Amendment 0003
The purpose of this Amendment is as follows:
1. Answer contractors’ questions regarding SOW and questions during site visit.
2. Replace Amendment 0001 Attachment 1 - SOW with revised Attachment 1 – Revised SOW
3. Replace Attachment 2 – Drawings with revised Attachment 2 – Revised Drawings
4. Extend the closing date of the solicitation until 22 June 2018, 3:00 pm EST. All offers must be received by this date and time to be considered for award.
Contractor Questions regarding SOW:
Contractor Submitted Question Government Response Question 1:
In 1.3, it states up to two 20’ tall VLM’s. Are more units acceptable if they provide equal or greater storage surface and cube within the allotted space?
Response 1:
20’ tall VLMs are the maximum height. Allotted area to install VLMs is 63’-0” x 14’-0” This area will be spotted from the same starting location as shown solicitation’s layout drawing.
Steel trusses are 25’-1” above finished floor (AFF).
Lowest obstruction is 24’-6” AFF.
Question 2:
In 3.1.8, 208V, 3 phase, 60hz is referenced. Is 480V, 3 phase, 60hz also acceptable?
Response 2:
480V, 3 phase, 60 hz is also acceptable.
Question 3:
In 3.1.13, anchoring is referenced. Although they can be anchored, our equipment does not require anchoring at the heights specified. Will anchoring be required?
Response 3:
VLMs should be installed as per manufacturer requirements and shall meet the seismic installation requirements for Corpus Christi Texas based on all referenced Specifications, Standards, and Codes.
Question 4:
In 3.1.15.1, it references interruption of warehouse operations. Based on the area we would be working in, it did not appear there would be any interruption required for installation. Would it still be necessary to install in
Response 4:
Section 3.1.15.1 is a requirement. Racks will be emptied of material prior to disassembly.
non-duty hours? Also, would it be necessary to include off-duty hours for the disassembly of existing racks? Will they be emptied prior to disassembly?
Question 5:
In 3.1.15.4, Will a location easily accessible from the install site be made available for a disposal container?
Will it be supplied by customer or contractor?
Response 5:
Please see attached drawing for dumpster location. Customer is responsible for dumpster.
Question 6:
In 3.2.2.1, VLM weight capacity and dimensions are referenced and it specifies alternate designs are acceptable provided cube and weight capacity are maintained and there is clear maintenance access. What is the minimum cube required? Is it useable storage cube for product or gross storage cube of the unit?
Response 6:
VLM dimensions and capacity is based on nominal material stock storage of 160” x 35” x 11” (average stack height) per tray for 48 trays. That is the nominal storage cube for the storage cube of the product. (3.2.2.1 SOW was revised)
Question 7:
Since sizes vary making capacities relative to the container size, we would need a minimum capacity per square foot of surface to properly size. What is the minimum weight capacity per square foot in pounds that the units and trays should be designed around?
Response 7:
2,200 pounds (55 Pounds per square foot) per tray is the minimum weight capacity.
Question 8:
In 3.2.2.2, it specifies the system will deliver trays to an external delivery area. External access is only required for overhead lifting of large items. Based on the SOW, the size range does not indicate this. External delivery adds complexity to the units that may result in more down time and higher maintenance costs, slows delivery of trays, wastes floor space, and adds cost to the VLM. Is this necessary? If so, would fold down arms allowing the tray to be pulled out onto rollers in the rare instance it was required be acceptable?
Response 8:
External tray delivery to outside the machine enclosure is no longer a requirement of this solicitation. (3.2.2.3 and 3.2.2.4 of SOW were revised)
Question 9:
In 3.2.2.2, It specifies a toothed belt system and a method of stabilizing using rollers on the elevator mechanism.
Although our system would be considered to exceed this method in capacity and functionality, we use a four chain driven system with the extractor supported by chain on all four corners resulting in better service access, lower stress on the extractor components, no slipping in emergency stops, and higher resistance to tilting with uneven loads.
Will the 4 chain extractor system be acceptable for your project?
Response 9:
All vertical tray movement can be accomplished through the use of a steel or Kevlar® reinforced toothed belt or a chain driven drive system.
Question 10:
In 3.2.2.4, dual tray delivery is stated as preferred but not a firm requirement. We offer this as an option, but you should be aware it adds cost and complexity while reducing future flexibility. I’d prefer not quoting it based on the operation we were shown. Will this option be given any weight in the decision to award the project?
Response 10:
All offers shall include dual tray delivery as the requirement.
Question 11:
In 3.2.2.6 and 3.2.2.7, reference is made to load capacity, number of trays, and number of compartments. Can we use your answer from #7 for load capacity? Can the number of trays be adjusted for differences in dimensions to meet or exceed the size and number of compartments?
How many compartments do you require as a minimum for each size?
Response 11:
3.2.2.7 Lists quantities of trays and nominal sizes of the locations in the trays. Load capacity of 2,200 pounds (55 pounds/square feet) per tray as referenced in question 7 is acceptable load capacity.
Question 12:
In 3.2.2.8, 3.2.2.9, and 3.2.2.13, a controller design and software combination for a specific manufacturer is specified. Our standard MP12N microprocessor control system provides a touchscreen display, diagnostics, inventory control including part numbers (up to 10,000
Response 12:
Revise 3.2.2.8 screen requirements to: Minimum 10” color screen with minimum 800 x 600 resolution (VGA compatible). (3.2.2.8 of SOW was revised) and expandable to 100,000), description, location management, quantities, bar code capability, ability to interface with host software systems, Ethernet connection, USB for peripheral device like a scanner, data backup when connected to a network, and is designed to be an operator interface for future software additions. It is mounted on a fixed swivel mount to the right of the access opening. Will our MP12N controller or another microprocessor system with these functionalities be an acceptable alternate to the software system and console referenced in the SOW?
Question 13:
In 3.2.2.12, it references an electrician licensed in the state of VA. Would an electrician licensed in the state of TX be acceptable?
Response 13:
Electrician shall be licensed in state of Texas.
Question 14:
In 3.3.2, onsite maintenance training is specified. For safety reasons, our maintenance training is limited to electrical components in the electronics drawer and controller and items accessible from outside the unit.
Internal maintenance and repair is handled by the local factory trained distributor service department. Is this acceptable?
Response 14:
Required training can be provided by either the Distributor, Contractor, or Manufacturer of the equipment, as long as they are Certified Trainers for the specific equipment. (3.3.2 of SOW was revised)
General Statements from site visit:
1. Safety
a. Steel toe shoes are mandatory in warehouses
b. Fall protection use as required by OSHA
c. Area to be cordoned off during overhead operations

a. Base access takes minimum 3 days to process
