SP470221Q0054 - 0001

Amendment 0001 is hereby issued to provide updates to solicitation and answer questions received on, SP4702-21-Q-0054.

Section L, Section 2.6.4, the table, 5th row, states that the 10 pages for the pricing volume is to be submitted in Excel. The 10 pages are the limit for the pricing volume narrative and are to be submitted in MS Word. The Pricing Matrix submittal does not count towards the 10 page limit.

Section L, Section 2.6.4, the table, 4th row, does not provide a volume number or page limit for Past Performance.

There is no requirement to submit past performance information.

To clarify, offerors should NOT cross reference information across evaluation factors and volumes as each evaluation factor/team will be independent.

Section L, Section 3.2, states, “Program Manager” is hereby updated to state, “Maintenance Program Manager”

Section M, Section 3.1 for “Transition-In” states, “45-day” is hereby updated to state, “42-day”

Section M, Section 3.2 states, “Program Manager, is hereby updated to state, “Maintenance Program Manager”

The Period of Performance (PoP) for this effort is a total duration of a year, however, it begins with a 42-day base period on 01 November and each additional month is to be priced as an option, as this is an interim contract to continue service until litigation has concluded. No change to the pricing matrix is being made given this clarification.

PWS Section 5.1.1 Transition-In Period., first paragraph is hereby changed to state, “To minimize any decrease in productivity and to prevent possible negative impacts on additional services, a 42 calendar day transitional period will take place. Contractor shall transition the responsibilities of the Program Manager during the first 42 calendar days after award and will work with the Predecessor Contractor (Contractor of SP4702-20-C-0002) and transition all PM and CM incidents no later than 20 days of the transition period.”

Paragraph four is hereby changed to state, “Day 43 of the contract all responsibilities of the contract are transferred from the Predecessor Contractor to the Contractor.”

PWS Section 5.6.1 Transition-Out Period., first paragraph is hereby updated to state, “At the end of this contract, the Government expects to compete and award a successor contract. In the event that the Contractor is not awarded the successor contract, a thirty (30)-calendar day Transition-Out Period will occur to minimize any decrease in productivity and to prevent possible negative impacts on additional services. The Successor Contractor will transition the responsibilities of the Program Manager during the first 30 calendar days after award and will work with the Contractor and transition all PM and CM incidents no later than 20 days of the transition period.”

Paragraph three is hereby changed to state, “Day 31 of the contract all responsibilities of the contract are transferred from the Contractor to the Successor Contractor.”
