OZONE DEPLETING SUBSTANCES (ODS) RESERVE

SYSTEM CYLINDER PROCEDURES

(PRE-SHIP LEAK, PRESSURE & WEIGHT CHECK)

SUBJECT:

Halon 1301 Navy System Cylinder Pressure, Leak and Weight Check

Instructions Prior to Issue

PURPOSE:

To promulgate step-by-step procedures for properly inspecting and performing pre-ship leak, pressure and weight checks on US Navy/Coast Guard Shipboard Fire Suppression System Cylinders (system Cylinders).

1. Due to the potential for Halon 1301 Navy System Cylinders to leak, lose pressure and/or weight during storage, warehouse personnel must inspect each system cylinder being issued to ensure they comply with acceptable pressure and weight limits, as referenced by OPNA V 4790-85, see table below:

2. Steps for inspecting Halon 1301 cylinders for leaks, pressure and weight:

a) When issuing any Halon 1301 system cylinder, warehouse personnel will first remove the cylinder valve protection cap. This will expose the pressure gage.

b) Warehouse personnel will next test the surface temperature of the cylinder, using a Raytek® MiniTemp ™ temperature gage or its equivalent. The laser temperature gage will be pointed at the middle portion of the cylinder and trigger depressed. The gage will display the surface temperature of the cylinder.

c) Using the table above cross-reference from the surface temperature to the pressure gage on the cylinder.

d) If the pressure (in psi) is not between the minimum and maximum pressure DO NOT ISSUE the cylinder. Choose another cylinder.

e) If a replacement cylinder is selected, go back to Step 1 and follow the instruction.

f) After the pressure inspection has been completed check the cylinder for leaks using the TIF XP-1A Leak Detector.

g) If the cylinder has any leaks DO NOT ISSUE the cylinder. Choose another cylinder.

h) If a replacement cylinder is selected, go back to Step 1 and follow the sequence beginning at 2.a).

i) After the leak check has been completed check the cylinder for weight.

j) Place the cylinder on a known calibrated scale and record the weight.

k) Locate the Tare Weight which is stamped on the cylinder dome.

l) Subtract the Tare Weight from the scale weight to obtain the net weight of the cylinder. This weight will include both halon and nitrogen. Compare the net weight of the cylinder to the size system cylinder listed below:

m) System cylinder net weight within the above acceptable range will be issued. If the system cylinder net weight is below or above the acceptable range DO NOT ISSUE the cylinder. Choose another cylinder.

n) If a replacement cylinder is selected, go back to Step 1 and follow the sequence beginning at 2.a ).

o) After the pressure, leak and weight checks are completed and ALL are acceptable, replace the cylinder valve cap and tighten.

p) Issue the cylinder.

3. Upon completion of the issue process, if there are any cylinders identified with discrepancies, (leaks, low pressure or low weight), mark and remove from inventory.

20. Attach a worksheet identifying the discrepancies to each cylinder.

21. Report findings to work leader.
