Would you please let us know the maximum and average number of employees the current contractor uses to accomplish the job at each location?

The resultant contract will be performance-based. It will be up to the contractor to determine the number of employees needed to accomplish the job at each location.

Could we please get a breakdown of what each CLIN is? For example, 2002 is Cardboard and 2005 is Textile Scrap.

A complete listing of all CLINs, including their descriptions, is included in each of the four Price Schedules. The Price Schedules are included as a file attachment with the solicitation in the Federal Business Opportunities website.

Would you please let us know what licenses are needed for each location? Prospective offerors are responsible for knowing what permits and licenses are required to operate in each location.

Section M.12(b), Evaluation Factors for Award. Pricing for each schedule will be evaluated independently. It means, I can submit a price proposal (Base, 1st option, 2nd option) only for "Sagami." Please conform here again.

Yes, you are correct. You may submit a price proposal for Sagami only.

Section M.12(d)(1), Evaluation of Past Performance. The Government will evaluate past performance on references and experiences in a same or similar nature to the solicitation. The Government will place more emphasis on projects thtat are similar in scope, effort and magnitude to this requirement.

Does "to the solicitation" and "to this requirement" mean the total value of the subject solicitation? Please conform that the "effort and magnitude" of my company's past performance will be compared with the value of workload for Sagami only shown in Attachment 12, not to the total value of this solicitation. (this needs to be addressed?)

No, "to the solicitation" and "to this requirement" pertain to the total estimated value of the price schedule you are biddiing on, not the total estimated value of the entire solicitation.

Section M.12(d)(1), Evaluation of Past Performance. …..performed on similar projects in the performance location (i.e. Iwakuni, Misawa, Okinawa, Sagami).

Is a past performance record at Yokota and Yokosuka treated as the same weight with those four locations (Iwakuni, Misawa, Okinawa, Sagami).

No, greater weight will be given to past performance performed on similar projects in Iwakuni, Misawa, Okinawa and Sagami. Other performance locations in Japan are favorable too but do not carry as much weight as the actual performance locations for this requirement.

Do you consider bids on individual CLINs or are you looking for one vendor to take care of all materials at each location?

No, we will not consider proposals on individual CLINs. Offerors must submit a price for every CLIN in the price schedule they are proposing on.

8a Do you give preference to companies located within the U.S. for certain services such as electronics and destruction?

No, this procurement is solicitated on a full and open competition basis.

How do you weigh, if at all, security, data destruction, clearance levels, and past experience In these areas when evaluating a bid?

When evaluating a proposal, the Government will be looking for relevant work experience similar in scope, effort and magnitude to this requirement. The Government will then evaluate the quality of the offeror's past performance. Security, data destruction, and clearance levels are not evaluation subfactors. The assessment of the offeror's past performance will be used as a means of evaluating the probability of success and performance risk of the offeror.

Or are price and past performance the main factors? Price and past performance are the only evaluation factors. However, offerors must also submit a Transportation, Recycling and Disposal Plan and it must be determined "acceptable" based on the criteria discussed in Section L.38 to be eligible for award.

It appears that CLIN 2044SB is in relation to 2043SD. That the demil/mutilation service is specific to electronics CLIN 2043SD. Is this the case?

No, 2044SB is for demilitarization of government surplus property. The purpose is to eliminate the offensive or defensive capability inherent in the equipment and prevent further use for its intended purpose. 2043SD is for demanufacturing of unusable or obsolete government-owned electrical or electronic equipment. The purpose is to render the equipment completely unusable.

Section B Schedule of Prices CLIN x002 and B.11 CLIN x002 is "Cardboard only. However, page 8 B.11(a) says (e.g. "0002" is Cardboard and Mixed Paper disposal service).

Does CLIN x002 include "Mixed Paper"?

Is Mixed Paper included under this contract, which CLIN?

What is the definition of Mixed Paper?

(a) CLIN 002 does not include paper.

(b) CLIN X004 includes mixed paper and is anticipated on Okinawa and Iwakuni's schedules.

PWS C.1.2.(ii) and C.03.(c)(ii) Refer to Section L.39 should be L.38

You are correct. Reference to "Section L.39" should read "Section L.38" in PWS C.1.2(ii) and C.03(c)ii). The solicitation will be corrected.

PWS C.2.4 and C.4.1 PWS C.4.1. refers the Home Appliance Recycling Law. I guess the waste recycle under this law is shown in CLIN 0028 and 0035.

PWS C.2.4. refers that the Government shall purchase and prepare all manifest for scrap movement.

(a) Does the meaning of "all manifest" includes the Home Appliance Recycling Ticket?

(b) If not, who (the Government or the Contractor) compensates the fee for the recycling ticket? For example, the cost for one refrigerator is ¥4,000.

(a) No, "all manifest" do not include the Home Appliance Recycling Ticket.

(b) Contractors are expected to pay for and provide the recycle ticket and understand all laws that apply to each commodity. Contractors should include cost for the recycle ticket in their proposed unit price.

Please provide the past record of the volume and percentage of scrap material recycled for each CLIN.

Stated that "Radioactive material is outside of contract."

(a) However, how can I know the scrap is "radioactive"?

(b) Is there high possibility that I will discover "radioactive material"?

(a) DLA Disposition Services does not accept property containing any radioactivity. Detection equipment is used to screen property.

(b) No, the possibility is low. If radioactive material is encountered, contractors should follow procedures in Section C.14.1.

(2) Under the task order F.4(b), the contractor is not required to provide the performance specified in PWS C.03(c)(i)(ii)(CLIN x001). Does the Government maintain the DLA Disposition Services Sites neat and clean, or receiving scrap from DoD generators?

(3) Under the task order (d), period of performance for the removal/disposal of scrap materials shall be accomplished according to best business practices.

What is the difference between (b)(c) and (d)?

(4) Is "best business practices....." not for the "period of performance, but for the procedure of removal/disposal?

PWS D.3 Vehicles …..for ensuring all vehicles transporting hazardous waste are…..

What is "hazardous" under this paragraph?

Section D concerns Packaging and Marking. In the event hazardous waste is generatred by the contractor from the sanitation of vehicles or demanufacturing processes, the contractor shall ensure vehicles transporting "any" hazardous wastes do so in accordance with Japanese regulations.

Please inform the current contractor's name and awarded amount for each schedule. If you refuse, please let me know the POC for FOIA and current contract number.

The current contractor is JFE Kankyo Corporation. The contract was awarded on an all-or-nothing basis. It does not include a separate schedule for each location. CLINs for all locations are consolidated into one schedule. The award amount for the entire contract was ¥555,914,944 (includes base period and 1st and 2nd option periods).

Section L, L-39 PAST PERFORMANCE INFORMATION Though "Contractor ABC" has/had some contracts relevant to this solicitation performed for the Japanese local governments/private companies, those customers not be able to provide you with their completed questionairres in English. Under this circumstance, "Contractor ABC" can list only five (5) or six

(6) contracts that are/were performed by "Contractor ABC" for the U.S.

Government and can be used for this solicitation. Is it acceptable to you since five(5) references seem a little too few to twenty (20)?

L.39(a)(5) is included in the solicitation to make offerors aware that the Government may not contact all references if more that 20 are submitted.

There is no minimum or maximum number of references an offeror may submit. Offerors are reminded that the Government is only looking for past experience and past performance for services performed that are same or similar in nature to this soliciation.

I noticed that most CLINs in the price schedules include one or more Scrap Classification Listing (SCL) codes. However, when I looked up the SCL(s), the SCL descriptions didn't always match up with the CLIN descriptions. Should I price out what's in the CLIN description or what is in the SCL description(s)?

Why is there a difference between the CLIN description and SCL description(s) referenced?

Some CLINS have multiple SCL codes that are applicable to that CLIN. CLIN descriptions are generic and are not all inclusive of every commodity that will be included under a CLIN. Offerors are encouraged to review the SCL to understand all SCL commodities that are applicable to each CLIN.

Which CLIN or CLINs do carpet and curtains belong to? I don't believe carpet and curtains belong under CLIN 0005, Textile Scrap, since there is no market for it. Should carpet and curtains be priced out under CLIN 0038, Mattresses, Bedding and Upholstery Scrap?

Carpet and curtains will be offered under CLIN 0038.

Ref: Government response to Question #6 (see Amendment 0002)

(a) Your reply is "other performance locations in Japan are favorable too but do not carry as much weight as the actual performance locations for this requirement." Do you think this is still full and open competition basis?

(b) If you cannot carry the same weight for the performance other than the location for this requirement (i.e. Yokota or Yokosuka), please explain why this evaluation factor is not SUBJECTIVE.

(c) If I am not wrong, acquisition under FAR 15, should you show the rating method of trade off in the solicitation?

(a) Upon further consideration, the last sentence in Section M.12(d)(1) was changed:

From: "In addition, greater weight will be given to the quality of past performance offerors have performed on similar projects in the performance location (i.e. Iwakuni, Misawa, Okinawa, Sagami)."

To: "In addition, greater weight will be given to the quality of past performance offerors have performed on similar projects in Japan."

(b) The past performance evaluation factor is subjective. Per Section M.12(d)(4), "Evaluation of past performance will be a subjective assessment based on a consideration of all relevant facts and circumstances. It will not be based on absolute standards of acceptable circumstances. The Government is seeking to determine whether the offeror has consistently demonstrated a commitment to customer satisfaction and timely delivery of services. This is a matter of judgment."

(c) FAR 15.101-1 Trade-off Process only requires that all evaluation factors that will affect contract award and their relative importance are clearly stated and a statement that all evaluation factors other than cost or price, when combined, are approximately equal to cost or price. The solicitation is in compliance with FAR Part 15.

HW/HM generated by DEMIL/DEMAN, vehicles mentioned repeatedly in many pages. This requirement apparently a great problem to us from any view point at the moment. Is this specifically approved by the Japanese Government?

(Page 63 C.5.1) Generally speaking, we would not be able to be in a position to issue any Manifests in this relation that to be provided by the generator since we will not supply, use/utilize, control, nor be responsible for incidental separation from any goods. When the Government issue the manifests, specific contract required for removal and disposal. We are stydying this;

however, please advise how to solve this problem.

(a) Items presented for demilitarization or mutliation will vary. Examples inlcude but are not limited to: cables, trailers, small parts like bolts, washers, pins to trucks and rolling stock. Most efficient methods approved by the DEMIL Coordinator will be accepted. Depending on the items, use of Shredders, Scrap Handling Equipment (Fuchs) or torch cutting or smelting may be the most efficient way to process the items.

(b) Yes, one unit price per pound should be quoted.

(a) Page 6 FCS DEMAN is intended at various FCS.

(b)Could you specify what to be demilitarized at FCS Sasebo?

(a) DEMAN will not be required at Forward Collection Sites.

Containers are not prepositioned at FCS permanently. If containers are required, it will be determined by the contractor at the time the pick-up is scheduled.

As specified in F.7 (a), Work on weekends, after hours, and American and or Japanese holidays shall only be performed with prior CO approval and contractor concurrence.

May we understand that On-site Technical Representative to be stationed at each DLA Disposition Services while Contract Manager and Alternate Contract Manager may stay at the main office?

This is correct. An On-Site Technical Representative is required to be at each site.

CLIN0005 Textile Categorized in No. 1 Positive and SSI Reference "KOMI-BORO" May we expect salable goods under CLIN0005?

There is market for cotton and natural material that could be recycled normally as SSI reference "KOMI-BORO" practically means cleaned clothing made of cotton. May we understand used carpet and curtain of synthetic will not removed under this CLIN?

Carpet and curtains will be offered under CLIN 0038.

Removal FCS Draughon Range for CLINs 29, 30, 32 and 34 not scheduled?

29NA, 30NA, 32NA and 34NA need to be quoted?

These CLINs are not anticipated at this time.

43MD Description ……. "at DRMO Okinawa" There is an error. "at DRMO Okinawa" In 43MD description should be deleted. The Schedule of Prices was corrected. See Amendment 0004.

There appeared 2033KB between 2032OA and 2034WA, which read 2033WA? There is an error. 2033KB should read 2033WA. The Schedule of Prices was corrected. See Amendment 0004.

How should the price schedules be filled in? Would you give us the sample of how to fill in form?

Instructions and examples are provided in Section B.10 of the solicitation.

How should we bid for the materials? Is there any formatted document for the bid? If there is, will you give us a sample?

Offerors should include material costs in their proposed unit price for each contract line item.

What does the difference between Base Period, 1st Option Period, and 2nd Option Period? Also, will Extended Total be the sum of the each period?

1. The Base Period is the first 18 months of the contract. In accordance with FAR 52.217-9 Option to Extend the Term of the Contract, located in Section I.37 of the solicitation, the Government has the unilateral right to extend the contract for another one or two 18-month periods The total duration of this contract including the exercising of any options under this clause shall not exceed 54 months.

2. Yes, the extended total is the sum of each period.

Will you give us the all required documents for this bid? Yes, all required documents for this bid are available at the Federal Business Opportunities website under SP4530-11-R-0001. Documents available include the solicitation, amendments, price schedules, and attachments.

On site visit, we could not ask about the material to the person in charge of site visit. Should we place all the questions to you which are related to this bid?

Yes, in the letter to All Prospective Offerors dated April 26,2011 (included with the solicitation), it states in part, "Offerors shall submit all questions regarding this solicitation to the Contract Specialist at email:

nolan.horimoto@dla.mil no later than 4:00 p.m. Hawaii Standard Time, May 18, 2011." This due date has been extended to 4:00 p.m. Hawaii Standard Time, May 30, 2011 by Amendment 0004.

Can I put the “0” as % of Index for Category 1 and Positive/Negative Fixed Price for Category 2?

Because there is a known market for Category 1 CLINs which are identified on the Shigen Shinpou Scrap Index, the Government anticipates a positive return for these commodities. Contractors decide how to bid each CLIN. A positive, negative or 0 fixed price on a Category 2 CLIN will be accepted.

For the wood scrap disposal, should we place the worker for shredding the wood scrap?

The resultant contract will be performance-based. It will be up to the contractor to determine the number of employees needed and how to best accomplish the job at each location.

(a) On the price schedule CLIN# 1009KA, will the actual quantity of the brass increase from the estimated quantity?

(b) Also, on CLIN# 1037KA, are there any cartridge cases which are not being certified that may still have flammable materials inside?

(c) Also, if there are duds, can we refuse to collect?

(a) Quantity estimates are based on historical generations along with future anticipated requirements. At this time these estimates are accurate. As the quantities are estimates and customer requirements do change over time, all CLINs may fluctuate. Contractors are reminded this is an Indefinate Delivery, Indefinate Quantity, Service contract.

(b) All expended cartridge cases turned into DLA Disposition Services require inert certifications.

(c) In the event live rounds, or potential live rounds are found, the contractor should follow procedures in Section C.13.1.

(a) Do you measure the numerical value of PCB and radioactivity?

(b) If you do, can we get the document for evidence?

(a) - (b) Articles with PCBs or radioactivity are not part of this contract.

DLA Disposition Services does not accept property containing radioactivity.

Detection equipment is used to screen property.

On the page 10 of RFP SP4530-11-R-0001, it says, “PAGES 10 TO 49 (40 PAGES TOTAL) ARE RESERVED FOR THE PRICE SCHEDULE”. Are there any other documents that should be in those pages?

No, the statement on page 10 of SP4530-11-R-0001 is intended to make offerors aware that the price schedules (pages 10 to 49) are provided as a separate document.

If we put the cost of labor into the disposal cost for computers and electronic equipment, do you pay for additional labor cost if the weight of computer and electronic equipment is less than the estimated quantity?

No, the Government will only pay the cost (price/pound) for the actual quantity disposed. The estimated quantity in the price schedule is an estimate for the entire 18-month period. Each month, if the service is needed, a task order will be issued for the CLIN and estimated quantity to be disposed of during that month. At the end of the month, a task order modification will be issued to reflect the actual quantity disposed. This will be the basis for payment.

We understood that we are asked to give you the estimation for total cost of site management and the disposal fee of industrial waste and purchase of scrap materials. Please guide us if there are any misunderstandings.

Offerors are being asked to submit their proposed unit price for the Management of Scrap Collection Site contract line item(s), proposed % of index for each Category 1 contract line item, and proposed fixed unit price (could be positive or negative) for each Category 2 contract line item. The spreadsheet will automatically calculate the offeror's total proposed amount for each period and total proposed amount for all three periods combined. Offerors must bid on all contract line items within a price schedule and must bid on all three periods (base period and 1st and 2nd option periods) for that price schedule. There are four price schedules;

one each for Iwakuni, Misawa, Okinawa, and Sagami.

On the Price Schedule Form for Okinawa, estimated quantities for both Full and Limited Management fee of Scrap Collection Site for all 3 periods are “9” months. Shouldn’t it be 18 months?

The Schedule of Prices for Okinawa was changed. There is only one CLIN now (Limited Service). The estimated quantity is 18 months for each period.

0009WA Index Price (\231); on the other hand, 0009OA (\134) The correct index price for both CLINs is (¥231). The Schedule of Prices was corrected. See Amendment 0004.

Could you provide us past record about any types of wastes on this contract during the first contract period?

See Attachment 12, Workload History.

Is there anything else required in the bid besides the following:

Will the winning bid prices be posted after awarded? An award notice will be posted in the Federal Business Opportunities website.

What kind of qualification/certifications/licenses are required for Okinawa? Prospective offerors are responsible for knowing what permits and licenses are required to operate in each location.

Does disposition of refrigerators and TVs have to follow Japanese Law? Yes. All commodities regulated under Japanese law must be followed.

59 Is it possible to demolish refrigerators and TVs inside the base? No.

Is it possible for the contractor to bring their own equipment and machines on base to perform needed operations?

Yes contractor's may bring in their own equipment and machines in support of this contract. See Sections C.1.2 and C.15.1.

What recycle percentage rate are you looking for? The Government does not specify recycling rates. The contractors processes for reclamation and recycling determine recycling rates.

For Government-owned Dual-use equipment, the Government provides.

(a) What are the differences of the U/M for the refrigerators, there are two U/M; EA and LB in CLIN.

(b) Is it a restriction by Home Appliance Recycling Law? I would like to know the differences between them.

(b) The Government prefers U/M in pounds where allowed.

In Japan, there are many restrictions about the environment. They are for the cars, the refrigerator and so on. In the DLA, are they acceptable or not?

Contractor's are expected to understand and comply with all Japanese recycling, disposal and environmental laws under this contract.

There are some restrictions in the method for disposal in Japan. But there is no restriction in proposal of disposal. Do you think a competition is propriety?

Contractor's processes, methods and operations will not be shared with other competing companies.

Though there are a lot of techniques on DEMAN, is the technique specified by the properties?

No, the techniques are not specified by the Government, however, a Mutilation Certificate signed by approved verifiers and certifiers must be provided upon completion.

The description for CLIN 0043 MD is incorrect. Performance is in Misawa not Okinawa. The CLIN description was corrected. See Amendment 0004.

(a) DEMIL and DEMAN are checked by weight, are they checked before the work or after?

No, in accordance with Section M.12(b), each price schedule (one for each DLA Disposition Services site) will be evaluated independently.

The offer (A) bid for four bases, and the other offer (B) do for one base. If B is more excellent than A, is it contracted to B only by one base, and do three bases of the remainder become contracts with A?

The evaluation process is a lot more in-depth than what is included in the question, but in simple terms, yes, your assumption is correct.

75 In Misawa, how and who will remove much snow in winter? Snow removal is part of maintaining scrap collection sites.

When the company who can buy the goods in negative price (e.g. wood scrap) by having value shows up after it contracts as waste (inverse onerous contract) or the market as the valuable resource is formed, might you be separately marketed with BA (basic agreement) etc?

As stated in B.9 (c), an objective of this contract is to decrease disposal costs. In the event a negative CLIN item is found to have a postive market and the winning contractor does not elect to offer a proposal, the Government may elect to market the item outside of the contract.

77 Could we use the fax copier, LAN and telephone line in each DRMO? No. See section C.19.3.

If the measurement at DRMO and Disposing facility are different, which is to be final weight of invoice?

As specified in Section C.2.2, the weight, agreed to by the contractor and the Government representative at the time of removal, shall be the basis for invoice payment calculations. Government scales are calibrated. In the event of an issue after removal, notification to the CO and COR shall be made.

By when does it only have to be prepared permission necessary for the contract?

In accordance with Section L.38(a)(1), "Offerors are required to possess all required transportation and disposal facility permits prior to contract award."

We are trying to ask our past contractors to answer the past performance questionairre, but we encountered some difficulties. The could not send you E-mail directory due to their strong security. So, if you ask them about our past performance , they could answer. Therefore I would like you to confirm to our past contractors (we will give you their information), or are there some good ways about his matter?

Please ask your references to use another computer that will allow them to email their past performance questionnaires directly to the Contracting Office.

For quantities of materials on each category, are these quantities for each 18 months period?

Each DLA Disposition Services site (Okinawa, Iwakuni, Sagami and Misawa) has a separate price schedule. For example, Schedule 1 is for Iwakuni, Schedule 2 is for Misawa, etc. Each schedule is broken down into the Base Period, 1st Option Period and 2nd Option Period. Estimated quantities are specified for each 18-month period of each schedule.

If there is an addition of staff(s) on particular work which requires more hand, are we allowed to request additional payment from government?

No, this will be a firm, fixed price contract which means once the contract is awarded, the unit prices are fixed.

On page 57 of SP4530-11-R-0001 form, what is the definition of "five-year plans." What does this stand for?

This is referring to the Statistical Survey of Industrial Waste Disposal by the Japan Industrial Waste Technology Center, implemented every 5 years.

Should we include all the labor cost on the site management fee? The Management of Scrap Collection Site fee should include all costs (labor, material, equipment, transportation, supervision, etc) associated with managing the scrap collection site.

(a) Regarding the holiday observations, should we obtain all US/Japan holidays?

(b) Also, if we work on holidays, are we going to be paid extra wage for the works which are not weight-based?

(a) American and Japanese holidays specified in Section F.7 should be observed. Work on holidays shall only be performed with prior Contracting Officer approval and contractor concurrence.

(b) No additional compensation will be paid for any work performed on holidays.
