SIMPLIFIED ACQUISITION PROCEDURES (SAP)

Determination Memorandum for Sole Source Acquisitions Over $10,000 but not Exceeding $250,000

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL

4. BRIEF DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

Brand name hardware listed in Table 1 is required for a Windows 10 (WIN10) upgrade to the Submarine Piloting and Navigation (SPAN) trainers in Kings Bay, GA and Bangor, WA.

5. UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

Brand name hardware listed in Table 1 is specifically needed for a WIN10 upgrade to the SPAN trainer. Not all components to the trainer are required to be upgraded, just specific items. The items listed in Table 1 are newer versions of the previously used hardware baseline.

Maintaining this baseline configuration is essential for system reliability and maintainability.

6. EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT MORE THEN ONE

SOURCE HAS NOT BEEN DEVELOPED:

If the items in Table 1 are not used, there could be significant rework of the SPAN trainer to make any non-compatible hardware work with the established system. The rework will further put the trainer behind and increase the probability the trainer would be shutdown before the upgrade is made. Shutting down the trainer would create a significant training gap for the SSBN fleet. Furthermore, the use of non-compatible hardware will open the risk to incurring additional costs to the program.

7. PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:

As technology advances and the SPAN architecture evolves with it, it is possible that there will be other hardware that can complement the trainer. But the SPAN is only expected to exist for 2-3 more years. As such, the Government IPT will continue to conduct market research to promote competition of this hardware to the maximum extent possible.
