JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION
1. IDENTIFICATION OF AGENCY AND CONTRACTING ACTIVITY:
DLA Distribution-J7, 430 Mifflin Avenue, Building 430, New Cumberland, PA 17070.
2. NATURE/DESCRIPTION OF ACTION/CONTRACT TYPE (INCLUDING
ESTIMATED VALUE AND PERIOD OF PERFORMANCE):
DLA Distribution Operations has a requirement to purchase Voice Pick Supplies to support the Voice Pick Requirement being implemented, across DLA Operations.
3. DESCRIPTION OF SUPPLIES/SERVICES:
DLA Distribution J7 Contracting issued a Voice pick contract and is currently being implementing across the DLA enterprise. Voice Pick Supplies are a commodity that are being used on a daily basis by DLA operated warehousing and distribution sites. Since the DLA, operated warehousing and distribution sites cannot predetermine the precise quantities of Voice Pick Supplies that will be required during a definite period, a Requirements contract for a one (1) year base period with four (4) one-year option year periods shall be established whereby, upon receipt of a delivery order, the Contractor will deliver the specified Voice Pick Supplies at the quantities set forth in the delivery order. The estimated annual DLA operated warehousing and distribution sites’ Voice Pick Supplies requirements are detailed in the Independent Government Cost Estimate (IGCE) worksheet.
4. IDENTIFICATION OF STATUTORY AUTHORITY:
a. Only One Responsible Source/a Limited Number of Responsible Sources and No
Other Supplies or Services Will Satisfy Agency Requirements (FAR 6.302-1)
b. This J&A satisfies the FAR Subpart 13.501(a)(2) (ii) requirement to justify a sole source or brand name acquisition being conducted pursuant to test program for commercial items.
5. DEMONSTRATION OF CONTRACTOR'S UNIQUE QUALIFICATIONS:
a. The Voice Pick Supplies shall be Honeywell OEM brand name or approved by the manufacturer to successfully and safely operate, with the Honeywell Voice Pick Software. The Original Voice Pick contract, SP3300-18-D-5005, was put in place with Vocollect a Honeywell Distributor. Contract SP3300-18-D-5005 was awarded to a Honeywell Distributor supplying Honeywell Products that operate using proprietary Honeywell Software. Other product lines from other manufacturers cannot interface with products procured under the original Voice Pick contract. The specific manufacturer-approved Voice Pick commercial consumables can only interface with Honeywell Software; therefore, this follow-on requirement must look to Honeywell brand or from a Honeywell-approved manufacturer/distributer.

8. DESCRIPTION OF MARKET RESEARCH:
Market Research was conducted using NAICS Code 334220- Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. See attached Market Research report for results.
Further market research was conducted by the DLA Distribution Acquisition Project Analyst (APA) using Google. The purpose of the APA’s market research was to identify industry leaders and to gain an understanding of the supply chain for the mobile technology industry.
Determining the industry leaders was relatively straight forward. The APA found that Honeywell has an extensive network of value added resellers comprised of both large and small business concerns. http://hallways.cap.gsa.gov/app/#/gateway/beswt-class-bic/. There were no applicable vendors for the following NAICS Codes: 334220 found.
Customary Commercial Terms and Conditions Voice Pick Consumable items are a standard commercial product readily available in the industrial industry. Therefore, this acquisition for the purchase of Voice Pick Consumable items complies with the definition of a commercial item at FAR 2.101.
