About this file

This is Amendment 0001 to solicitation SP3300-25-Q-0028 for E-Ration Supplies issued by DLA Distribution. The amendment adds requirements for a sample container (First Article) submission, updates the delivery schedule, and provides answers to vendor questions.

Key changes include: requiring submission of one sample shipping container within 15 calendar days after purchase order receipt; reducing delivery schedule from 60 to 30 days after receipt of order; clarifying fiberboard specifications must conform to type CF, class D, variety SW, grade V3c of ASTM D4727/D4727M; confirming the 8mil thickness requirement for bags; providing guidance on box orientation for loading into box erectors; and replacing Attachment 3 with updated E-Ration shipping box markings. The government will evaluate sample containers within 10 days of receipt and reserves the right to waive the sample requirement. The amendment also adds FAR clause 52.209-4 for First Article Approval and procurement note E05 regarding Product Verification Testing.

5. The following Procurement Note:

E05 Product Verification Testing (MAY 2020)

(1) Product verification testing (PVT) under this procurement note will only apply when the contracting officer specifically invokes it in writing. The contracting officer may invoke PVT at or after contract award. If the contracting officer invokes PVT at contract award, the contract will explicitly state this testing requirement. If the contracting officer invokes PVT after contract award, the contracting officer shall notify the contractor and the cognizant DCMA ACO. The Government will perform PVT testing at a Government-designated testing laboratory.

(2) The contractor shall not ship or deliver any material until it receives notification of the acceptable PVT results, unless the contracting officer directs it to do so in writing The Government will provide the PVT results to the contractor within 20 business days after receipt at the Government testing facility, unless the Government specifies otherwise in writing.

(3) The contractor shall provide and maintain an inspection system acceptable to the Government in accordance with FAR Clause 52.246-2 or 52.246-3; and maintain and make available all records evidencing those details if requested by the Government. When the Government finds evidence of risk associated with the contractor’s sampling process, the Government may witness and evaluate the contractors sampling process. The contractor shall randomly select samples from the production lot(s), unless the contracting officer specifies otherwise in writing. The contractor shall ship the selected PVT samples with a copy of the system of record receiving report (i.e., WAWF, DD Form 250, or commercial shipping document) and the contractor’s signed DD Form 1222. The contractor shall prepare the shipping container(s) by marking the external packages in bold letters, “Product Verification Test Samples – Do Not Post to Stock," Contract Number [contractor insert] and Lot/Item Number [contractor insert]” adjacent to the MIL-STD-129 (latest revision) identification markings. The contractor shall use a hard copy of the system of record receiving report as a packing list, in accordance with DFARS Appendix F. The contractor shall mark the exterior of the shipping container in accordance with MIL-STD- 129 (latest revision), paragraph 5.11. The contractor shall send samples by traceable means (e.g., certified or registered mail, United Parcel Service, Federal Express). The contractor shall include the following in the interior package:

The contractor and Government may agree to dispose of samples not destroyed when the cost of the item does not justify the shipping expense. If the Government does not return approved samples that pass testing to the contractor, the Government will consider those samples as part of the contract quantity for payment and delivery.

(5) If samples fail testing, the Government may reject the entire contract lot from which the contractor took the samples. The Government may, at its discretion, retain samples that fail testing without obligation to the contractor.

(End of Procurement Note)

6. Paragraph 7 Delivery Schedule. The delivery Schedule has been changed from 60 Days After Receipt of Order to 30 Days After Receipt of Order.

7. Attachment 3 – UGR E-Ration ACR Shipping Box is deleted and replaced with Attachment 3 – E-Ration Shipping Box Markings.

8. Answers to vendor questions are provided as follows:

Question 1. Class D listed in the description and V3C are not the same. A Class D box is normally considered Domestic and is a non mil spec box. Please clarify the specification.

Answer 1. The fiberboard shall conform to type CF, class D, variety SW, grade V3c of ASTM D4727/D4727M, Standard Specification for Corrugated and Solid Fiberboard Sheet Stock (Container Grade) and Cut Shapes.

Question 2. It is also mentioned the Class D box has to be left-handed. Just so you know, this part has nothing to do with the construction of the box, only the orientation of how the user positions the box before loading.

Answer 2. The following pictures illustrates how the E-RATION outer boxes to be bundled and shipped. The first picture below illustrates how the boxes are loaded into the box erector. This is how UGR is requesting the boxes be bundled and shipped.

Referencing the picture below, when the boxes are loaded into the machine, the long side must be running left to right followed by the short side (end of box) to complete the run on the inside. This allows the suction cups to grab the long side and open the box to begin the assembly process. When assigned staff load the bundles into the machine from the pallet on which they were shipped, they should be facing a short side (end of box), followed by a long side facing them as illustrated in the picture below.

To provide a contrast from the picture above, if the boxes are bundled and shipped as illustrated in the 2nd picture, staff will be required to open and reverse the boxes to match how they look in the 1st picture.

Question 3. About the bags, the mil thickness is .0080. An 8mil thickness bag is not possible. Can you verify if that is correct?

Answer 3. This is the correct thickness for the bags

Question 4. We need clarification on the assembly requirements. Are you able to send a complete assembly diagram that contains all the components that should be assembled in the 19-3/4 x 15-3/4 x 9-3/4 shipping box? It would also be helpful to have a picture of the assembled components.

Answer 4. Picture of the assembled components.
