QUESTIONS AND ANSWERS:
1. Question: Page 3 of 29 of the solicitation item 8 requests a cost breakout of a long list of line items. What format and what type of cost breakout are you asking for, what are the cost categories?
Response: FAR 15.403-3 allows for other relevant information regarding the basis for price or cost, including information on labor costs, material costs and overhead rates may be requested.
Provide any supporting data for your quote to include the composition of elements and cost that make up your CLIN pricing. Provide subcontractor quotes for disposal cost or transportation if available. Provide your overhead and G&A rates. Provide your direct labor rates and a brief description of the position. In addition, for management services CLINs please provide a brief description of what is provided for your price (example for tank cleaning number of employees number of hours, etc).
2. Question: Why is a cost breakout other than cost and pricing data requested for a competitively bid firm fixed price contract?
Response: The intent of this solicitation was to award without discussions. There are many variables to CLIN pricing from firm to firm and many times we have a difficult time in justifying fair and reasonable pricing and determining that a price is not considered unbalanced. This is being asked to assist with unbalanced pricing and determining fair and reasonable pricing for an award. The CLINs identified are considered areas where there may be some difficulty with unbalanced pricing and the determination of a fair and reasonable price. The Government still reserves the right to hold discussions, with providing this information any required discussions will hopefully be kept to a minimum.
3. Question: Is Norfolk the Port of Entry (POE) for the seavans from Thule Greenland?
Response: Norfolk is the POE for seavans arriving from Thule Greenland.
4. Question: Can the Thule Greenland seavans be transferred to tractor trailers at the POE or must they be moved offsite to a transfer or TSDF facility for offloading?
Response: The contractor will pick-up seavans at the POE designated holding area for transportation to a transfer facility or TSDF. Transferring seavan contents into other trailers will not be allowed at the POE holding area.
Performance Work State Section 3.10. g. is amended as follows:
From:
g. Removal from CONUS POE shall be made in accordance with times discussed in Section 3.1. For CONUS shipments; prior to shipment for disposal, the contractor shall complete DD Form 1155 pickup report. Seavans/Milvans are approximately 20 feet long. Once the containers have been emptied at the designated TSDF, the contractor shall clean and return the empty Seavans/Milvans to a designated collection site. Historically CONUS collection sites have been at or near the pickup POE. CLIN 6609AB shall be ordered for the return of the Seavans/Milivan.
To:
g. Removal from CONUS POE shall be made in accordance with times discussed in Section 3.1. For CONUS shipments; prior to shipment for disposal, the contractor shall complete DD Form 1155 pickup report. Seavans/Milvans are approximately 20 feet long. Once the containers have been emptied at the designated TSDF, the contractor shall clean and return the empty Seavans/Milvans to a designated collection site within 30 days after pickup from the POE. Historically CONUS collection sites have been at or near the pickup POE. CLIN 6609AB shall be ordered for the return of the Seavans/Milivan.
5. Question: CLIN 6362 is for providing Performance Oriented Packaging (new) 55 gal and 85 gal containers. The costs for the two sizes are significantly different and this should be split into two CLINs. In addition, 55 gallon reconditioned drums are significantly lower in cost and meet the POP requirements for DOT. Would you consider allowing the use of reconditioned 55 gallon drums?
Response: CLIN 6362 will be removed from all options of the bid schedule to separate requirements for 55 gal drums and 85 gal drums.
CLIN 6362AA will be added to each option to procure 55 gal drums. The description is as follows: Provide Performance Oriented Packaging (POP) 55 gal drum (new or reconditioned) (must be DOT compatible with contents) [See 1.2.12].
CLIN 6362AA’s estimated quantity for each option period is 5 ea.
CLIN 6362BB will be added to each option to procure 85 gal drums. The description is as follows: Provide Performance Oriented Packaging (POP) 85 gal drum (new or reconditioned) (must be DOT compatible with contents) [See 1.2.12].
CLIN 6362BB’s estimated quantity for each option period is 5 ea.
6. Question: What is the percentage of AFFF in the waste covered under CLIN 9906FF? Please provide a profile for the waste.
Response: see COR provided profile
7. Question: Are the management services at Elizabeth City CLINs 6609 CE and 6609CF ordered in conjunction with removal services at the same location?
Response: Removal services will not be ordered in conjunction with CLINs 6609CE and 6609CF.
8. Question: I did not see Elizabeth City (NC?) listed as a pickup location in the solicitation. Will waste be removed from this site as well as onsite services being provided?
Response: The following Elizabeth City pickup location will be amended to the pickup locations listed in the solicitation:
Base Support Unit Elizabeth City 1664 Weeksville Rd. Bldg 61 Elizabeth City, NC 27909
9. Question: CLINs 9407 BT and 9407BU identify that they are to be used for bondcote tents above and below 6000lbs respectively. The reference clause does not specify what the weight relates to, is this per rolloff and is it per rolloff of a specific size or is it relating to the Task Order removal amount?
Response: The weight is in reference to the total weight of bondcote tents as identified in the Task Order removal weight. The bondcote tents have historically been stored on pallets. If the government anticipates the overall weight of bondcote tents to exceed 6,000 lbs, CLIN 9407BT will be ordered. If the government anticipates the overall weight of bondcote tents to be 6,000 lbs or below, CLIN 9407BU will be ordered. The government does not guarantee that the bondcote tents will be stored on pallets when removal/disposal services are ordered under CLINs 9407BT and/or 9407BU.
10. Question: What is the significance of the CV suffix for CLINs 7007CV and 7012CV? How are these two CLINs different from 7007 and 7012?
Response: Craney Island does not require a separate CLIN for services for removals so CLINs 7007CV and 7012CV will be removed from all options of the bid schedule.
CLIN 7007’s description will be amended to each option as follows: Transformers > 500 ppm PCBs.
CLIN 7007’s estimated qty for each option period will be changed to 16,000 lbs.
CLIN 7012’s estimated qty for each option period will be changed to 5,400 lbs.
11. Question: What is the difference between CLINs 9800UA and 9800UK?
Response: CLIN 9800UA was a duplicate and will be removed from all option periods of the bid schedule.
12. Question: The ERS data indicated that a significant quantity of BDUs were being shipped under this contract from the Warner Robins DLA Disposition office at Robins AFB GA. This is not a pickup location listed on the solicitation. Will this continue in the future?
Response: Warner Robins AFB will be added as a pickup point to Norfolk’s solicitation to temporarily cover BDU and bondcote tent requirements until a new Warner Robin’s HW contract can be awarded. The Warner Robins BDU requirements will be included in the new Warner Robins HW contract so Norfolk’s HW contract services will no longer be necessary at that time. The new Warner Robins contract is anticipated to be awarded in approximately 6 months. In anticipation of Warner Robins utilizing their own services once the new Warner Robins HW contract is awarded, the Norfolk bid schedule’s estimated quantities for CLIN 9904BX is being adjusted to an estimated 400,000 lbs per option period.
Pickup Point for temporary service at Warner Robins is as follows:
| DLA Disposition Services Warner Robins |
| Warner Robins AFB |
13. Question: CLIN 9904CM, and 9904ST requires direct shipment to the TSDF for incineration. Will there be a minimum volume per pickup, if so what would that be? Will these be ordered on a separate Task Order?
Response: The government does not guarantee a minimum volume per pickup. The government does not anticipate ordering CLINs 9904CM and 9904ST in conjunction.
14. Question: CLIN 6609 has a not to exceed amount of $5,000 in the extended amount column of the price schedule, does that mean we do not enter a unit price or simply that we cannot enter more than $2,500 each?
Response: Bid Schedule CLIN 6609 No price is to be input. It is a reimbursable CLIN.
15. Question: Please provide an MSDS for the MRE heaters.
Response: see attached COR provided MSDS
16. Question: Are OBA’s under CLIN 9304BA spent or unspent? If they are unspent, can they be processed on site so that they can be shipped under spent.
Response: CLIN 9304BA can be spent or unspent OBA canisters. Unspent canisters cannot be processed on site.
17. In response to Oceana’s request, the following CLIN is being added to the bid schedule:

c. Each of the tanks listed above are underground storage tanks containing AFFF (Aqueous film forming foam) contaminated water. The waste is expected to be non-RCRA hazardous waste upon disposal. The contractor is advised that they may be required to remove this waste from the underground tanks above in addition to other underground tanks around NAS Oceana.
d. The frequency may be affected by operational requirements and weather. The anticipated volume to be removed on a single task order (TO) will be approximately 20% of the total volumetric capacity of each tank. The contractor may be required to remove waste from one, all, or any combination of tanks on a single task order.
e. When CLIN 9906FF is ordered the contractor is expected to perform within fifteen (15) days of issuance of the TO. This is an exception to the standard performance timeframe as specified in Clause F.3, however, it is not considered an expedited removal.
f. The contractor may be required to expedite the removal of this waste on a shorter timeframe than what is described in this section. CLIN 6332FF shall be ordered in conjunction with 9906FF when waste removal must start within seven (7) days of issuance of the TO. This is an exception to the standard performance timeframe as specified in DLA Disposition Services Instruction PERIOD OF PERFOREMANCE and 1.2.11. Minimum TO charges or quantity ordering limitations will not apply to a TO containing CLIN 6332FF. When expedited removal is required, CLINs 6332FF will be ordered based on the amount of waste to be removed. The unit of issue for CLIN 6332FF is each. One (1) each on a TO will be defined as up to 120,000 pounds in total weight.
