I certify that any supporting data that is the responsibility of technical or requirements personnel and which form a basis for the justification are complete and accurate.

Text2: DLA Document Services Tinker AFB has a requirement for a limited source contract for Kofax Capture software maintenance. DLA has a license for the software but requires the standard support associated with the license. The Kofax system has been in use within Document Services for over three years and it is an ever evolving system and has years of configuration and tweaks.
Text3: The estimated value of the limited source contract is XXXXX for the base and three option years. This requirement is for maintenance on the Kofax software license that DLA already holds.
Text4: The statutory authority permitting the use of other than full and open competition is 41 U.S.C. 1901.
Text5: Kofax is a proprietary software created and operated by Kofax. As the Original Equipment Manufacturer (OEM) there are no other known sources that can provide this software other then Kofax or one of their authorized partners. DLA Document Services Tinker AFB already owns a license for this software and this requirement is for the support, maintenance and license. This system has been in use within Document Services for over three years, it is an ever evolving system and has years of configuration and tweaks built in to it. This software scans and OCRs hard copies of documents that DLA is converting to digital records both for DLA and our customers. If Kofax allowed the Government to purchase of the proprietary rights to the software it would be not be financially cost effective for the Government.
Text6: This limited source contract requirement that can only be fulfilled by Kofax or it's authorized partners. The Justification and Approval will be synopsized via the Government-wide Point of Entry, Federal Business Opportunities (FBO) website in-accordance-with FAR 13.501(a)(1).
Text7: Market research was conducted and it was determined that Kofax has entered into partnerships allowing for limited competition rather than a sole source.
Text8: Updates delivered via service packs, which include fixes to product usage issues; and upgrades delivered via minor and major releases. Kofax is required to operate in DOD/DLA/DLA Document Services IA environment. Purchasing the data rights, if offered by Kofax, would be cost prohibitive.

Vendor must be a certified and authorized Kofax software provider and provide software support for installation and trouble shooting.

Text9: This requirement does not fall under the authority of 6.302-1 and therefore the notification required under DFARS PGI 206.302-1 is not required.
Text10: System acquisition and software development was conducted as part of the initial requirements process to include capability development. This requirement will be posted as a limited source requirement on FBO and future requirements will be posted to FBO.
