LIMITED SOURCE JUSTIFICATION (IAW FAR 8.405-6)

1. IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

Requiring Activity DLA Logistics Information Service Data Sharing Services Management Office Battle Creek, MI

Contracting Activity DLA Contracting Service Office - Philadelphia 700 Robbins Avenue Philadelphia, PA 19111

2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

This limited sources justification authorizes and approves the procurement of program management support for the DLA Data Sharing (DS) Service Management Office (SMO) for a period of six (6) months. DS services, formerly known as the Integrated Data Environment (IDE) system, is an IT infrastructure system that improves supply chain management and distribution processes by providing access to data needed by system developers to produce application programs. The system delivers infrastructure and services to facilitate data sharing that in turn enables the extended DLA enterprise to execute practices, processes, applications, and decision support tools to achieve logistics information interoperability.

Under this requirement, the contractor will act as the primary program manager and liaison supporting DLA DS PMO staff and as such will provide full program management support to include configuration management, technical reviews and the development of project plans.

The Integrated Data Environment (IDE) requirement was awarded to Amyx, as Task Order 0024 against Blanket Purchase Agreement (BPA) SP0103-06-A-0003 on October 1, 2010. This task order expires on December 31, 2011. There are no remaining options available. A six month performance period is being utilized so as to provide continued support while a competitive acquisition strategy is pursued.

3. A DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS/ESTIMATED DOLLAR AMOUNT The Defense Logistics Agency (DLA) Logistics Information Service is currently sustaining and enhancing the DS services to support users throughout the DoD and other federal agencies. Developed as the IDE program and transitioned to DS in 2011, DS supports DoD’s strategic, tactical, and operational logistics needs.

The DS application utilizes Commercial-Off-The-Shelf (COTS) software in a Service Oriented Architecture (SOA) with a Data Discovery Portal user interface. The DS application interfaces with multiple systems, and supports systems/applications that require access to the information DS collects. DS services currently supports a customer base of over 2,000 individual registered portal users, over 50 providing systems, and over 40 consuming systems across DLA, the United States Transportation Command (USTC), the Military Services, and other Federal Agencies. Many of these connected systems consist of multiple interfaces.

The services required under this acquisition involve providing program management support to the DLA DS SMO. This support includes the full gamut of program management services from project planning, configuration management, requirements gathering and conducting technical reviews of the new requirements. The contractor will also be required to assist in the coordination and development of logistics business rules and standards and to act as a liaison between the Government and the software/hardware Service Provider(s). Additionally, an optional task to provide management support under a sustainment environment is being included should the need arise for such a service in the provided timeframes.

Continuation or non-interruption of the required DS services’ enhancements is necessary to ensure the DoD is not adversely impacted in its plans to develop and/or transition interfaces to the DS application.

The period of performance for this effort will be six months beginning January 1, 2012. This will allow sufficient time for the Government to pursue a competitive acquisition strategy for longer term support.

4. IDENTIFICATION OF THE JUSTIFICATION RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF THE PROPOSED CONTRACTOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED SUPPLY OR SERVICE.

The statutory authority cited for other than full and open competition is FAR 8.405-6(a)(1)(i)(B). At this time, Amyx Inc. is the only source capable of responding due to the unique and specialized nature of this acquisition. Due to the level of work and the transition period, evaluating alternate sources is not feasible as DLA Logistics Information Service cannot afford interruption in services or lapse in coverage. While other firms may be able to provide Program Management services, awarding to any other firm would result in an unacceptable delay given the timeframes involved in a new contractor becoming familiar with the Data Sharing application and the multiple interfaces and levels of support involved with data sharing across the entire DLA enterprise as well as the United States Transportation Command (USTC), the Military Services, and other Federal Agencies.

As the current DS program management support services vendor, Amyx is intimately familiar with the DS system to include all system history and status, creation of required documentation such as the Interface Control Documents and Data Sharing Agreements for each DS change, and coordination of all requirements gathering events. At the present time, Amyx is supporting several major requirements analyses events to include the following:

· DLA Energy Convergence

· Social Security Number elimination

· DLA Integrated Composite Application Network replacement

· Federal Logistics Information System Portfolio Data Warehouse

· Ten other consumer requests, some consisting of multiple interface exchanges

Each of the above tasks are in various stages of development; therefore, the introduction of a new vendor not familiar with these programs and initiatives without a sufficient transition timeframe could result in serious harm to the successful completion of DS services enhancements, reduce the efficiency and flexibility of DS enhancements, increase service costs, and result in unacceptable schedule delays, therefore putting the Government at risk. As Amyx is currently providing DS services which are in various stages of development, transitioning to a new contractor would cause serious disruption to service for DLA Logistics Information Service.

5. DEMONSTRATION THAT THE NATURE OF THE ACQUISITION REPRESENTS THE BEST VALUE CONSISTENT WITH 8.404(d).

The Contracting Officer anticipates awarding a firm fixed price task order to Amyx Inc. for Data Sharing services through the use of GSA FAR 8.4. GSA has already determined fair and reasonable the prices of supplies, fixed-priced services, and Federal Supply Schedule (FSS) labor rates.

6. A DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT CONDUCTED.

Market research included reviewing the Central Contractor registration (CCR) and contract history. Amyx Inc. has been providing Data Sharing services since 2005. According to the program office, Amyx Inc. has provided satisfactory performance since the inception of the contract. No additional market research was conducted as no other firm can support the required short-term award date of 31 December 2011.

7. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION

Continued support of these services is required. Any delay would result in critical mission impairment in providing continued functional requirements and project integration support for DS services. At this time, Amyx Inc. is the only source capable of supporting Data Sharing services in this timeframe.

8. A STATEMENT OF THE ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS THAT PRECLUDE THE AGENCY FROM MEETING THE REQUIREMENTS OF 8.405-1 AND 8.405-2 BEFORE ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES IS MADE.

DLA has the responsibility of providing continued program management support to DLA Data Sharing SMO. While circumstances may not permit full and open competition for this acquisition, subsequent procurement actions will be evaluated on an individual basis to ensure that all efforts to remove barriers are considered before any acquisition is made. The long-term solution does include a competitive solicitation with adequate lead time. An award is currently under way for overall PM Support via a Blanket Purchase Agreement (BPA). A competitive award is expected to coincide with the conclusion of this action.

9. CONTRACTING OFFICER’S CERTIFICATIONS:

I hereby certify that the requirements that form the basis for this justification are accurate and complete to the best of my knowledge and belief.
