PMW 120 Distributed Common Ground System – Navy, Increment 2 (DCGS-N Inc 2)

Request for Information (RFI)

1 Description

1.1 Overview

The Space and Naval Warfare Systems Command (SPAWAR) in support of the Program Executive

Office Command, Control, Communications, Computers, and Intelligence (PEO C4I) Program Manager, Warfare (PMW) 120, Battlespace Awareness and Information Operations, is releasing this Request For

Information (RFI) for possible current or emerging Commercial-off-the-Shelf (COTS) items and/or Non-

Developmental Items (NDI) to satisfy current or future DCGS-N Inc 2 requirements.

1.2 Request for Information Limitations

THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The Government will not formally evaluate or provide feedback as to the RFI responses. This

RFI does not commit the Government to a contract for any supply or service whatsoever. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs incurred or associated with responding to this notice will solely be at the respondent’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. This RFI may be refreshed every six months or annually for the purposes of discovering solutions to current or future DCGS-N Inc 2 requirements.

2 Program Background DCGS-N is the Navy service component of the Department of Defense (DoD) DCGS Family of Systems

(FoS) which provides integration of Intelligence, Surveillance, Reconnaissance, and Targeting (ISR&T) support capabilities afloat and ashore in support of Navy and Joint operations. DCGS-N Inc 2 will shorten targeting timelines and improve information fidelity by providing automated aggregation, correlation, fusion and predictive analytics of all source intelligence, and analysis of activities to produce predictive situational awareness, allowing earlier identification of enemy threat and intent.

3 Industry Solutions and Requirements Crosswalk DCGS-N Inc 2 invites industry to meet with our technical team to discuss solutions that fulfill the DCGS-

N Inc 2 requirements provided with this RFI. This RFI seeks to discover software solutions to requirements both afloat and ashore to include dynamic data ingest needs. The ultimate outcome of these meetings is to provide a crosswalk of the solutions’ capabilities to the DCGS-N Inc 2 requirements provided. Meetings are preferred to be held in person in San Diego, CA, however video and teleconferencing are acceptable. Requirements will be sent via DOD SAFE due to its sensitive nature.

All meetings are expected to be at the unclassified level and all proprietary information presented at these meetings must be identified. However, if a meeting at a higher classification level is needed, arrangements may be made. The Government reserves the right to request additional or clarification information in the form of a white paper or meeting, as a follow-up to an industry response. The process for confirming and holding a meeting is as follows:

1) Request requirements and send a signed DCGS-N Inc 2 Bidder Repository Non-Disclosure

Agreement (NDA) posted on the SPAWAR E-commerce website via email to Kate McCoy and

Tony Bagnani

2) Companies review requirements for applicability

3) Send confirmation of meeting request and white paper to Kate McCoy and Tony Bagnani

4) Schedule meeting via Kate McCoy and/or Tony Bagnani

5) Conduct meeting with DCGS-N Inc 2 team

3.1 Government Furnished Information

The requirements documents associated with DCGS-N Inc 2 is not available for distribution but may accessed through AMRDEC. In order to obtain access to the document respondents must:

1) Sign and return the DCGS-N Inc 2 Non-Disclosure Agreement (NDA) posted on the SPAWAR

E-commerce website to Kate McCoy and Tony Bagnani.

2) Have an active DD 2345 on file with Defense Logistics Information Services (DLIS). If the company does not have an active DD 2345 on file and cannot provide a Joint Certification Program (JCP) number, please visit DLIS at http:/dlis.dla.mil/jcp/ for more information on how to complete and submit the DD 2345.

3) Provide the e-mail address and phone number for each requested user, and the company’s JCP number, DUNS and CAGE code to Kate McCoy and Tony Bagnani.

4 Response Submittal

4.1 Response Submittal

The Government requests that interested parties respond to this RFI as soon as possible with a confirmation that your company would like to engage in the aforementioned discussions with the

Government and its support contractors. The Government may not be able to meet with every company based on time and schedule constraints. Additionally, the Government reserves the right to decline meetings with any company. Confirmations will no longer be accepted after 31 December 2019 at 4:00

PM Pacific Daylight Time (PDT). All confirmations are to be sent via email to Kate McCoy at kate.mccoy@navy.mil and Tony Bagnani at anthony.bagnani@navy.mil. Meetings will be scheduled as time permits after receipt of confirmation.

Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the

Government, please segregate any proprietary information from non-proprietary information in your response. All submissions become Government property and will not be returned.

4.2 Format

White papers shall be in Microsoft Word for Office compatible format, comprised of a high-level overview of the software solution(s) to be cross walked against the DCGS-N Inc 2 requirements. The white paper shall total no more than 3 single-sided pages with 10 pt. Times New Roman font, normal 1” margins on 8.5” x 11” paper.

4.2.1 Proprietary Data Protection Agreements (PDPA)

The following support contractors will be providing administrative and technical support throughout the

RFI process. Responses to the RFI MUST clearly state whether permission is granted, allowing the contractor support identified below access to the contractor’s response and participation in the meetings.

Should such permission be denied, the Government will conduct meetings without the contractor support identified. Offerors are encouraged to execute a PDPA with the following companies. The following are the Points of Contact for executing PDPAs in association with this RFI:

Commerce Central website https://e-commerce.spawar.navy.mil. Verbal questions will NOT be accepted. Questions will be answered by posting answers to the SPAWAR E-Commerce Central website; accordingly, questions shall NOT contain proprietary or classified information. The

Government does not guarantee that any questions received after 31 December 2019, 4:00 p.m. PST will be answered.
