Amendment 0004

Questions and Responses

The following questions have been submitted from industry regarding solicitation SP3300-20-R-5006. Each question has been redacted to ensure anonymity. The Government response is provide in the far right-hand column for each question.

Question Government Response

From everything I am seeing online, the truck below uses a 48V battery, not a 36V. Please re-confirm.

DDSP has older Drexel's that use a 36 volt battery. More information provided in #4.

You have also requested both “lead acid flooded cell” batteries and “GEL” batteries. We no longer manufacture GEL batteries, so please advise if you would like us to quote flooded, like the others.

If this refers to question number 1 - DDSP only utilizes lead acid flooded cell batteries.

3 This is also conflicting info. The Drexel SLF40 does not take an 18-100-23 battery. The Drexel SLF30 uses this battery. Here is what is used on the

SLF40.

Older Drexel SLF40's use 18-100-23, Standard lead acid flooded cell, 36 volt.

For the Oklahoma City DLA batteries-they list “waterless” batteries-in the 2016-2019 DLA contract "Low Maintenance/less frequently watered" type batteries were accepted --will this be the case for this RFQ and subsequent contract?

Yes

Gel means sealed maintenance free-no watering-Several of the Norfolk battery descriptions have both “ Battery GEL” and “Standard Flooded” in the description. These are mutually exclusive terms-the battery is one or the other-please clarify.

See revised Schedule of Supplies

Questions and Responses

Question Government Response

In the past few years, most of the major manufacturers have exited the Gel/Maintenance Free market as the commercial market has dried up-at the top of sales it was 2-3% of the battery market. This was due to: a. Gel batteries are intended for "light duty" operations (check per the manufacturers" product literature for verification);b. the higher cost of the Gel products the shorter life span (1-3 years), shorter warranties or "pro rata" warranties buyers found unacceptable; and the need for specialized chargers.

No response needed

Commercial users have gone to waterless/low maintenance batteries (as Oklahoma City DLA has and often add single point water systems with low water warning lights as New Cumberland DLA has) to make battery maintenance simpler while getting a longer life, more cost efficient battery that can use the same chargers as standard flooded batteries that are already on site.

We strongly suggest you revisit .this part of the RFQ for the Norfolk DLA batteries before amendments are made.

No response needed

8 Is this a Typo - Line 166 - 18 127 17---should it be 18 125 17? Yes - 18 125 17

9 Is the customer open to having flooded batteries quotes? Yes & No – to which you are referring

10 Please confirm the brand of watering system and water light. All technically compliant systems will be acceptable

Lines 67 and 145--the batteries for Oklahoma City say “waterless”--“waterless” is a brand specific term. In the 2016-19 award “low maintenance battery” was allowed to meet the “waterless battery” requirement. Low Maintenance batteries were supplied to Oklahoma City and accepted. Will that be allowed under this bid, i.e. will you accept that “waterless” means a “Low Maintenance/less frequent watered” battery?

Yes, low maintenance/less frequent watered battery is acceptable.

12 Norfolk Batteries--Gel means sealed maintenance free-no watering-correct? See revised Schedule of Supplies for updated information.

Lines 39, 46, 53, 60, 88, 95, 102, 109. 116, 123, 130--Several of the Norfolk battery descriptions have both “Battery GEL” and “Standard Flooded” in the See revised Schedule of Supplies for updated battery descriptions. 13

Questions and Responses

Question Government Response same item description. These are mutually exclusive terms-the battery is one or the other-please clarify.

14 Line 53--asks for an 18 85 23 EE and an 18 85 17 in the same battery description

18 85 17 EE. See revised Schedule of Supplies.

Lines 53, 60 and 88 all reference a Hyster E25XM2 but show different “tray” dimensions- is the 33.5 X 27.36 X 24H is correct for all three requirements?

No. Tray dimensions are specified in the CLIN breakdown on the Schedule of Supplies.

16 Line 39-There are no ‘tray” dimensions given for the 18 85 23 for the Hyster E45 XM-27-are Hyster’s specs - 36.86 X 27.36 X 24.41 are applicable?

Tray size 39 inch x 27.25 inch x 24 inch.

Battery weight - MIN 2300 MAX 3300

Lines 39, 53, 60, 95, 102, 123, 130 --GEL Cell batteries--the designation 18 85 21, 24-125-17 and 24-105-15 are not GEL battery--the 85, 105, and 125 AH cells designated are flooded cells. In the previous contract we were allowed to substitute the proper GEL battery closest to the designated battery, i,e, an 18 75 21 GEL” was substituted for an “18 85 21 GEL”. The 105 and 125 AH cells became 120 AH cells. This situation occurs for:

Line 39 18-85-23, Line 53 18-85-23EE, Line 60--18 85 17 Line 95 18-85-19, Line 123 24-D125-17, Line 102 24-G105-15, Line 130 18 85 21 EE shipboard rated This change will not affect the fit, form or function of the batteries-just the way they are designated in the Supply Schedule.

Yes, substitutions to the correct gel batteries are acceptable.

18 Line 165 18-87(sic)-17---should be 18- 85-17 typo See the revised Schedule of Supplies.

19 Line 130 850 AH 18 cell EE shipboard rated-- it’s not designated but based on AH and voltage we assume it’s an 18 85 21

No, it is an 18-85-17.

Questions and Responses

20 Vol 1-Technical Capability--Sub factor (d) - you ask for specific detailed info on battery cell composition, chemistries, weights, etc.--may the offeror attach technical documents and reference those documents to fulfill this requirement

Yes, technical documentation is acceptable.

21 Are the offerors required to provide labor services OCONUS? No 22 Will the offerors be required to provide cables for the batteries? Yes 23 Will the offerors be responsible for the removal/disposal/recycling of materials?

No

24 FAR 52.212-1 (c) text says prices will be held to the bid for 210 days after award--that implies a facility to increase prices over the course of the contract (as was included in the previous contracts). There is no provision for a price escalation in the bid document. Will there be a price escalator in this 5 year contract?

There is an Economic Price Adjustment clause in the contract to accommodate the fluctuating price of lead for the batteries.

25 Can you confirm the battery technology required for the two line items below?

It appears they are both Flooded Wet-Cell batteries with the only difference being terminal configurations. One requires a Threaded Stud (N00003264) and the other a SAE Automotive Post (N00003265).

BATTERY, LEAD ACID, 12V, 12-FPT-120, Battery, Lead Acid Deep Cell Volt: 12, Power Block 12-FPT-120. case is 13”x7”, 5/16th Threaded post, 155 amp hour rating for 20 hours, MHE: FKI Hybrid Crane 55,56,57 series Material Number N00003264, Crown Battery / 12CRV135

BATTERY, LEAD ACID, 12V, Crown CR-155, Deep Cell Volt: 12, case is 13.5”x6.75”, Standard automotive post, 155 amp hour rating for 20 hours, MHE: Cleco Hybrid Crane model 4D4 Material Number N00003265, Crown Battery / 12CRV135

Yes, the terminal information provided is correct

Both AGM and standard flooded lead-acid batteries are acceptable IF they meet all of the specification requirements.

26 Are you sure Norfolk wants an 18-85-17EE shipboard battery rather than the 18-85-21 EE shipboard they asked for in 2013 and 2015

Yes, the 18-85-17 EE shipboard battery instead of the 18-85-21 EE
