CONTRACTING APPROVAL: The justification, as presented above, is accurate and complete to the best of my knowledge and belief. Additionally, I have determined that the anticipated cost to the Government will be fair and reasonable.

| Text2: DLA Data Management Services has a need to issue a sole source contract action to continue lease support for multi-functional devices (MFD) without using competitive procedures for 230 MFDs in Kuwait. An award (SP7000-19-P-0005) for a new lease has been issued with PoP start date of 12/1/2018. Before delivery can take place, the end users are requiring to do their own tests for network security. There is currently a sole source contract (SP7000-18-P-0113) in place until 10/31/2018. The projected sole source contract will cover continued lease support starting 11/12018 through 11/30/2018 with two options for 12/1/2018-12/31/2018 and 1/1/2019-1/31/2019. |
| Text3: Continued MFD lease support for 1 month and two, one-month options, to include full service maintenance, all consumable supplies (excluding paper), networking functionality, security accreditation along with technical and network installation support. |
POP: November 1, 2018 - November 30, 2018 Option 1: December 1, 2018 - December 31, 2018 Option 2: January 1, 2019 - January 31, 2019 Estimated value is $171,120.00
| Text5: Although other vendors are available to supply MFDs with consumables and services; there is a short time period to allow installation. There is no other vendor that would be able to deliver new devices in time for a 11/1/2018 start date. The devices are in place and need to be extended on a sole source contract. Since the devices in place are under a lease, no other vendor can service the lease of another vendor without violating the lease terms. The only way to ensure uninterrupted support is to issue a contract to the current vendor. | |
| Text6: Market research indicates that there is an adequate competition pool for requirements of this type. The contract will only be in place for a maximum of 3 months to allow new devices to be delivered that are replacing the existing MFDs under contract SP7000-19-P-0005. | |
| Text7: Attempting to do a short-term contract via competitive procedures would result in unacceptable delays to achieve contract award and delivery/installation of new equipment. The unacceptable delays would entail removal of the 230 devices currently in place, re-competing the short term rental, and delivery of the short term rental, during which the customers would be without devices. A contract with up to 3 months (with options) will provide adequate time for the delivery and installation of new devices. | |

| Text12: There have been several attempts to establish a contract in place at this location. Both awards (SP7000-17-P-0042 and SP7000-18-P-0040 resulted in terminations)The current contract that is in place (SP7000-19-P-0005), requires network security testing by the end user, the contract was signed 10/2/2018, as long as testing is completed by the end of November 2018, the contractor has 60 days to install devices per the PWS; which is why there is two, one-month options on the contract, to allow time for testing and delivery. |
