satisfaction of the technical requirements attached to the RFI. The meetings will be conducted however the vendor sees fit to best represent how their solutions meet the DCGS requirements. Demos are always welcome. More information will be provided about the meetings if a vendor is invited to conduct one.
