Amendment 0003

The purposes of this amendment are as follows:

A. Extend the closing date of the solicitation until June 22, 2016 at 3:00 p.m. Eastern Local Time.

B. Incorporate by reference FAR clauses 52.222-41, Service Contract Labor Standards (May 2014) and 52.222-42, Statement of

Equivalent Rates for Federal Hires (May 2014).

C. Incorporate revised Attachment 1 – Performance Work Statement.

D. Answer contractors’ questions. Each question has been redacted to ensure anonymity. The Government response is provided in the far right-hand column for each question.

Question Government Response

1. Is it the intention of the RFQ for a full time technician to be on-site, or is this only for part time support?

The requirement is for a Contractor to provide preventive maintenance (PM) and remedial maintenance (RM) services based on the equipment list provided as Attachment 2 to the solicitation.

2. If full time support is required, is there an existing technician currently maintaining the systems?

See response to question #1 above; requirement is to provide PM and RM services based on the equipment list provided.

3. PWS materials and equipment paragraph 7.8.5 states “The Contractor shall maintain sufficient off-the-shelf materials and equipment on hand to support service call work requirements. Lack of availability of materials or equipment shall not relieve the Contractor from the requirement to complete service call work within the time limits specified above.” Is there currently a sufficient spare parts inventory on site to cover this requirement?

No

4. Notice to Offerors paragraph 6 states “The Wage Grade equivalent to this position is as follows: Electrical Installation and Maintenance Electrician = $21.66 per hour (WG-2805-11)”. It appears the work description and rate should be for an Electronics Technician Maintenance III, which is $23.61 per hour, and not an electrician. Which rate is correct?

The data is provided for informational purposes only and is not a Wage Determination.

5. The PWS does not indicate the manufacturer of the Mass Notification System (MNS). Can you provide that information?

The MNS is a system that was pieced together by an installer in 2003. It transmits through audio receivers and transmitters. It is controlled by a separate work station located in the Command and Control area. It communicates using the LENEL server.

6. PWS – 7.8.5 - Is the Contractor responsible for procurement of initial off the shelf equipment and materials, or will it be provided as GFP? If the contractor

The Contractor is not responsible for procurement of initial off the shelf equipment and materials.

Question Government Response is responsible for procuring it, is a bill of materials required with the proposal submission or is the $15K plug number sufficient for this purpose?

Paragraph 7.8.5A has been changed to indicate that the Contractor must have access to materials and equipment necessary to support service call work requirements. In accordance with paragraph 7.8.5B, the Contractor shall provide all replacement parts required in the performance of RM and shall bill against CLINs 0005, 1004, and 2004.

GFP will not be provided to the Contractor.

7. Attachment 6 – Time and Materials CLIN - What is the purpose and intent of the Plug Number?

Is it meant to be a not to exceed for each contract period?

Each CLIN is designated for specific task.

Contractor is required to provide an hourly rate for remedial maintenance support services under Time and Materials CLINs 0004, 1003, & 2003.

Yes. Once an hourly rate is determined and multiplied by the ESTIMATED total hours for each CLIN, this value becomes the ceiling price. The contractor shall not exceed the CLIN ceilings without prior approval from the Contracting Officer (contract modification).

8. FAR 52.212-4 The RFP indicates: Other Costs. Unless listed below, other direct and indirect costs will not be reimbursed.

(1) Other direct Costs. The Government will reimburse the Contractor on the basis of actual cost for the following, provided such costs comply with the requirements in paragraph (i)(1)(ii)(B) of this clause: NONE.

(2) Indirect Costs (Material handling, Subcontract Administration, etc.). The Government will reimburse the Contractor for indirect costs on a pro-rata basis over the period of contract performance at the following fixed price: NONE.

(1) Does this mean that the Government will not reimburse the Contractor for ODC? In addition to materials costs, there may be local travel or other related costs.

(2) Does this mean that Material Handling and G&A on materials or other ODC are not reimbursable under this contract? Most offerors will want to include their normal indirect burdens.

This is not a cost reimbursement type contract. The contractor is required to have labor resources close

by. Any travel related costs or other ODC’s may be included in the fixed hourly rates.

9. Past Performance Questionnaires - Will the Government accept CPARS in lieu Yes.

of questionnaires?

10. PWS – Warranty for Replacement Parts - The PWS does not seem to stipulate the required warranty period for any parts that are replaced. The warranty period has an effect on price - can the Government please specify?

Additionally, is warranty included in the $15K plug number?

No special warranty. Normal/standard commercial warranty that would apply to any entity purchasing the items in an open market is acceptable.

No.

11. PWS – 7.8.5A - Can the government provide repair histories for existing equipment so that a proper cost estimate of Remedial Maintenance can be developed for each piece of equipment listed in the Equipment List Attachment 2?

Remedial Maintenance is paid on a time and materials basis.

12. Attachment 2/Equipment List - Can the government provide the bidder with an updated Attachment 2 that identifies specific equipment part numbers and or nomenclatures so that the bidder can develop a better Remedial Maintenance estimate per each piece of equipment listed in Attachment 2? (For example, in Aniston, AL, line 42 - no specific part number is given, only the manufacturer is listed.)This question also pertains to the Mayport RFQ, so could the Government answer for both RFQ locations?

No. The Government has provided all available equipment information.

13. RFP Reference – 6.1 B – Material & Equipment Storage - Will the Government provide a storage location on-site? If so, will the government provide the size and dimensions, and will it be environmentally controlled?

No.

14. PWS – 7.8.5A - What is the percentage of spare inventory to be maintained? Not applicable

15. PWS – 7.9 - Will the government please share the last 12-18 months preventative maintenance history at each site, per system?

No. The Government has provided all available system information.

16. PWS 7.8 - Will the government please identify the date of installation, per system, per site?

The Mass Notification System was installed in 2003.

The Lenel Electronic Security System was installed in 2003 with numerous upgrades performed to date.

All but three of the Key Watchers have been installed since 2012.

17. PWS 7.8 - Are there spares/GFE equipment on site? No

18. PWS 7.8 - Who installed the equipment? BAE Systems (C5ISR, Electronics and

Infrastructure Solutions).

19. PWS 7.8 - Who has serviced the equipment over the past 12 months? BAE Systems (C5ISR, Electronics and Infrastructure Solutions).

20. Attachment 6 = Schedule of Supplies/Services - Phase In CLIN 0001 Base

Year shown as not separately priced. Is this an error?

No. Phase-in related prices may be included in

CLIN 0002.

21. Attachment 6 = Schedule of Supplies/Services – CLIN 0003 Contractor Manpower Reporting shows as being priced. Is this an error?

No. Contractor Manpower Reporting is a new requirement for contractor’s to report all labor hours required for contract performance under a federal contract (including sub hours) to a specific web site (see page 14, PWS). If there is a charge for this administrative effort, offerors may enter this cost under the line items shown for this purpose, or it may be included in the fixed-price CLINs.
