SCHEDULE OF SUPPLIES/SERVICES, BLOCK 20
DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
I. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT
1. Prison Guard Training
The following elements must be addressed in the contractor’s description of five-day training to be provided to prison guards:
- Percentage of training time spent in the classroom vs percentage of training time spent doing practical/field exercises
- Whether the trainers are fluent Spanish speakers or whether interpretation will be required for all or a specified percentage of the training. (Lack of Spanish language skills is not a disqualifier.)
- The number of trainers who would conduct the training and their background qualifying them to provide such training
- Sustainability: how will this training be sustainable and continue to prove beneficial even after the training has ended and the trainers have left Paraguay?
- Sample or tentative agenda providing details on the material to be covered in the training.
- Ideal class size and maximum class size
Prison Guard Training topics must include:
- Respecting human rights of incarcerated persons, particularly vulnerable populations including disabled, female, LGBT, elderly, and foreign prisoners
- Fitness for duty topics
- Responding to emergency situations such as riots, prisoners that refuse to leave their cells, mattress on fire, etc. This topic should include both a tabletop exercise as well as practical exercises.
- Use of canines in prisons, particularly for the detection of narcotics and other contraband. The prison system does not have its own canines though other law enforcement agencies do and have offered to share their canines and guides with the prisons. We want to establish regular use of the canines in the prison which would be beneficial for both the prisons and canine units. For this topic, we would bring in canines and their guides and conduct training/operation in the prison
- The contractor may include additional related training topics for consideration
2. Police Officer Training
Separately from the description of training provided to the prison guards, the contractor should address the following elements in their description of a five-day training to be provided to police officers.
Police officer training topics must include:
- arrest/handcuff techniques
- vehicle stops and searches
- officer safety
- chain of custody
- maximizing use of canines in searches
- search warrant and room clearing techniques
- fitness for duty topics
Proposal Requirements
- Briefly describe the qualifications of the company and of the lead trainer;
- Briefly describe your training approach – what makes your approach of high quality?
- Be registered in the System for Award Management and list the relevant NAICS Code to be eligible for award:
561612 SECURITY GUARDS AND PATROL SERVICES
- Provide three references, including name, position, and contact information. (References should be current or former customers, preferably US government, or state/local government.)
- Please use the attached sample cost estimate in submitting your bid, with any needed modifications
- This Agreement is 100% Set-Aside for Small Businesses solicited through GSA. Veteran owned preferred.
- Contractor is required to procure his/her own insurance for time spent in Paraguay, as required by the Defense Base Act.
Terms Prices must be in U.S. dollars with no tax. (The U.S. Government is tax exempt.)
Lodging It is possible that the Embassy will be able to provide the Contractor with lodging on the Embassy compound, at no cost to the Contractor. Note: Lodging in this case will not include cleaning, breakfast, or chambermaid services, just sleeping accomodation. As this is not confirmed, the Contractor’s bid should list lodging as a separate line item, should the Embassy not be able to provide free lodging.
Meals and Incidental Costs The Contractor is responsible for paying the costs of meals and incidental expenses incurred during the training and can include reimbursement of those costs in the bid, listing the meals and incidental costs as a separate line item. Note that the Contractor will not be reimbursed for costs that exceed the overseas per diem limit established by the U.S. Department of State for Meals and Incidental Expenses in Paraguay (as of May 2016, this figure is $104 per person per day).
See latest figure here:
http://aoprals.state.gov/web920/per_diem_action.asp?MenuHide=1&CountryCode=1063)
Transportation The Contractor will be responsible for air transportation to and from Paraguay. The contractor will also be responsible for transportation to/from the airport in Paraguay. The Embassy will be responsible for providing daily transportation to and from the training location. Contractor’s bid should list airfare and airport transportation as separate line items.
Delivery Schedule The training must begin before the end of the fiscal year (September 30, 2016) on dates to be mutually agreed upon by the Contractor and the Embassy. In their proposal, the Contractor should provide two separate two-week periods when the trainings could take place.
Payment Schedule Net 30 days, following the completion of all work.
II. QUALITY ASSURANCE AND SURVEILLANCE PLAN (QASP)
This plan provides an effective method to promote satisfactory contractor performance. The QASP provides a method for the Contracting Officer's Representative (COR) to monitor Contractor performance, advise the Contractor of unsatisfactory performance, and notify the Contracting Officer of continued unsatisfactory performance. The Contractor, not the Government, is responsible for management and quality control to meet the terms of the contract. The role of the Government is to monitor quality to ensure that contract standards are achieved.
