9A. AMENDMENT OF SOLICITATION NO.
9B. DATED (SEE ITEM 11)
13. THIS APPLIES ONLY TO MODIFICATIONS OF CONTRACTS/ORDERS.
IT MODIFIES THE CONTRACT/ORDER NO. AS DESCRIBED IN ITEM 14.
Amendment issued to answer received clarifications/questions, and to make one (1) additional PWS correction as follows:
Q.1. How many removals took place over the last 2 years per location?
A.1. The number of removals over last two years was 13; by country, it was seven (7) in Bahrain, three (3) in each of Oman and UAE, and zero (0) in each of Jordan and Saudi Arabia. Note, however, that past quantities of removals are not necessarily an indicator of future expectations.
Q.2. What is the average tonnage per removal?
A.2. The average tonnage per removal (for these 13 removals over the last two years was): 47 tons.
Q.3. Who is responsible to provide proper packaging wrt UN Rated drums and boxes according to ADR/IMDG standards?
A.3. The Government supplies drums and boxes for waste accumulation. PWS 9 requires the contractor to ensure the containers comply with applicable transportations laws and regulations, such as ADR/IMDG, and furnish all required materials for repackaging if necessary.
Q4. Is there any customs support on bases?
A.4. There are no known customs office on the bases/locations identified in Attach 04 (Gulf Pick-up Locations). The purpose of customs offices on military bases is to service personal-level requirements of military personnel stationed/based there, and generally not for commercial customs support. The presence or lack of presence of a customs office on a base does not relieve the duty of the contractor to meet its import or export clearance or tariff obligations necessary for the transportation of any of the materials identified for removal services in this solicitation. The commercial customs rules and practices vary by nation, and generally administered by corresponding Ministries of Commerce & Trade or Interior. Commercial customs offices and services are widely available (and located at nearly all ports of entry/debarkation) in all five countries of this solicitation.
Q.5. Are there any separate contracts existing which cover waste items listed in this solicitation?
A.5. This DoD contracting office has not let a separate contract, nor does it have cognizance over any other contract, for the waste items indicated in the schedule for this solicitation across the sites indicated in this solicitation; that does not guarantee there are no such commercial or other government agency contracts in place.
Q.6. Which locations do not allow the use of 40 ft containers?
A.6. At this time, only the Oman site does not allow use of 40-ft containers.
Per the note in Sec 1.3.2 (p. 12), Only 20-ft. containers may be used in Oman. The U.S. Government (USG) is aware of the inefficiencies and potentially uneconomical pricing caused by this constraint; however, there is presently no capacity to handle other than 20-ft containers in Oman site(s).
Performance Work Statement (PWS) correction:
PWS 2.2.g (discharge of inert gases) refers to a ‘Section 7.7-2c’ within DLAI 4145.25 (Attachment 9); that should just read ‘Section 7-2’ of the DLAI 4145.25. There is no Section 7.7-2c.
The solicitation closing is not extended at this time.
