LIMITED SOURCE JUSTIFICATION
SUBJECT: Program Support Services, Integrated Data Environment (IDE)/Global Transportation Network (GTN) Convergence (IGC) Program
Authority: This Limited Source Justification (LSJ) is in accordance with FAR 8.405-6. This acquisition is conducted under the authority of the Multiple Award Schedule Program, also known as the Federal Supply Schedule (FSS) Program or the General Services Administration’s (GSA) Schedules Program.
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Requiring Activity Integrated Data Environment (IDE)/Global Transportation Network (GTN) Convergence (IGC) Program
HQ DLA/J626

Contracting Activity DLA Aviation DLA Contracting Services Office 8000 Jefferson Davis Hwy Richmond, VA 23297-5441
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This limited source justification authorizes and approves the procurement of program management support services for the Integrated Global Convergence (IGC) Program Office for a period of a six month base contract with two (2) one-year option periods.
Under this requirement, the contractor will act as the primary program manager and liaison supporting the IGC PMO staff and as such will provide full program management support to include configuration management, technical reviews and the development of project plans.
The IGC requirement was initially awarded to Amyx, as Task Order 0024 against Blanket Purchase Agreement (BPA) SP0103-06-A-0003 on October 1, 2010 and expired on March 31, 2012. A 6-month bridge contract (SP4701-12-F-089) was awarded on April 1, 2012, to

This limited source award provides continuity of support services during a critical period while the IGC program transitions to Sustainment following achievement of a Full Deployment Decision and as the program completes the major migration and integration of the DLA Asset Visibility (AV) program into IGC in FY 14.
The action being approved restricts the consideration from all GSA schedule contractors offering the required services, which is required by FAR 8.405-2(c) (3) (iii), to one (1) GSA schedule contractor.
3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE
AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT
The services required under this acquisition involve providing core program management support services to the IGC PMO. The support includes all aspects of life cycle management, documentation, scheduling, technical infrastructure and sustainment support, functional liaison and requirements identification and management, financial support, technical review of Commercial-Off-The-Shelf (COTS) tools applied to the capability, architectural products, data management, day-to-day program support, risk management, testing, calendar and meeting facilitation, marketing and briefing documents and web design, management and other support as required.
Continuation or non-interruption of the IGC program interface development and sustainment is necessary to ensure the DoD is not adversely impacted in providing logistics support to the warfighter and other stakeholders.
The period of performance for this effort will be a base period of six months beginning 1 April 2013 followed by two 1-year option periods that will include a reduced work scope in option year 2. The total estimated dollar value for this requirement is (6 month base period, plus two one-year option periods and travel).
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF
APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S
UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR
SERVICE.
The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i)(B).
At this time, Amyx Inc. is the only source capable of responding due to the unique and specialized nature of this acquisition. Due to the level of work and the transition period, evaluating alternate sources is not feasible as DLA cannot afford interruption in services or lapse in coverage. While other firms may be able to provide Program Management services, awarding to any other firm would result in an unacceptable delay given the timeframes involved in a new
PROCUREMENT SENSITIVE INFORMATION Page 3 contractor becoming familiar with the over 18 different COTS products, Data Sharing applications and the multiple interfaces and levels of support involving the entire DLA enterprise as well as the United States Transportation Command (USTC), the Military Services, and other Federal Agencies.
As the current IGC program management support services vendor, Amyx, is intimately familiar with the system/program to include all IGC historical and programmatic arrangements, system lifecycle documentation, configuration management, financial requirements, and unique artifacts such as Service Level Agreements, Interface Control Documents, Data Sharing Agreements and Enterprise COTS software licenses and IGC requirements management process for each data sharing change. At the present time, Amyx is supporting several major requirements analyses events to include the following:
DLA Energy Convergence Asset Visibility Migration Spiral 2 and 3.
IGC Cost Reduction Architecture Restructure Teradata Management System Monitoring Fusion Center Implementation CAC Authentication of CITRIX Business Objects Upgrade Oracle 11g Upgrade Weblogic Clustering AT21 315B and EEP
Numerous short-term development efforts coupled with AV migration have been initiated and near completion thus the necessity to retain the current team arrangement, skill sets, and continuity are critical to the program’s ability to deliver these products timely and within cost.
For example:
AV Migration into IGC: The Distribution Process Owner to include DLA Director and USTRANSCOM Commander directed that Asset Visibility system be migrated into IGC. This major undertaking is based on a three spiral approach: an Initial Operation Capability (IOC) was developed and deployed into production upon completion of Spiral 1 in September 2012 with an expected fielding of a Full Operational Capability (FOC) by April 2013. Consequently, the risk of changing the Amyx team places this migration effort at risk as it pertains to cost, schedule, and performance impact to the government.
Follow-on Sustainment Contract Recompete: The government requires the experience and knowledge of the Amyx support personnel to provide technical and functional support in the developing of the acquisitions documents. This action is ongoing and solicitation is imminent.
The current sustainment Basic Purchase Agreement expires in June 2013 with a possible six-month extension. Any change or loss of these PMO support personnel will be detrimental to the government in its ability to conduct successful full and open competition.

IGC PMO Relocation: Both DLA & USTRANSCOM have agreed to relocate the IGC PMO to Scott Air Force Base, O’Fallon, IL beginning FY15. During this relocation phase, it’s important the IGC PMO continue to maintain the same level of support to the customers. Amyx is the PMO’s face to the customer and any last minute change will adversely impact customer support specifically when it comes to maintaining customer specifics alerts.
In addition, Amyx possesses highly specialized expertise to support an Urgent Operational Need which was recently approved by the USTRANSCOM Deputy Commander and the Joint Staff J4.
Introducing a new vendor who is not familiar with the IGC Program and its ongoing initiatives could result in serious harm to the successful completion of program enhancements, increase service costs, and result in unacceptable schedule delays, therefore putting the Government at risk.
5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS
THE BEST VALUE CONSISTENT WITH 8.404(d).
The Contracting Officer anticipates awarding a firm fixed price task order to Amyx Inc. for IGC program support through the use of GSA FAR 8.4, under the Program Management Support Services (PMSS) Blanket Purchase Agreement (BPA). The multiple award PMSS BPAs were issued under competitive procedures. The Contracting Officer will determine the task order prices fair and reasonable before award.
6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG
SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE
REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market research included reviewing the Central Contractor registration (CCR) and contract history. Amyx Inc. has been providing IGC Program Management Support services since the inception of the contract with satisfactory performance. No additional market research was conducted as no other firm can support the unique and highly specialized requirements of the IGC program.
7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND
OPEN COMPETITION
Given this is a six-month based period which begins mid-course of the current fiscal year and the significant reduction of required support personnel during subsequent option years, it’s critical that the IGC program maintains continuity and the current skills set to execute the numerous ongoing task orders specifically AV migration as per the Memorandum of Agreement (MOA) signed between DLA Director and USTRANSCOM Commander.
The current Amyx support is required to be onsite and is based at two government facilities with the majority being based at the Headquarters, USTRANSCOM. These personnel
