PERFOMANCE WORK STATEMENT

ANDREW T. MCNAMARA (ATM)

HEADQUARTERS COMPLEX (HQC)

INTERIOR PLANTSCAPING AND MAINTENANCE

C.1 General Intention

The intention of this solicitation is to obtain support services for existing live and replica plants at the Defense Logistics Agency, Andrew T. McNamara Headquarters Complex (HQC), Bldg. 2462. The HQC is located at 8725 John J. Kingman Road on the North Post of Fort Belvoir, Virginia 22060. The facility is approximately a 1 million plus square foot complex consisting of ten (10) sections called Pods each having five (5) floors. The HQC has two (2) main Atrium areas, one (1) located in Pod 4 and one (1) located in Pod 10 with eight (8) minor Atrium areas each four (4) stories high. The Atriums are covered with a skylight the same size as the opening.

The Atrium in Pod 10 has tall sheer windows with no skylights.

The Headquarters Complex currently has live plants located on four (4) floors. The Atrium level (first floor) has large potted live plants and in the Pod 4 (main entrance) floors two (2) through four (4) there are currently four (4) live potted plants on each floor. There is a monthly change out requirement for six (6) potted flower plants that are located at the main entrance Atrium Guard Desk. On floors two (2) through four (4), Pods one (1) through three (3) and five (5) through nine (9) there are two sizes of metal hanging planter containers located around the rail openings consisting of replica plants and silk flowers. The Contractor shall maintain and use existing decorative plant containers for the replica and live plants that reside on the Atrium and upper level floors. The Contractor shall maintain the replica plants/flowers and containers attached to the railings surrounding the opening above for each of three (3) floors in the eight (8) locations of the minor Atriums in Pods one (1) through three (3) and five (5) through nine (9).

The Defense Threat Reduction Agency (DTRA) located in Pod 10 currently has live and replica plants. Pod 10 requires a secret clearance to enter the facility unescorted. All contractor personnel not cleared, will be escorted by cleared personnel during the scheduling of service. There are large potted live plants located in the Atrium lobby area, second floor Atrium stairwell landing, and first floor conference and corridor areas. There are replica plants located on the fourth floor command section and reception area that shall also be maintained.

C.2 General Requirements

C.2.1 The Contractor shall furnish all management, labor, supervision, tools, materials, equipment, storage and transportation necessary to perform work in accordance with general craft, industry standards, applicable laws, regulations, codes and Federal specifications for the work covered by the Performance Work Statement. The contract is for a base year, with four (4) one (1) year options. The Contractor shall plan, schedule, coordinate, and assure effective performance of all services described herein. Live plant maintenance should be done between 0700 and 1600. Silk flower rotations are done on non-workdays. The Contractor’s responsibilities include, but are not limited to the following tasks:

(1) Care for, change out, and replace live plants, trees, palms, and specialty plants.

(2) Clean and maintain, repair, change out, and replace replica plants and flowers.

(3) Clean and maintain, repair, change out, and replace plant containers provided as Government Furnished Equipment (GFE).

(4) Furnish live and replica plants and related materials, as required to replace existing plants, at no additional charge to the Government.

(5) Replace at its own expense any live or replica plants damaged or rendered unattractive or otherwise unusable as a result of the Contractor’s activities or failure to comply with the requirements of the contract.

C.2.1.1 The Contractor’s proposal will include its plan to accomplish the following tasks. The Contractor shall care for and replace as needed live potted plants throughout the HQC Atrium level and floors two (2) through four

(4) Pod 4; clean, maintain, repair, and replace replica plants/flowers and railing containers on upper levels for Pods one (1) through three (3) and five (5) through nine (9), and seasonally change out and store replica flowers located in the short planter containers on floors two (2) through four (4), Pods one (1) through three (3) and five

(5) through nine (9). There are an estimated 72 live container plants located throughout the HQC Atrium level, six (6) potted flower plants at the Atrium Guard Desk and 12 live container plants on floors two (2) through four (4), Pod 4. There are three types of replica flowers located in the upper level short railing containers and there are a variety of replica plants located in the upper level long railing containers. The Contractor shall change out the seasonal replica flowers three times a year and provide storage of replica flowers not being used. The replica hydrangea flowers are installed from June 15 to November 15, the replica poinsettias plants are installed from November 15 to January 15 and the replica peonies, from January 15 to June 15. The installation shall include a cleaning and maintenance on all plants and flowers. The Contractor will replace any flowers that are damaged or otherwise found to be unusable following the cleaning maintenance. Storage associated with the seasonal change out of replica flowers shall be furnished by the Contractor. Existing replica plants/flowers are non-fire retardant and shall be replaced with non-fire retardant when required.

C.2.1.1.1 The Contractor shall care for and replace as needed live potted plants located throughout the Pod 10 lobby area and maintain, repair and replace as needed the replica plants located on the fourth (4th) floor. There are an estimated thirteen (13) live plants located throughout the Pod 10 lobby area, and ten (10) replica plants located on the fourth (4th) floor command section.

C.2.1.1.2 An inventory list of existing live and replica plants/flowers is in Attachment A.

C.2.1.2 Replica plants/trees/palms/flowers furnished by the Contractor shall be silk screened and embossed consisting of a high-grade replica, non-fire retardant. The Contractor shall condition and prepare all planting materials, which are to result in a natural planting appearance for replica plants. When furnishing and replacing either live or replica plants the Contractor shall also furnish at its own expense all required related materials such as liners, floor protectors, moss and pine bark mulch top dressing.

C.2.2 The Contractor’s proposal for maintenance of live plants is to include a replacement guarantee. Each proposal shall address the following requirements at a minimum:

C.2.2.1 Fertilizing, spraying, misting, pruning, trimming, polishing, cleaning and watering all live plants.

C.2.2.2 Cleaning decorative containers.

C.2.2.3 Inspection and replacement of any plants that are unhealthy or unsightly with comparable plants.

C.2.2.5 Removal of yellow or brown foliage. The Contractor shall provide a maintenance schedule for approval by the Government.

C.2.2.6 Removal of any foreign particles from inside the containers.

C.2.2.7 Addition of pine bark top dressing.

C.2.2.8 Rotation of plants to expose all sides to the sunlight.

C.2.2.9 Water all plants as required, frequency shall be determined by the contractor. The current live plant containers have an internal sub irrigation watering system (CWI, Controlled Watering Inserts). Adjust water levels when necessary depending on the HQC HVAC system.

C.2.2.10 Clean dirt and dust from leaves as needed for live plants.

C.2.2.11 Clean up any area affected to include floor surface and Kiosks tops by the above list of services.

C.2.2.12 Light meter readings shall be taken as requested by the COR if plantings look below standard. The Contractor shall adjust planting types if light meter readings indicate inadequate or excessive amounts of light for the planting specified.

C.2.3 The Government reserves the right to select, inspect and approve all live plants prior to delivery and installation.

C.2.3.1 All live plants replaced by the Contractor shall be very healthy, in a vigorous growth condition, heavily branched and densely foliated.

2.3.2 Plant sizes and varieties shall be changed out with same type of plant unless otherwise approved by the

COR.

C.2.3.3 All plants, including foliage, trunks, root systems and soil mass shall be free of pests, pathogens and weeds at all times.

C.2.4 Replica Plant/Flower Maintenance. The Contractor shall provide a maintenance and storage plan for the replica plants/flowers. This plan shall include cleaning and maintenance of the Government Furnished replica plants/flowers and railing containers as well as a storage plan for the change out of the seasonal replica flowers.

C.3 Live Plant Specifications

C.3.1 Plant Height. Overall height of existing plants or as specified in the planting schedule shall constitute a minimum requirement. Outstanding branches not visibly part of the foliage massing are to be discounted from the height measurement.

C.3.2 Plant Width or Diameter. Overall plant width or diameter shall produce a bushy appearance. Outstanding branches not visibly part of the foliage massing shall be discounted from the measurement.

C.3.3 Trunks, Stems, and Branches. All trunks must be well formed, sturdy, well rooted and self-supporting.

Staking is unacceptable.

C.3.4 Foliage. Foliage must be rich green, full, substantially erect and free of blemishes.

Foliage must be substantially free of dust and residues from spraying.

C.3.5 Root System. Roots must be well developed and distributed throughout the container such that roots visibly extend on all sides to the inside face of the growing container. Roots must provide firm support and insure physical stability of the plant parts above the soil. Roots must support life systems required to produce vigorous healthy growth.

C.3.6 Growing Medium. Shall provide thorough drainage and satisfactory aeration of roots. Shall provide adequate moisture and nutrient retention as may be necessary to promote vigorous but controlled growth. Shall be of sufficient density to insure the stability of the plant. Shall be free of chemical residues which could be hazardous to humans. Soil level in the growing container shall be maintained at recommended industry standard for the container height.

C.4 Government Furnished Equipment

C.4. The Government will provide the Contractor with upper-level plant containers that are attached to the railing the full perimeter of each minor atrium on three floors for a total of 24 separate areas, approximately 188 linear feet. There are large potted live plant containers with an internal sub irrigation watering system (CWI, Controlled Watering Inserts) between 12 – 14 “ located on the Atrium level in nine separate areas. The live plants on floors two (2) through four (4), Pod 4, have 12” containers with the same type of internal watering system.

C.4.2 The Contractor shall be required to maintain the containers, so that they shall be clean and free from leaks, dirt, debris and shall not contain any material that will rust. Contractor will only be responsible for container replacement if damage is caused by the contractor. See Attachment B for all container specifications.

C.4.3 Upper level replica plant/flower containers are mounted around the railings with a depth not to exceed 12” inches.

C.4.4 Upper level replica plant/flower containers are painted to match the railing surrounding the Atrium (white).

C.4.5 Upper level replica plant/flower containers installed are permanent fixtures. The planters are the property of the Government. Maintenance, cleaning and repair of the planters will be the Contractor’s responsibility.

C.4.6 Upper level replica plant/flower containers shall be concealed as much as possible by the trailing and bushy appearance of the plants.

C.5 Live Plant Installation Procedures

C.5.1 All live plants requiring replacement shall be installed in the plastic nursery container in which the plant was grown or directly planted into specified water-tight container.

C.5.2 The inner container is to be supported so that its top is not more than 1 1/2" below the top of the decorative container.

C.5.3 Contractor shall deliver all replacement plants to the HQC and install according to the specifications.

C.5.4 It shall be the Contractor’s responsibility to place all plants in their designated location according to the current inventory list in Attachment A.

C.5.5 The Contractor shall provide monthly, six (6) flower plants or foliage (must have a colorful and vibrant appearance), to be placed at the HQC Atrium Guard Desk. The plants shall be scheduled in coordination with seasonal holidays. The Contractor shall provide an annual schedule, indicating flower types for each month.

This schedule shall be part of the Contractor’s technical proposal. A copy of the base year annual schedule shall be submitted to the COR (5) days after contract award and then each option year’s annual schedule is due sixty (60) days prior to each option year.

C.5.6 The Contractor shall clean up all debris caused by the installation or replacement of plants and shall provide protection to all areas of the building in the travel path from the loading dock to the plant's final location.

All damages caused by the Contractor to the building and furnishings shall be paid for by the Contractor.

C.6 Contractor Employees

C.6.1 The Contractor shall assign a Project Manager to oversee this contract. The Contractor Employees assigned will be required to have a Government security background check completed before work can start at the HQC. The contractor employee will fill out form DLAH 1728, bring to the COR for signature. The COR will submit to the Personnel Security Office for processing. Once cleared, Contractor employees will be issued a Defense Biometric Identification System card. The COR will provide the Contractor with the appropriate paperwork and information to initiate before the assigned Project Manager can start work. For work performed in Pod 10, the contractor’s employees will be escorted due to the secret security clearance requirement for this facility. The Contractor shall have a minimum of 3 employees badged for unescorted entry for non-workday services.

C.6.2 All Contractor employees working in the facility will display at all times the DBIDS or HQC visitor's badge issued by the DLA Installation Support (DM-FFS) Security Office.

C.6.3 All Contractor employees shall wear a uniform clearly identifying the name of the Contractor and the employee.

C.6.4 The building is a non-smoking facility. Contractor employees found smoking in the facility will be required to vacate the installation.

C.6.5 All Contractor employees shall be citizens of the United States of America, or an alien who has been lawfully admitted for permanent residence or who presents other evidence from the Immigration and Naturalization Service that employment will not affect his/her immigration status. Contractor employees shall be able to read, write, speak and understand the English language in order to communicate with HQC tenants.

C.6.6 The Contractor shall assign a qualified Horticulturist to oversee quality assurance. The Horticulturist’s certification is required 10 days prior to contract start.

C.6.7 The Contractor shall be required to submit a resume on each employee to the COR for approval. The employee must meet certification requirements to include prior training and certification as a Certified Landscape Professional or equal. The Contractor shall be required to provide a Pesticide Business License and a Pesticide Applicator Certificate issued by the Virginia Department of Agriculture and Consumer Services for each approved employee.

C.6.8. The Contractor and its employees are subject to DOD and DLA security and force protection measures and regulations, and will comply with these at all times while at the HQC. The Government may direct the Contractor to remove any employee from work on this contract for reasons related to security, force protection, improper or criminal behavior while at the HQC.

C.7 Government Furnished Property

C.7.1 The Government will provide a water source in two (2) janitor’s closets located within the HQC. The locations of these closets shall be coordinated with the COR. There is a custodial closet for water source in Pod 10; the escort will need access to the custodial closet.

C.7.2 The Government will not provide a work area for the repotting of plants. Any work that requires a work area must be performed at the Contractor's facility.

C.7.3 The Government owned Holiday decorations and Contractor provided decorations are to be used to decorate the HQC. The contractor shall inventory, install before the Holiday Season, and uninstall, repack, and return to storage all Government owned decorations after the Holiday Season.

C.8 Government Quality Assurance (QA)

C.8.1 In accordance with the FAR 52.212-4(a), “INSPECTION/ACCEPTANCE” clause, all work performed under this contract is subject to Government inspection when the Contractor tenders acceptance. The Government’s Quality Assurance Surveillance Program is not a substitute for Quality Control by the Contractor.

All findings of unsatisfactory or non-performed work will be administered in accordance with the “CONSEQUENCES OF CONTRACTOR’S FAILURE TO PERFORM REQUIRED SERVICES” clause. All costs associated with re-work are the responsibility of the Contractor. The Government reserves the right to choose the inspection methods to be used in implementing its Quality Assurance Program and to vary the inspection methods utilized during the work without notice to the Contractor. If the Contractor does not adhere to the following requirements, an automatic 10% deduction will be taken from the Contractor’s monthly invoice.

The Government is the governing authority in all disputes regarding Quality Assurance.

C.8.2 All workmanship shall meet the standards specified herein and shall be accomplished in conformance with approved and accepted standards of the industry; all applicable activity, local, state, and Federal standards; and all applicable building and safety codes.

C.8.3 Cleanup. During and at completion of work, debris shall not be allowed to spread unnecessarily into adjacent areas nor accumulate in the work area itself. All such debris, excess material, and parts shall be cleaned up and removed at the completion of the job and/or at the end of each day work is in progress. Any work performed by the Contractor that requires cleanup after the Contractor leaves for the day, the Government will use other means and any costs associated with this cleanup will be automatically deducted in addition to the 10% deduction from the Contractor’s monthly invoice.

C.8.4 Protection and Damage. The Contractor shall provide all labor, materials and equipment necessary for the protection of the general public, equipment, and building furnishings from damage caused by the Contractor’s negligence. The Contractor shall take special care to protect Government property including furniture, walls, baseboards, floors and other surfaces from damage. Accidental splashes shall be removed immediately.

Government property damaged due to work performed by the Contractor shall be repaired or replaced to the original condition and finished at no cost to the Government.

C.9 Variations in Quantities For Fixed Price Services

C.9.1 Quantities depicted throughout this contract represent the Government’s best estimate of the quantity of work for the period of performance. After contract award, situations may arise which impact upon the Government’s requirements and necessitate changes to this contract. Should this occur, the Contracting Officer (KO) will modify the contract in accordance with the provisions and limitations specified herein. No adjustments shall be made under the following provisions, except as may be specifically identified. Should other provisions in this Performance Work Statement conflict with the provisions herein, the other provisions will take precedence.

C.9.2 If the Government elects to reduce services, adjustment will be made in the contract price at the same accepted unit price stated in the Schedule of Deductions, if the reduction does not reduce the work below ninety

(90) percent of the original quantity identified, a negotiated equitable adjustment will be executed only for the work which is below ninety (90) percent of the original quantity.

C.9.3 The Government may elect during the base or option years to add to this requirement, new planters, live plants or replica plants/flowers in other areas of the Complex. Any additional requirements approved by the Government shall be separately priced. Upon installation completion, the contract will be modified to include the Contractor’s additional costs for maintenance, service, repair and replacement.

C.10 Contractor Furnished Items

C.10.1 The Contractor shall provide all equipment, tools, materials, and services to perform all contract requirements. To insure continuity of essential services, the Contractor shall be prepared to fully commence work on the start date of this contract and should not assume that previous Contractor employees will be available to guide, direct or specifically orientate each Contractor employee. The Contractor shall recognize that services covered by this contract are vital to the Government’s mission. Continuity of services must be maintained at the utmost proficiency, without interruption, by the Contractor throughout the entire term of the contract. To maintain these critical services the Contractor shall provide as part of his proposal a draft quality control plan describing how he will ensure that all services will be continuously provided.

C.10.2 Quality Control Program (QCP). The Contractor shall establish and maintain a Quality Control Program in accordance with the FAR 52.212-4(a), “INSPECTION/ ACCEPTANCE” clause, to ensure that the work performed under this contract conforms to contract requirements. The Contractor’s final QCP shall be submitted to the KO fifteen (15) days after contract start for final approval.

C.10.2.1 The Contractor’s QCP shall provide Contractor management with an effective and efficient means for identifying and correcting problems throughout the entire scope of operations.

C.10.2.1.1 The Contractor’s QCP shall be available for Government Inspection and include:

(1) A description of the Contractor’s Quality Control (QC) system. The system must cover all contract services, specify work to be inspected on either a scheduled or unscheduled basis, and describe how inspections are to be conducted.

(2) The name(s) and qualifications of the individual(s) responsible for performing the QC inspections, and the extent of their authority.

(3) Provisions for recording the results of inspections and for recording corrective action taken.

Inspection results and corrective action shall be submitted to the COR.

(4) A file of all QC inspections both performed and scheduled, inspection results, and dates and details of corrective actions taken shall be maintained by the Contractor through the term of this contract. The file shall be the property of the Government and made available to the COR during regular working hours. The file shall be turned over to the COR within three (3) days following completion or termination of this contract.

C.10.3 Contractor Phase-In Plan. Up to ten (10) days prior to the start of the contract, the Contractor will be allowed to bring his employees on-site to become familiar with the services covered by this contract. The purpose of this phase-in period is to allow the Contractor opportunity to make necessary preparations to ensure uninterrupted performance at the start of this contract. The Contractor shall develop a phase-in plan for submittal to the KO as part of the Technical Proposal.

C.10.3.1 After award the contractor will coordinate with the COR the transfer of the Government owned silk flowers and holiday decorations from the previous contractor to the new contractor. The contractor will provide all tools, trucks, labor and equipment necessary to pick up Government owned property and transport to their storage facility. The contractor will do an inventory of the Government owned property and submit it to the COR.

C.10.3.2 Pre-existing Conditions. The contractor and the COR will perform a joint inspection of the silk flowers, holiday decorations, live plants and replica plants. The contractor shall provide an inventory to the COR. The contractor shall submit to the COR a pre-existing deficiency list of live plants, replica plants, silk flowers or holiday decorations found not acceptable along with pricing for replacement. The Contractor shall include sample pictures of replica or silk flower replacements. The replica plants and flowers shall be silk screened and embossed constituting a high-grade replica.

C.10.4 Left Intentionally Blank

C.10.5 Contractor Licensing. The Contractor shall possess all licenses and insurance required by the local, state and Federal Government. Local Government includes Fairfax County and Ft. Belvoir. Contractor must be licensed by the Department of Agriculture for the application of pesticides, herbicides, and fungicides to any plant. The Contractor shall provide copies of all licenses and bonding 10 days prior to contract start.

C.10.6 Safety. The Contractor shall establish an accident and safety program which shall provide safety, health protection, and personnel medical maintenance as required by the Occupational Safety and Health Administration (OSHA) and all Code of Federal Regulation segments implementing OSHA. The Government reserves the right to conduct unannounced safety inspections at any time.

C.10.6.1 The Government reserves the right to investigate accidents involving Contractor personnel. The Contractor shall immediately report to the COR any bodily injury or death of Contractor personnel while in the performance of official duties, damage to Government property, or loss of Government property resulting from activities of the Contractor, its agents, or employees. The Contractor will fully cooperate with any Government investigation relating to such matters.

C.10.6.2 The Contractor shall provide employees with protection against health hazards by furnishing all industry standard protective equipment required for performance of this contract. Such equipment shall be National Institute of Occupational Safety and Health (NIOSH) or Mine Safety and Health Administration (MSHA) approved for the usage intended, whichever is the most stringent. Conflicting instructions shall be brought to the KO for resolution.

C.10.6.3 All waste material defined at 40 CFR 251.20 which could affect the environment must be disposed of off-site in accordance with directions provided by the Environmental Office/Safety Officer.

C.10.6.4 The Contractor shall provide SDS sheets and labels for use of any pesticides, herbicides and fungicides.

The Contractor shall submit the SDS sheets and labels before use. The SDS sheets must be approved by Fort Belvoir prior to Contractor’s use.

C.10.7 Fire Protection and Prevention. The Contractor shall comply with all safety and fire requirements outlined in the U.S. Army, Ft. Belvoir (USAFB) Fire Regulations, copies of which are available in the office of the Post Fire

Marshall, USA Ft. Belvoir, Virginia. Ft. Belvoir has provided the HQC with a waiver for the purchase of non- fire retardant replica plants/flowers due to the sprinkler system design, location of silk plants, and fire alarm capabilities within the HQC.

C.11 Holiday Decorating

C.11.1 DLA has historically and traditionally decorated the HQC for the Holiday Season and held a Holiday Tree Lighting Ceremony to start the Holiday Season festivities. The Ceremony date varies by year but is after the first full weekend in December. Once the date is finalized, the contractor will be notified, and shall start decorating after Thanksgiving and shall complete the Holiday decorating by the first full weekend in December, prior to the Ceremony. The decorations will be disassembled and removed after New Year Day and completed by 15 January. The Contractor shall decorate according to the Holiday Theme for that season and submit a decoration plan no less than two weeks prior to the Thanksgiving Holiday.

C.11.2 The Contractor shall decorate the interior and exterior of the HQC for the Holiday Season utilizing a combination of Government owned decorations and decorations provided by the contractor. Contractor provided decorations shall reflect the Holiday Theme for that season. The exterior decoration areas shall consist, at a minimum, the evergreen trees at the Main entrance bedded areas, the front colonnade at the roadway, to include awning, and three (3) Spruce trees in the first island in the serpentine road. The interior areas to be decorated shall be at a minimum, the Main Entrance Lobby and Atrium, floors 1 through 4, the Main Entrance Vestibule, the Cafeteria, the Director’s Suite, the Kabieseman Room, the Lobby area in Pod 10 and all first-floor entrances and elevator lobbies.

C.11.3 The contractor shall decorate the HQC for the Holiday Season. Tasks shall be, but not limited to, erect the large tree and medium size trees that will be placed throughout the complex, assemble the different ornamental displays and decorations in several designated places as referenced in C.11.2, test and calibrate the effects. After the Holiday Season, disassemble all the trees and ornamental displays and decorations, retrograde and return spaces to their previous condition, and pack and store all the holiday items.

C.11.4 The contractor shall inventory all Government furnished decorations stored in their warehouse, identify decorations that are deteriorating or need to be replaced, procure replacement decorations and additional decorations needed for the current Holiday Theme. All replacement or additional decorations belong to the Government. The inventory list shall be sent to the COR by February 15.
