QuestionAnswer
Please clarify the period of performance. Tab 11 states a one-year period of performance; Attachment 1 states a one year base period, with two options periods of 2 years eachj for a potential period of performance of 5 years; and Attachment 2 only provides pricing for the Base Year Period of Performance. The PWS' Period of Performance section is reflecting previous POP language that the site/J6 had determined. The latest/valid POP from DLA Distribution Contracting (J7) is a one year (1 YR) POP - which aligns to both Tab 11 & Attachment 2
If the Government is seeking a period of performance beyond one year as is suggested in Attachment 1, PWS, how will the Government seek Contractor pricing?(See Above Answer). Disregard any POP language greater than one year (1 YR)
May the contractor keep a appropriately placarded corporate work truck at the DDRT site during non-working hours?Yes, contractors may park placarded work vehicle in Bldg. 499 West parking lot.
Is remote access authorized for the Systems Administrator?Any DDRT ESS systems that are currently operating in a standalone, isolated, or non-DLA network based configuration will not have remote access capabiliites - and none will be authorized to be configured.

The only authorized remote access for DDRT ESS systems for the Systems Administrator will be via upgraded/migrated systems that reside on an approved DLA network and infrastructure. Remote access for these systems will be provided via DLA adminstrative accounts requested through DLA's Account Management and Provisioning System (AMPS)

Who is the manufacturer of the Mechanical Gate System?Lyft Gate
Please describe the preventative and corrective maintenance activities for the Mechanical Gate system?N/A
Can the Government provide an equipment list of all devices, by building, covered under this contract?See attachments.
How many after hours corrective maintenance calls were initiated by DLA during the last 12 months?N/A
What version of Lenel is DLA currently using?LENEL OnGuard v7.6
When do the Software Support Agreements expire for the following systems: Lenel ACS, Bosch CCTV?Due to the age of the USACE contract, any DDRT ESS Software Support Agreements (SSAs) are expired as of January 2023 (or later).
The PWS states that hardware and software modified by the contractor must be warrantied for one year. What modifications constitute cause for a one-year warranty for existing equipment?

Operational legacy equipment that is physically moved/relocated, involved in a network migration, or has its software significantly modified (IE - Firmware updates, patching, or other SW updates/changes) would constitute a need for warranty. Any warrantied time would not count against applicable contract CLIN hours

Exceptions would apply to any HW/SW that is past any end of life (EOL) or other official support expiration dates by the manufacturer The PWS states "The Contractor shall harden systems using a scan, fix, scan methodology remediating findings IAW current DOD, DLA and Defense Information Systems Agency (DISA) standards. This includes automated and manual STIG application, Assured Compliance Assessment Solution (ACAS) scanning and any other hardening efforts required to make the system ready to connect to a DOD network."

Will the Key Personnel System Administrator have access to complete ACAS scanning or will ACAS scanning be completed by the DLA Cybersecurity Technology team? For systems/equipment that are located on approved DLA networks/infrastructure - ACAS scanning will be completed by the DLA Cybersecurity team utilizing DLA's ACAS infrastructure. Scan requests and reports will be provided to the vendor as needed.

For any standalone, isolated, or non-DLA network based systems - the vendor will be required to provide any infrastructure, software, hardware, or capabilities necessary to meet ACAS scanning and reporting requirements.

The PWS states "As such, the Contractor must clearly identify “what” anticipated Government IT Infrastructure is required to host and operate the OT solution(s) and/or system(s) within the design documentation submitted for Government approval at time of award. These anticipated designs will be incorporated into the system CONOPs. The Contractor will be responsible for all installation, configuration, and deployment of the OT solution(s) and/or system(s) (including but not limited to) its subsystem(s), application(s), and patch cabling, if required." Will the government provide design documentation and requirements associated with the OT facilities, supported systems, and existing solutions? Section 3.3.2 outlines the requirements for two (2) scenarios:

Scenario 1 - DLA OT Network/Infrastructure (Preferred):

"In general, the DLA expects to furnish the IT Infrastructure to host the OT solution(s) and/or system(s) (including VLANs, and Virtual Machines (VMs))"

HW, SW, and other equipment for ESS systems are installed (for new systems), or are migrated into (for existing/legacy systems) DLA's Operational Technology Network (DOTNET) environment and utilize the IT infrastructure therein. In this scenario, the requirements for ESS system/application infrastructure are listed further in the same PWS section (Sect 3.3.2, pages 8-11).

Scenario 2 (Uncommon)- Standalone, Isolated, or non-DLA Network/Infrastructure:

In general, the DLA expects to furnish the IT Infrastructure to host the OT solution(s) and/or system(s) (including VLANs, and Virtual Machines (VMs)) unless there is a hardware, compatibility, or mission issue preventing it.

In this scenario (where a HW, compatibility, or mission issue prevents the usage of the DLA DOTNET environment/infrastructure outlined in Scenario 1), the vendor must provide DLA with any IT infrastructure requirements needed to support the vendor's planned standalone/isolated system installation and configuration (if any exist). If a completely isolated system installation is planned by the vendor (which requires no GOV IT infrastructure/support), then no action is necessary to provide required DLA IT Infastructure requirements for approval. In this case - the contractor is responsible to provide all aspects of the installation, configuration, and deployment of the ESS systems (HW, SW, networking, cabling, etc.). The vendor must provide documentation in their proposal that identifies and explains any requirements for this scenario to DLA J6 for review/approval prior to contract award.

Can DLA provide the drawings/diagrams for all buildings to include requirements for connecting to the network? Is this request asking for building drawings for each ESS system, or for DLA J6's network diagrams for each building, or both?

It is unlikely that network diagrams will be provided for each building, but based on the vendor's installation/sustainment plans - coordination with DLA J6 for network locations and support can be made as needed.

"The Contractor shall provide installation and/or maintenance support to include, but not limited to, daily operations testing, cybersecurity support and artifacts, upgrades, patches, migrations, enhancements, inspections, and corrective and preventive maintenance." Will the government provide clarification of Installation requierments including scope to enable appropriate pricing or will installations be as needed with scope and pricing determined at a future time after award?Based on DLA Distribution Contracting (J7) guidance - this contract will be limited to maintenance/sustainment support only. No new installations/expansions will be included or required in the contract scope. The contractor will need to plan on pricing for regular PM/RM equipment replacements. If any installations are determined to be required later (after award), scope/pricing can be discussed and determined at that time.
Is the post award kick off meeting required to be onsite or can it be attended virtually? This can be virtual (remote/offsite), provided all the necessary information is available/provided to conduct an effective and productive meeting
Will the monthly In Process Review(IPR) meetings be an onsite requirement or can they be virtual? This can be virtual (remote/offsite), provided all the necessary information is available/provided to conduct an effective and productive meeting
Will a secured space be provided to store spare parts and equipment like tools/ladders etc.?Yes space can be provided
Is this list the entirety of the ESS equipment covered under the Sustainment contract? It appears the list only contains 7 of 23 buildings. Please confirm.See attached email
Can DLA confirm if the current network is on a stand-alone system or connected to DLA's network?Currently, the CCTV and EKC systems are fully stand-alone/isolated and are not connected to a DLA network. LENEL is the only system operating on a DLA network, but due to the system not meeting the DLA IT/cybersecurity requirements at the time of installation - it was placed in an isolated VLAN of the DLA OT network and the layer 3 interface was removed to ensure no communication was possible into, or out of, this VLAN. Due to this - there is no remote access or other supporting network/IT infrastructure available or authorized for the LENEL system.
Please provide the Dongle ID for the Lenel OnGuard v7.6 currently being used.I do not know the Dongle ID.
Does this attachment represent the only CCTV cameras covered under the Sustainment contract? It appears this list only covers the Parking Areas.See attacked email.
Will the Government please define its inbound email file size restriction for receiving electronic proposals?Email size should not be an issue for this requirement.
Is the ESS & EKC currently under sustainment? No
Who is the incumbent contractor providing the sustainment?N/A
Is the existing system documentation, configuration management, cybersecurity, and maintenance up to date?No
Please provide a list of equipment to be maintained under this PWS. Without a list of equipment a valid estimate is not possible.See attachment
Please provide a list of equipment to be maintained under this PWS. Without a list of equipment a valid estimate is not possible.See attachment
Is the ESS cyber accreditation current as described under the PWS?No
Is there an established ATO?No - Operational Technology (OT) systems are typically assessed under an LCRA (Lean Cybersecurity Risk Assessment) package. For systems with PII, or more complex aspects, an Assess and Incorporate (A&I) process may be required
