About this file

This document is an Amendment of Solicitation (Standard Form 30) for a Defense Logistics Agency (DLA) battery solicitation (SP3300-25-Q-0271), providing answers to 15 vendor questions about battery and charger specifications for industrial lift trucks. The solicitation seeks lead-acid batteries and compatible chargers for HYSTER and Raymond lift trucks, with average annual usage between 100-300 hours per vehicle. Key technical requirements include voltage compatibility (208V-480V), security restrictions prohibiting Bluetooth-enabled devices, and a preference for Thin Plate Pure Lead (TPPL) battery technology over traditional gel batteries.

The amendment clarifies critical vendor concerns, including power configuration, battery usage hours, charger compatibility, and security constraints. Vendors are explicitly prohibited from conducting site visits or directly contacting the customer, with all inquiries to be routed through the contracting officer, Heather Abbey. The chargers, manufactured by Eco Charge (model E973C-42), are UL-listed industrial battery chargers from New Zealand, with multiple output capacity configurations ranging from 525 Ah to 1250 Ah and input voltage ranges between 200-480 VAC, three-phase power.

DDNV Battery Solicitation

Question SP3300-25-Q-0271

Question 1 - Gel batteries are older technology. There are manufacturers who make them but most have moved on to better more efficient ways and will encourage you to use another product. Would these batteries be used in a heavy duty use application, meaning run for 3 shifts? If not we would recommend Thin Plate Pure Lead (TPPL). This technology was designed for the US Navy and they’ve been using it for 10+ years. Sealed, maintenance-free, still 99% recyclable. Would this be an acceptable alternative?

Answer 1 - I did some research on the TPPL industrial battery. From what I have concluded from it, the product the vendor is suggesting is an acceptable alternative.

Question 2 - What are the average annual usage hours of the lifts that these batteries are going into?

Answer 2 - The average annual usage is between 200 to 300 for the HYSTER model lifts. The average annual for the Raymond’s is 100 to 200.

Question 3 - Do the chargers for these batteries use 480 VAC 3-phase electric?

Answer 3 - Between 208V and 480V depending on the building they’re installed in.

Question 4 - Is it possible to confirm the make / model and ability to adjust programming on the existing chargers?

Answer 4 - Yes. We have the programming capabilities to do so. Please see attachments for data tags.

Question 5 - Would it be possible for a representative of the manufacturer of the battery we plan on quoting to speak with the end user regarding these questions?

Answer 5 - I, Heather Abbey, will be fielding all questions for this requirement.

Question 6 - Do they have current chargers for these trucks. I will need the information charger. We need this to ensure the chargers are going to be compatible with the batteries.

Answer 6 - Yes. Please see attached data tags.

Question 7 - Can you get pictures of the data tags in the chargers?

Answer 7 - Yes. Please see attached data tags.

Question 8 - Our vendor has asked to either (1) conduct a brief site visit or (2) speak with an on-site supervisor before finalizing charger specifications. Their rationale:

• Verify the facility’s power configuration (e.g., availability of 3-phase 208/240 VAC).

• Confirm expected forklift usage (whether it exceeds ~2,500 operating hours/year).

These details affect the safe, correct selection of battery/charger technology.

Answer 8 - No site visits or contacting the customer is permitted.

Question 9 - Is a site visit permissible for this requirement?

Answer 9 - No site visits are permitted.

Question 10 - If not, may we coordinate a short call with the facility POC to confirm power and usage details?

Answer 10 - Contacting the customer is not permitted.

Question 11 - If a POC is available, could you share their contact information, or would you prefer that we route questions through you?

Answer 11 - I, Heather Abbey, will be fielding all questions for this requirement.

Question 12 - Does the facility have 3 Phase 480VAC Power? This is key as the chargers cannot be changed once they arrive on site.

Answer 12 - Between 208V and 480V depending on the building they’re installed in.

Question 13 - If the facility does have 3 phase 480VAC Power, do they currently have x7 hookups for the x7 chargers? Not having enough hookups can add a substantial amount of expense for electricians to add them, even if the building has the correct power.

Answer 13 - We have enough chargers for the batteries being asked for. The lifts do not operate all in the same building. And are spread out to various other buildings.

Question 14 - How many annual truck hours does the facility average? For GEL/Thin Plate Pure Lead (TPPL) type batteries (both are zero watering batteries), anything over 2500 annual hours may be to much for the chargers to keep the fleet running.

Answer 14 - The average annual usage is between 200 to 300 for the HYSTER model lifts.

The average annual for the Raymond’s is 100 to 200.

Question 15 - Are there any security requirements concerning Bluetooth devices on the chargers/batteries? I know some facilities for security reasons cannot have any type of wireless smart features on the batteries & chargers. If you cannot have that for security reasons, Gel/TPPL batteries can still be provided, but will have to be reconfigured without the smart Bluetooth devices.

Answer 15 - Yes. There are security requirements and Bluetooth devices on batteries are not advised for this requirement.
