PROCUREMENT SENSITIVE INFORMATION Page 6

LIMITED SOURCE JUSTIFICATION (IAW FAR 8.405-6)

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

Requiring Activity DLA Information Operations Enterprise Solutions (J-64) 8725 John J Kingman Road Fort Belvoir, VA 22060

Contracting Activity DLA Contracting Service Office - Philadelphia 700 Robbins Avenue Philadelphia, PA 19111

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

This limited sources justification authorizes and approves the procurement of program management support for the DLA Information Operations (J6) Enterprise Solutions Office (J-64) for six months with one three-month option period. The Program Management Support requirement will ensure continuous improvement of logistic support to U.S. Forces and the established Enterprise Solutions Directorate (J-64) to develop, implement and manage the Agency’s enterprise infrastructure and manage services provided by DISA. The program manages contemporary and legacy systems through standardized configuration/change management processes and procedures and implementing the Capability Maturity Model Integrated within Information Operations.

Under this requirement, the contractor will act as the liaison in supporting the Enterprise Solutions Program Management Office, CIO council, SEAM, and DLA/DISA coordination and processes for the J-64 Infrastructure Services, CIO council, SEAM, and DLA/DISA.

The Program Management Support requirement was awarded to Amyx, as Task Order 0023 against Blanket Purchase Agreement (BPA) SP0103-06-A-0003 on October 1, 2011. This task order expires on March 31, 2012. There are no remaining options available. A six month performance period, with one three-month option period, is being utilized so as to provide services through on-going major requirements analyses events.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT

DLA is consolidating the responsibility of enterprise information operations through comprehensive information technology support to the DLA Logistic Business Community with efficient and economical automated information systems, data management, electronic business and telecommunication services. These actions not only support DLA’s business operations throughout the Agency, but also the DOD Logistics Community who supports the U.S. Forces around the world.

The services required under this acquisition involve providing program management support to the DLA Enterprise Solutions (J-64) team. This support includes the full gamut of program management support services from project planning, to developing and managing financial/budget services provided by DISA.

Continuation or non-interruption of the required Program Management Support is necessary to ensure the DLA Information Operations Enterprise Solutions (J-64) is not adversely impacted in its plans to sustain critical IT services and support to DLA logistics worldwide and the warfighter.

The period of performance for this effort will be a base period of six months beginning March 1, 2012, with one option period of three months. The Government is in the process of pursuing a competitive acquisition for the services.

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE

The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i)(B). At this time, Amyx Inc. is the only source capable of responding due to the unique and specialized nature of this acquisition. As the current Enterprise Solutions (J-64) program management support services vendor, Amyx is intimately familiar with the Enterprise Solutions Infrastructure Services. At the present time, Amyx is supporting several major requirements analyses events to include the Infrastructure Services (DDC/DISA Computing Cost Analyst, CIO council, SEAM, and DLA/DISA coordination/processes.

The stated requirements are in various stages of analysis, the introduction of a new vendor not familiar with these programs and initiatives could result in serious harm to the successful completion of Enterprise Solutions (J-64) mission, reduce the efficiency and flexibility, increase service costs, and result in unacceptable schedule delays, therefore putting the Government at risk. As Amyx is currently providing program management support services, transitioning to a new contractor would cause serious disruption to service for DLA Information Operations and the DLA enterprise.

Due to the level of work and the transition period, evaluating alternate sources is not feasible as DLA Information Operations, Enterprise Solutions Office cannot afford interruption in services or lapse in coverage. While other firms may be able to provide Program Management Support services, awarding to any other firm would result in an unacceptable delay given the timeframes involved in a new contractor becoming familiar with the Enterprise Solutions (J-64) processes and methodology.

5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d)

The Contracting Officer anticipates awarding a firm fixed price task order to Amyx Inc. for Program Management Support through the use of GSA FAR 8.4. The Contracting Officer will determine prices fair and reasonable before award and make a best value determination.

6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED

Market research included reviewing the Central Contractor registration (CCR), AMYX current MOBIS schedule, other small and large businesses MOBIS schedules and contract history. Amyx Inc. has been providing program management support since 2010. According to the program office, Amyx Inc. has provided satisfactory performance since the inception of the contract.

7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION

Continued support of these services is required. Any delay would result in critical mission impairment in providing continued support to Enterprise Solutions Infrastructure Services for the Enterprise Solutions Program Office. At this time, Amyx Inc. is the only source capable of providing program management support during the several major requirements analyses events previously mentioned.

8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT PRECLUDE THE AGENCY FROM MEETING THE REQUIREMENTS OF 8.405-1 AND 8.405-2 BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE

DLA has the responsibility of providing continued program management support to the DLA Information Operations Executive Solutions Office (J-64). While circumstances may not permit full and open competition for this acquisition, subsequent procurement actions will be evaluated on an individual basis to ensure that all efforts to remove barriers are considered before any acquisition is made.

I hereby certify that the requirements that form the basis for this justification are accurate and complete to the best of my knowledge and belief.
