Amendment 0001

Amendment 0001 is incorporated into solicitation SP3300-18-R-0003.

Amendment 0001 is being issued to answer vendor questions seen below, provide revised drawings A102 Rev 1 and FS102 Rev 1 and Amendment 0001 Site Photos.

Vendor Questions:

Question 1: We started to fill out the WOSB form Attached with the bid documents. It is asking if we are a third party certified WOSB, it was our understanding that a self-certification was adequate for Federal projects. Is self-certification acceptable?

Answer 1: SBA does still accept self-certification, but we are now also required to check the WOSB Program Repository, as required by FAR 19.1505(e) The contracting officer must check whether the apparently successful offeror filed all the required eligibility documents.

Question 2: Reference SECTION L - INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS - Will the Government accept/evaluate projects for Prime Contractor experience or prime contractor past performance if the projects were performed by a sister/parent company as long as meaningful involvement of sister/parent company is demonstrated?

Answer 2: The Government will treat this similar to subcontractor experience. If subcontractor experience is provided as part of the most relevant contracts, it will be given weight relative to the percentage of effort being provided by that particular subcontractor in the offer submitted.

Question 3: We are bidding on a MACC contract, and in the solicitation, it states that if a joint venture is submitting the proposal, then both companies must sign the SF 1442. I do not see that language in the MATOC Solicitation SP3300-18-R-0003. Should we have both members of the joint venture sign the proposal?

Answer 3: No, an officer of the joint venture entity can sign. The joint venture agreement should be provided with your proposal and joint venture registered in SAM.

Question 4: Reference Section 13a states, “Sealed offers in original and 4 copies to perform the work required are due at the place specified in Item 8 by 01:00pm local time 2018-May-03.”

Section L states “The hour and date for receipt of offers is 12:00 p.m. eastern local time on May

3. 2018.”

Please confirm the time of submission on May 3, 2018.

Answer 4: You are correct they contradict each other, therefore the hour and date for receipt of offers is 1:00 p.m. eastern local time on May 3. 2018.

Question 5: Reference Page 1 Block 13a states “Sealed offers in original and 4 copies.”

Page 41 Proposal Organization Table states “Original & 3” for Volume I Technical Proposal, and “Original” for Volume II Price Proposal.

Please clarify how many copies of Technical Proposal are needed and how many copies of Price Proposal are needed

Answer 5: 4 copies of the Technical Proposal are required, Original & 3 copies. Only 1 copy of the Price Proposal is required, just the original.

Question 6: Reference Site Visit Data, Time, and Location states:

“If you plan to take pictures at the site visit Attachment F DLA SP Camera Pass Request Form will need to be sent to joshua.woodworth@dla.mil five (5) working days prior to the site visit.”

The attachment provided with the solicitation is titled: “Attachment 6 DLA SP Camera Pass Request Form.” Attachment # Is this the correct attachment name or should it be Attachment F?

Answer 6: This is the correct attachment, the form is the same, but we have revised are attachments from alphabetic to numeral. The F will be replaced with six (6) for award.

Question 7: Reference page 42 Introduction: This section shall provide any necessary background information and overview of the proposal which the offeror believes will assist in the understanding and accurate evaluation of the proposal.

Please clarify if “Introduction” is its own section within Volume I: Technical Proposal, or is it a heading for Sections 1-4?

Answer 7: See page 43, Introduction:

This section shall provide any necessary background information and an overview of the proposal which the offeror believes will assist in the understanding and accurate evaluation of the proposal.

Question 8: Reference Section L – Section 2: Task Order 0001 Evaluation project “EDC Office Space at Column D29” (Attachment 14)

Attachment (14) Task Order 0001 is titled “Notice of Proposed Task Order Request for Proposal, but the RFP states it is “EDC Office Space at Column D29” – which is correct?

Answer 8: “EDC Office Space at Column D29” is the Task Order 0001 description.

Attachment 14 is the Notice of Proposed Task Order Request for Proposal for Task Order 0001.

Question 9: Reference Section L – (4) The offeror/major subcontractor shall complete Part I of Attachment 18 prior to submitting the questionnaire to the customer.

Please clarify which Part of Attachment 18 should be completed by the offeror/major subcontractor.

Answer 9: The information required for part I has already been completed, therefore there is nothing for the offeror/major subcontractor to fill out.

Question 10: Reference Attachment 18 – Past Performance Questionnaire.

Once you open the document, the header reads Attachment 16. Please correct the document

Answer 10: There is no change in the form; the header should read Attachment 18 as does the title of the PDF document.

Question 11: What is the dollar value range of projects from the last three years of the last

IDIQ?

Answer 11: See page 3, Description of Work Requirements, Task orders will generally range between $50,000.00 and $300,000.00.

Question 12: Can offerors utilize the SBA Mentor Protégé program for this IDIQ?

Answer 12: Yes, they can. If utilizing this program please provide your SBA approved Mentor-Protégé Agreement along with your proposal.

Question 13: Can past performance of principals in an entity, be utilized as past performance of the entity itself?

Answer 13: No, the Government will only consider relevant past performance data of the Offeror and its major subcontractors.

Question 14: Regarding the Bid Schedule for the Task Order, for accuracy, could you please explain what items should be included in CLIN 0002? Would demolition, all General Conditions for the Task Order be included just in CLIN 0002?

Answer 14:

CLIN 001 includes all work associated with the proposed modular building.

CLIN 002 includes all work associated with the existing modular building.

Regarding General Conditions, as an example below:

• Determine general conditions amount for the project.

• Determine each CLIN amount and subtotal to lump sum.

• Determine percentage of each CLIN verses lump sum.

• Apply general conditions to each CLIN per the CLIN percentages for one total lump sum.

Question 15: Regarding the Bid Form for the Task Order, could CLIN 0001 be awarded without CLIN 0002? Should the G.C. look at each CLIN as separate projects?

Answer 15: Both CLINs will be awarded; award will be made on lowest priced of the total sum of the two CLINs. This is being awarded as one project.

Question 16: Reference Drawing E-102, Please provide 2x4 drop in light locations and quantities for the new modular offices.

Answer 16: The light fixtures and lighting controls are to be furnished and installed by the modular building manufacturer in accordance with Proposed Modular Building Requirement 1.10 “Lighting” identified on Drawing A-102.

Question 17: Reference Drawing M-501, Details 1, 8, and 9 (10?), Is all ductwork / equipment to be located above the modular roof deck, or in between the modular roof deck and drop ceiling? There is no distinguishing indication of a modular roof deck on details 1, 8 & 9 on this drawing.

Answer 17: Either way would be acceptable, but the basis of design is to have all equipment, dampers, duct, etc. to be run above the modular roof deck due to space constraints.

Question 18: Reference Drawing A-102, Proposed Modular Building Requirements 1.2 and 1.3, We have spoken with a “Portafab” installer and he has told us that the highest STC rating that can be obtained with their wall panels is an STC of 31, and an STC of 39 for the roof with ceiling tiles and a 22ga corrugated roof. Will the Gov’t accept these ratings?

Answer 18: STC 31 for walls and STC 39 for roof are acceptable. A-102 revised to indicated STC 31 and STC 39.

Question 19: Reference Drawing A-102, Proposed Modular Building Requirements 1.5, Elevation – A, The “Portafab” installer has also stated that the standard panel window size is 4’ x

3’, and that the stated size on the prints is 4’ x 3’4”. Will the Gov’t accept the standard size of 4’ x3’? Special size windows are an extra cost.

Answer 19: The standard 4’x3’ window is acceptable. A-102 revised to indicate 4’-0”x3’-0”.

Question 20: Reference Drawing E-102 is for existing modular office reinstallation, What is the Fire Alarm requirement for the new modular office building?

Answer 20: No fire alarm devices are indicated to be installed in the new modular office building.

Question 21: Reference Drawing A-102, no reference indicated, Are there existing drawings / Specs for the existing modular office with manufacturer for possible disassembly purposes? Our installer says it may not be possible to move this structure as a single assembled unit, and depending on what type of electrical system it has, this may also depend on how the structured is moved.

Answer 21: The Government does not have record of the building manufacturer shop drawings or specs. The existing building has signage stating “Component Systems Inc.” Ph.

1-216-252-9292 or 1-800-345-4400.

Question 22: Reference Drawing A-102 Proposed Modular Building Requirements 1.2, Is a modular building STC31 wall acceptable in lieu of STC45 spec?

Answer 22: STC31 is acceptable. A-102 revised to indicate STC31.

Question 23: Reference Drawing A-102 Proposed Modular Building Requirements 1.3, Is a modular building STC39 ceiling acceptable in lieu of STC45 spec?

Answer 23: STC31 is acceptable. A-102 revised to indicate STC31.

Question 24: Reference Drawing A-102 Elevation –A, Is a modular building 4’ wide x 3’ high window acceptable in lieu of 3’-4” x 4’ high spec?

Answer 24: The standard 4’x3’ window is acceptable. A-102 revised to indicate 4’-0”x3’-0”.

Question 25: Reference Page 3 of 50 and 38 of 50, Bid Guarantee. Assuming this belongs in the price volume, where should it be placed within the volume?

Answer 25: The Proposal/bid guarantee can be provided in the front of the price proposal.

Question 26: Reference Section L, Vol. 2 Price # 3, Reps & Certs. Verify that the requirement is to insert our full FAR/DFARs Report from SAM in the Price Volume. (Note – ours is 56 pages long.)

Answer 26: Yes, that is correct a copy shall be provided.

Question 27: What is the make and model of existing intake PH-1? What are the dimensions of the curb it sits on?

Answer 27: PH-1 is a Cook GI, 12”x12”. The curb is a Cook RCG, 16”x16”x18”.

Question 28: Who is the manufacturer of the current modular office? Was it installed in place or delivered in one piece?

Answer 28: The existing building has signage stating “Component Systems Inc.” Ph. 1-216- 252-9292 or 1-800-345-4400. Based on an assumption, it was constructed in place.

Question 29: Dakin DPS003 is the basis of design for the new rooftop unit. Will the government accept a unit from a different manufacture if it meets or exceeds the Dakin’s specifications?

Answer 29: The contractor may submit ‘or equal’ products for approval. It is the responsibility of the contractor to follow all submission procedures for ‘or equal’ submissions and to provide any auxiliary design, engineering, and components that may result from the selection of ‘or equal’ equipment in order to ensure an operable system equivalent to the basis of design.

Question 30: What company currently services the building’s fire alarm system?

Answer 30: Simplex

Question 31: What is the bearing capacity of the concrete slab?

Answer 31: 4,000 PSI

Question 32: Can diesel or propane equipment be used in the facility?

Answer 32: No, only electric equipment.

Question 33: Reference RFP Page 43 of 53, Volume I, Section 1.1, Can one person fill the roles of superintendent, QC Manager, and Site Safety and Health Officer simultaneously?

Answer 33: Yes, as long as they comply with the requirements of the specifications.

Question 34: Is it acceptable to use previously completed projects at DLA for the Present/Past performance Questionnaire?

Answer 34: Yes

Question 35: Reference Pg 1 and Pg 41, Form 1442 indicates 1 original and 4 copies of Technical. Page 41 Section L indicates 1 original and 3 copies of Technical. Which is correct?

Answer 35: 4 copies of the Technical Proposal are required, Original & 3 copies.

Question 36: Reference Pg 36, Please explain “Contractor’s aggregate workforce in each trade” Do you mean cumulative for all trades together? So when it says “each trade” is that also meaning “all trades together”? For example…do we need to have 6.9% female participation in Division 2, and 6.9% in Division 4, and 6.9% Division 11 for the year or 6.9% female participation for the entire year across all trades?

Answer 36: The Contractor shall make a good faith effort to meet 6.9% for each trade and 6.9% across all trades.

Question 37: Reference Attachment 16, Is it acceptable for the past performance questionnaire to be sent to a COR on a past project at DLA?

Answer 37: Yes, that is acceptable.

Question 38: Reference Pg 37 Paragraph C, if the General Contractor employs an equal number of minority and women employee’s and utilizes those employee’s on multiple projects as staffing requirements change and not for the purpose of meeting percentages, is that acceptable?

Answer 38: Yes, that is acceptable.

Question 39: Note 1.3 on drawing A102 states we cannot install insulation above the drop ceiling to help with the STC rating. On drawing FS-102 Detail A it shows insulation above the ceiling. Which is correct?

Answer 39: Drawing A102 is correct. FS-102 has been revised to remove the insulation.

Question 40: I just started plugging in dates for the schedule and found that 150 days from NTP is not enough for this project. Being that there is mechanical equipment on this project I have allotted 25 days for Government review of submittals (most jobs with mechanical equipment actually average 50 days for review) and then 50 days (not firmed up yet) for fabrication and shipping of the new modular unit puts us out at 210 days.

Answer 40: Contractor shall submit mechanical equipment submittals at pre-construction meeting and the Government review with be expedited. Contract duration will remain 150 days.

Question 41: We reached out to the SBA regarding form 2413, they responded with the following:

“Yes, the WOSB Program Repository is currently available at Certify.SBA.gov. SBA no longer requires firms to complete and upload SBA Form 2413. The questionnaire that you have completed in Certify.SBA.gov has replaced SBA Form 2413. If a Contracting Officer requires it (FAR is outdated), have him or her contact SBA and I will clarify it. Regarding your second question, yes, self-certified WOSBs are eligible to compete for contract awards under the WOSB Program. You do not need third-party certification.”

Please confirm the above statement, or if DLA requires the form to be uploaded?

Answer 41: A WOSB can self-certify or obtain a third party certification, it does not matter which one was completed for an award. The Contracting Officer (CO) will send an email to the SBA to verify the apparently successful offeror filed all the required eligibility documents and provide the CO with an email response which either: (a) notifies the CO that all required documents have been provided or (b) identifies which documents are missing in order to allow the CO to file a status protest in accordance with SBA regulations and the FAR. If SBA states you are good and the form 2413 is not needed, that you have met the requirement, the CO will not disagree.

Question 42: We reached out to several modular building suppliers for pricing, including Portafab. Below is their questions:

A) Portafab walls have STC of 31, not the requested STC of 45.

B) Portafab acoustical ceiling tiles with roof deck (our standard) have STC of 39, not the requested STC of 45.

C) Portafab standard window size is 4’ wide by 3’ tall, the drawings are asking for 4’tall and 3’ wide, is a custom window required?

D) Portafab doors have standard ¼”

Answer 42: A) STC 31 is acceptable, B) STC 39 is acceptable, C) Standard 4’x3’ windows are acceptable, D) Question is unclear, cannot answer with information given.

Question 43: Do you know who the manufacturer of the existing modular building is that we are to relocate?

Answer 43: The Government does not have record of the building manufacturer shop drawings or specs. The existing building has signage stating “Component Systems Inc.” Ph.

Question 44: Please provide photos from the site visit.

Answer 44: Photos have been taken for your use, see attached Amendment 0001 Site Photos.

Question 45: Please confirm that the new modular offices are to be furnished by the contractor.

If so, please provide a specification for this work.

Answer 45: The proposed modular office building is to be furnished and installed by the contractor and the specs are on drawing A-102, see “Proposed Modular Building Requirements”.

Question 46: Please provide contact information for the current roofing warranty service provider.

Answer 46: Refer to drawing A-103 Note 2.

Question 47: Please provide contact information for the current lightning protection system service provider.

Answer 47: The Government does not have this information.

Question 48: Please provide contact information for the current DDC system service provider.

Answer 48: The current controls where installed by NRG. With that said, DLA is currently in the process of changing to Johnson Controls. The changeover is expected to be complete by time of award but the government does not offer any guarantee and the contractor shall submit a proposal including all requirements associated with this requirement.

Question 49: Please provide contact information for the current fire alarm system service provider.

Answer 49: Simplex

Question 50: Div 27 specs do not clarify a specific manufacturer for the cabling and connectivity. Does the customer have a preferred and/or required manufacturer or is this project open to all manufacturers?

Answer 50: There is no preferred or required Div. 27 manufacturers. Having said that, the existing equipment in the area of work is by Panduit.

Question 51: We are bidding as a joint venture. One is the controlling partner. My question is should all correspondence be on the joint venture letterhead or the controlling partner’s letterhead?

Answer 51: If you are proposing as a joint venture, submit using your joint venture letterhead and ensure the joint venture is registered in SAM.

Question 52: Is Portafab the only modular building supplier we can use?

Answer 52: No, that is just the basis of design.

All other terms and conditions remain unchanged.
