The following questions and answers are hereby included into SP3300-24-Q-0231

1. Is this contract allowed to be leased/ subcontracted out by the contractor?

Yes as long as the vendor can accommodate what is required.

2. Is this a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, what is the current/previous contract number?

SP3300-23-P-1128 Witmer Public Safety Group Inc, this was not for a mobile service, this was for the items being sent out to be cleaned.

3. How often would be dropping off at location?

We are requesting a MOBILE service where your company would come on base for the service. We will not be sending any items out unless it is not the regular scheduled cleaning.

4. Can you confirm is this is a 1 year contract and what does J/B mean?

Yes this is for one year and done twice in one year. J/B means “job” so the quantity is 2 because it will be done twice a year for 1 year.

5. Is it just jackets and pants?

• The cleanings will consist of pant and coats as well as liners.

6. Is this solicitation for small business set aside or unrestricted? Set aside for small 100%

7. SOW states “Defense Logistics Agency Installation Management at Susquehanna Fire Department (DM-FSSF) is seeking a third-party vendor to provide the department with advanced cleaning, inspection and repair for firefighter protective gear (PPE).” The current edition has two types of inspection – Routine & Advanced. Routine inspection is to be performed by fire fighters and is not a NFPA 1851 3rd party verification requirement for ISPs. Please confirm the level of inspection for this solicitation is advanced inspection. Routine and Advanced cleaning

8. If advanced inspection is the level of inspection to be performed, please confirm the following shall be performed by the vendor during service:

• NFPA 1851 water penetration barrier test shall take place after advanced cleaning has been performed. Yes / No

• NFPA 1851 water penetration barrier test (as defined in section 12.3) is to be performed on the moisture barrier only. Testing through both thermal and moisture barrier at the same time is never permitted. Yes / No

• NFPA 1851 water penetration barrier test (as defined in section 12.3) requires a minimum of six tests on the moisture barrier – three individual tests on a body panel and three individual tests on material that has a seam. Yes / No

• Requirement for the contractor to circle the test area and write the month/year the water penetration barrier test was performed with permanent marker on the inside membrane of the moisture barrier for each test performed. Yes / No

9. SOW states “The vendor is required to come on site, Defense Distribution Center, Susquehanna, and perform this service.” The current 2020 edition of NFPA 1851 requires individual verification for each mobile unit. For example, if an ISP has a total of three independent mobile units, EACH mobile unit is required to be 3rd party verified according to NFPA 1851. It’s important to note some mobile unit providers have franchises. How will DM-FSSF determine compliance of mobile unit (and if a franchisee) to ensure the individual unit is currently 3rd party verified at the appropriate level of the current edition of NFPA 1851 to perform services defined in this SOW? Verify with vendor that their cleaning equipment meets the NFPA requirements- this is not different if we send out to a brick and mortar shop we can have the company provide proof

10. Please define “major repair” and provide examples for what is deemed a “major repair”

11. Please define “minor repair” and provide examples for what is deemed a “minor repair”

12. Will DM-FSSF release vendor from liability if minor repair(s) identified are not completed and gear is returned to active service? Yes, if a deficiency is noted the gear will be taken out of service for repair if the causes any type of safety concern

13. Will DM-FSSF place gear in need of repair(s) out of service until repaired? Yes, if the need arises

14. SOW allows gear in need of repair to be shipped to have repair(s) completed and returned to be placed back into service. Is there a defined turnaround the vendor is required to meet? No defined turn around time

15. Majority of gear serviced will require some sort of safety related repair. Is it permitted for a vendor to also provide cleaning and inspection offsite as it only adds 1-day to the overall process? Cleaning must be done on site

16. Is DM-FSSF definition for a set of gear: Coat, Pant, Helmet, Hood, Gloves, & Footwear? All of the aforementioned

17. Is the solicitation for 168 sets of PPE to be cleaned/inspected twice a year for a total of 336 sets per year? 84 sets twice a year for 168 total

18. How many stations? How many firefighters? 1 station 42 total personnel

19. What is the work schedule for the department? Firefighters work a 48 hour on and 72 hour off rotating schedule. Administration work 1 24 hour shift a week

20. Is the price requested on pg. 3 (Schedule of Services) for 1 set (Unit Price) and a total of 336 sets per year (Extended Total Price)?

On page three would be the price per Job (JB) which is done twice a year (QTY 2) and the extended total price would be how much it would cost for the entire year. I.E 84 sets each “job” for a total of 168 sets

21. Are there any special requirements for a Franchisor to assign work to a Franchisee?

That they are able to clean the gear to the NFPA standard on site.
