LIMITED SOURCE JUSTIFICATION (IAW FAR 8.405-6)
1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY
Requiring Activity Integrated Data Environment (IDE)/Global Transportation Network (GTN) Convergence (IGC) Program
HQ DLA/J626
8725 John J Kingman Road Fort Belvoir, VA 22060
Contracting Activity DLA Contracting Services Office Philadelphia Site, Bldg 26N-8118 700 Robbins Avenue Philadelphia, PA 19111
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED
This limited source justification authorizes and approves the procurement of program management support for the Integrated Global Convergence (IGC) Program Office for a period of six months. The Integrated Data Environment (IDE)/Global Transportation Network (GTN) Convergence (IGC) Program will establish common integrated data services to enable the development of applications. The program offers the Combatant Commands (COCOM), Services, DOD, and other Federal agencies with a cohesive solution for the management of supply, distribution, and transportation information on a global perspective. It provides a single place between DLA and USTRANSCOM for consistent access to common, authoritative data, business standards, and information. The IGC program increases logistics information sharing across the DOD, provides improved reliability and responsiveness of data exchange, and enables enhanced capabilities. By capitalizing on the core competencies of each organization and leveraging existing systems, the IGC program will eliminate redundancy, streamline access to data, and optimize resources; enabling faster application development in support of informed and agile decision making.
Under this requirement, the contractor will act as the primary program manager and liaison supporting the IGC PMO staff and as such will provide full program management support to include configuration management, technical reviews and the development of project plans.
The IGC requirement was awarded to Amyx, as Task Order 0024 against Blanket Purchase Agreement (BPA) SP0103-06-A-0003 on October 1, 2010. This task order expires on March 31, 2012. There are no remaining options available. A six month performance period is being utilized so as to provide continued support while a competitive acquisition strategy is pursued.
3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT
USTRANSCOM and DLA formed a partnership to integrate defense supply chain, logistics, transportation, and distribution-related data and Information Technology (IT) services. The goals are to eliminate redundancy, streamline access to data, and optimize resources via convergence of the GTN and IDE programs into a system-of-systems solution. The IGC program will provide Joint Distribution and Deployment Environment (JDDE) visibility and access to information, data, and status suitable for the decision making and planning processes of the COCOMs and staff. The convergence of programs will ensure that the use of data is common throughout the enterprise. The IGC Program Office is currently sustaining and enhancing IGC Program support to users throughout the DoD and other federal agencies. The IGC program provides support to DoD’s strategic, tactical, and operational logistics needs.
The services required under this acquisition involve providing core program management support services to the IGC PMO. The support includes all aspects of life cycle management, documentation, scheduling, technical infrastructure and sustainment support, functional liaison and requirements identification and management, financial support, technical review of Commercial-Off-The-Shelf (COTS) tools applied to the capability, architectural products, data management, day-to-day program support, risk management, testing, calendar and meeting facilitation, marketing and briefing documents and web design, management and other support as required.
Continuation or non-interruption of the IGC program interface development and sustainment is necessary to ensure the DoD is not adversely impacted in providing logistics support to the warfighter and other stakeholders.
The period of performance for this effort will be six months beginning 1 April 2012. The Government is in the process of pursuing a competitive acquisition for the services, but due to unforeseen delays in the acquisition process, the contract will not be in place before July 2012, therefore, a 6 month bridge action is being issued to cover the services.
4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.
The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i)(B). At this time, Amyx Inc. is the only source capable of responding due to the unique and specialized nature of this acquisition. Due to the level of work and the transition period, evaluating alternate sources is not feasible as the IGC Program cannot afford interruption in services or lapse in coverage. While other firms may be able to provide Program Management services, awarding to any other firm would result in an unacceptable delay given the timeframes involved in a new contractor becoming familiar with the IGC applications and the multiple interfaces and levels of support involved with data sharing across the entire DLA enterprise, the United States Transportation Command (USTC), the Military Services, and other Federal Agencies.
As the current IGC program management support services vendor, Amyx is intimately familiar with the IGC application to include all system history and status, creation of required documentation such as the Interface Control Documents and Data Sharing Agreements for each application change, and coordination of all requirements gathering events.
The introduction of a new vendor not familiar with the IGC Program and its’ ongoing initiatives could result in serious harm to the successful completion of program enhancements, increase service costs, and result in unacceptable schedule delays, therefore putting the Government at risk. As Amyx is currently providing IGC services, transitioning to a new contractor would cause serious disruption of service to users throughout the enterprise.
5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).
The Contracting Officer anticipates awarding a firm fixed price task order to Amyx Inc. for IGC program support through the use of GSA FAR 8.4. The Contracting Officer will determine prices fair and reasonable before award.
6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.
Market research included reviewing the Central Contractor registration (CCR) and contract history. Amyx Inc. has been providing IGC Program Management Support services since the inception of the contract and has satisfactory performance. No additional market research was conducted as no other firm can support the required short-term award date of 1 April 2012.
7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION
Continued support of these services is required. Any delay would result in critical mission impairment in providing continued functional requirements and project integration support for the IGC program. At this time, Amyx Inc. is the only source capable of supporting the IGC program in this timeframe.
8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT PRECLUDE THE AGENCY FROM MEETING THE REQUIREMENTS OF 8.405-1 AND 8.405-2 BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE.
DLA and USTRANSCOM have the responsibility of providing continued program management support to the IGC program office. While circumstances may not permit full and open competition for this acquisition, subsequent procurement actions will be evaluated on an individual basis to ensure that all efforts to remove barriers are considered before any acquisition is made.
9. CONTRACTING OFFICER’S CERTIFICATIONS:
I hereby certify that the requirements that form the basis for this justification are accurate and complete to the best of my knowledge and belief.
10. REQUIREMENTS/TECHNICAL:
