STATEMENT OF WORK
August 27th, 2024
1. Title
Precision Data Acquisition Systems with High-Capacity Modules
Requiring Activity: DLA Product Test Center Division, Electronics Lab, located at Columbus, Ohio. Contracting Activity: DLA Contracting Services located at Columbus, Ohio.
2. Introduction The Electronics Product Test Center (EPTC) is looking to acquire four precision data acquisitions systems (Fluke 1586A Super-DAQ Precision Temperature Scanner with Fluke 1586- 2586 High-Capacity module is considered a single system), with a minimum of 40 measurement channels. These systems, along with the current system, will enhance testing capabilities within the EPTC. The current system is used for battery testing in one location. Adding data acquisition systems provide testing support for several areas within the EPTC. These new systems will also support the expanding battery test lab.
3. Background The current data acquisition system is used to measure the temperature at which the thermal overloads trip on several batteries in a single testing setup. These systems must be accurate to ensure the safe configuration of Lithium based batteries. Currently, only one system exists within the EPTC. By adding these 4 systems, it will enhance readiness to test.
During calibration, the system is out of the lab for up to a month at a time. Adding systems will allow for a staggered calibration cycle. These systems also support testing throughout the lab for components such as connectors, switches, and other types of electronics. These systems provide automated precision data capture, increasing the reliability of testing results.

6. Performance Requirements The Contractor shall supply four Precision Data Acquisition Systems with High-Capacity testing channels, with calibration certificates valid for one year from delivery date.
7. Deliverables
• Four Precision Data Acquisitions systems with High-Capacity Input testing channels.
• Calibration Certificates for each system.

11. Invoicing Payment of invoices will be accomplished by payment through the Defense Finance and Accounting Service. Invoices will be submitted to the Wide Area Workflow system in accordance with DFARS 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports and DFARS 252.232-7006 Wide Area Workflow Payment Instructions within 10 workdays after the conclusion of each training session.

I. The contractor shall supply four (4) Multichannel Data Acquisition Systems to the Defense
Supply Center Columbus (DSCC), DLA Land and Maritime, Product Test Center Division, Electronics Lab, Columbus, Ohio.
A. Fluke 1586A Super-DAQ Precision Temperature Scanners with Fluke 1586- 2586 High-
Capacity Modules, with the following salient characteristics:
1. Shall be new, not refurbished.
2. Shall have 40 isolated universal input channels.
3. Shall have the capability to measure thermocouples, thermistors, DC voltage, DC current, and Resistance.
4. Shall be configured with Internal High-Capacity Module.
5. Shall have 6 ½ digit display resolution for voltage, current, and resistance.
6. Shall have internal data storage with 20 MB of capacity.
7. Shall have minimum of two independent, user defined alarms per channel.
8. Voltage Requirement: 120V (108V to 132V), 60 Hz.
9. Operating Temperature Range: 0C to 50C.
10. Channel Capacity:
a) Analog Channels: 45.
b) Voltage/Resistance Channels: 41.
c) Current Channels: 5.
d) Digital I/O: 8 bits.
