The current Neopost Agreement for Maintenance is due to expire soon. A new contract will be necessary to maintain service, and therefore, operation of this equipment. DLA Data Production Operations plans to execute, without using full and open competition, a contract for service / maintenance of 1 DS1000 S/N MBM1453 located at our Great Lakes, IL. location.
The Neopost Folder/Inserters will require maintenance, repair, and labor to support. This is required for the End of Year DFAS production as well as DMDC /DHA workload that DLA Data Production Operations performs each year. These customer, IRS and Congressionally requested projects require that the Neopost run at full capacity, with minimal downtime.
Neopost is the only provider and authorized dealership to provide the equipment and accessories without compromising damage to equipment, that the Government would end up being liable for if not maintained properly. Technicians are trained and supported by Neopost to properly repair and maintain the equipment.
A sources sought notice was posted to GSA e-Buy for 5 days. Neopost was the only response received.

7. If this justification is for an order or a BPA for the same supply or service previously issued based on citing FAR 8.405-6(a)(1)(i)(B) or (C):
- This document must include a copy of the previous justification.
- The approval authority must determine if the planned action were completed. If not completed, then this current justification must be approved by one-level above the approval authority of the previous justification.
I certify that any supporting data that is the responsibility of technical or requirements personnel and which form a basis for the justification are complete and accurate.

The justification, as presented above, is accurate and complete to the best of my knowledge and belief.
Additionally, I have determined that the order represents the best value consistent with 8.404(d) and the circumstance outlined as follows applies:
8.405-6(a)(1)(i)(A) -- An urgent and compelling need exists, and following the procedures would result in unacceptable delays.
8.405-6(a)(1)(i)(B) -- Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.
8.405-6(a)(1)(i)(C) -- In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.
8.405-6(b) -- Items peculiar to one manufacturer. An item peculiar to one manufacturer can be a particular brand name, product, or a feature of a product, peculiar to one manufacturer. A brand name item, whether available on one or more schedule contracts, is an item peculiar to one manufacturer.
