SP3300-15-R-0004, Amendment 0001
The quantity of CLINs 0008, 1008, 2008, 3008 & 4008 are decreased as follows:
Zone 1 FROM 410 SD TO 13 SD.
Zone 2 FROM 52 SD TO 4 SD.
The gauge shown on the description for CLINs 0005, 1005, 2005, 3005 & 4005 revised as follows:
FROM 80 Gauge TO 90 Gauge.
Questions that were received with the resulting answers are listed below:
Question 1: All items are to be priced delivered to the destination with no freight reimbursement, correct?
Response 1: Correct, FOB: Destination (NOT Origin).
Question 2: Can we bid on 1 zone only?
Response 2: Proposals will be accepted that include pricing for both zones. Only one contract will be issued.
Question 3: If we bid on both zones, can the pricing be different from zone 1 to zone 2?
Response 3: The pricing can vary between zones.
Question 4: Under the provision for minimum quantity ordered, 1 case to 1 skid was identified. If the customer orders 1 case, can this be delivered by UPS or FedEx? Or must it be delivered by USPS? Or must it be delivered by truck?
Response 4: Marking and shipping instructions are shown on pages 4 and
41. As long as properly marked, the method of delivery is not mandated.
Question 5: Can our proposal be delivered electronically only? Or must a paper copy be mailed?
Response 5: Preferred method of submittal is via email. If that is not possible, please provide an appropriate reason that this is not feasible.
Question 6: This is a small business set aside. Must our vendor be a small business as well?
Response 6: In accordance with FAR Clause 52.219-6, “A small business concern submitting an offer in its own name shall furnish, in performing the contract, only end items manufactured or produced by small business concerns in the United States or its outlying areas.”
SP3300-15-R-0004, Amendment 0001
Question 7: Should suggested spec changes be submitted in a separate addendum with solicitation?
Response 7: Any suggested spec changes should be submitted prior to 17 February deadline in order to allow the customer to concur or non-concur.
If the spec substitution should be accepted, this information would be posted in an amendment to the solicitation.
Question 8: Are we to bid on the base year and provide you with option pricing?
Response 8: To be considered responsive, proposals shall include pricing for base year and all option years. This is an all or none RFP.
If the EPA clause is invoked, the pricing adjustment would affect all CLINS going forward.
Question 9: Will all line items be shipped at the same time, or will it be ordered on a per needed basis for each location?
Response 9: The quantities are estimated. Separate orders will be placed for quantities and locations as required.
Question 10: Zone 1 and Zone 2 composed of many states and destinations.
For the freight calculation purpose, how could we know that how many case/SD will deliver to each destination?
Response 10: we cannot break it down to exact quantities other than to separate the locations by zones as shown on pages 5-8 and estimated quantities as shown on pages 11-21.
Question 11: Unit of measurement SD = Skid, isn't it?
Response 11: Unit of measures are shown toward the bottom of page 4 of the
RFP.
Question 12: Which publication is going to be used for resin?
Response 12: The widely accepted industry price index that has been used in the past and most accurately reflects market conditions is the Plastics News Resin Pricing Chart published weekly by Crain Communications Inc. The applicable chart to be used is: Plastic News Resin Pricing – Commodity Thermoplastics, LLDPE, Butene-1 commoner Extrusion Film liner, Volume Category II - annual volumes of about 2 million to 5 million pounds.
Question 13: Is Mil Std. 129 Barcode and RFID marking required in performance of this contract?
Response 13: No - Delete "marked in accordance with MIL-STD-129P" and "The following link contains information regarding packaging and marking requirements for government shipments . . ." under Packaging and Marking Requirements on page 4 of the solicitation.
Question 14: If Case (CS) is the unit of quantity pack then per Mil Std 129 and if marking with RFID Barcoded labeling is required above then each case and skid pack would require marking with the RFID and Mil Std 129 compliant labels, correct?
Response 14: Not applicable based on the response to question 13.
Question 15: Is the agency willing to pay the additional cost of Mil Std.
129 RFID marking for each case as called for?
Response 15: Not applicable based on the response to question 13.
All other terms and conditions of the solicitation remain unchanged.
