1) Question: Reference CBA, Article XXIII, Paragraph 23.5 and PWS Appendix C: The CBA paragraph references pipeline receipts; however, the workload data states that all receipts are by truck delivery.

Please confirm that there are no pipeline receipts completed at Wright-Patterson.

Answer: There are no pipeline receipts at WPAFB.

2) Question: The only position listed in the CBA posted to FBO is for the FDSO. Are all other non-exempt positions covered under the SCA WD? If other CBAs apply, please provide them for review.

Answer: There is no other applicable CBA. All other positions are listed in the wage determination.

3) Question: Are radios provided as GFE? If not how many and what type are required to be provided by the service provider (i.e. Base station, vehicle mounted, hand held, intrinsically safe, multi-channel etc.)?

Answer: Radios will be provided to the service provider as GFE.

4) Question: Are radios installed in the R-11 and C300/1 refueling vehicles?

Answer: No.

5) Question: Can you provide the number and location of the Organizational tanks that will be required to be either serviced with fuel and/or inspected under the Organizational Tank Custodian program?

Answer: There are 12 organizational tanks, but approximately 140 more tanks that may request fuel.

Location of the tanks cannot be provided.

6) Question: During the site walk we were told that the JP8+100 system installed is currently in use.

Can you verify that is in fact the case, and if so how often is JP8+100 received? How many of the 10 R- 11 refueling vehicles were converted to service JP8+100?

Answer: The JP8+100 is currently in use. The number of tanks is not available at this time.

7) Question: Can you provide the current Cryogenic Servicing hours (established per AFI 23-201 as part of the cryogenics conservation program)?

Answer: The current cryogenics servicing hours are not available.

8) Question: Does the Government provide a second man during cryogenics issuing operations (to government owned carts)?

Answer: Yes, when it is requested.

9) Question: Please provide the service providers responsibilities in regards to the Deicing Fluid (Tank

2419). How is fluid issued and what requirement does the service provider need to perform during issues and receipts? How is Deicing Fluid ordered and accounted for?

Answer: The service provider is responsible for tank maintenance, inspection and servicing. The product is issued via over-wing nozzle and pump. Product is ordered through base supply and issues are accounted for by DD 1348-1 through supply.

10) Question: The GFE listing shows a Toro mower that is listed as unrepairable. Does the Government plan to replace this mower? What facilities and/or areas will the service provider be expected to mow/weed?

Answer: No replacement is expected. This item will be removed from the GFE listing. Mowing will be provided by the base.

11) Question: What days of the week (and how many trucks) do JP8 tank truck receipts normally occur?

Answer: Truck receipts normally occur Monday – Friday with an average of 5 trucks per day.

12) Question: How many JP8 tank trucks can be offloaded simultaneously?

Answer: A total of 4 trucks can be offloaded simultaneously.

13) Question: What are the average numbers of fuel servicing's required on Weekends?

Answer: The average is 10 JP8 servicings on the weekend.

14) Question: RFP Clause 52.245-1, paragraph (d)(iii) states in part “The Government may, at its option furnish property in an as-is condition. The Contractor will be given the opportunity to inspect such property being provided. In such cases, the Government makes no warranty with respect to the serviceability and/or suitability of the property for contract performance. Any repairs, replacement, and/or refurbishment shall be at the Contractor’s expense.”

RFP Clause 52-245-2, paragraph (a) states the Government property listed in paragraph (e) of the the clause is furnished in an “as-is, where-is” condition. Paragraph (e) of this clause doesn’t list items individually, rather it simply includes the phrase “Appendix A PWS.”

Given the above, it appears the Contractor is responsible for repair, replacement, of all Government property provided in “as-is” condition. Since all equipment listed in Appendix A to the PWS is identified as “as-is, where-is,” is it the Government’s intention that the Contractor is responsible for repair, replacement, and/or refurbishment of all the items listed in Appendix A, to include fueling units, fixed facilities, ADPE, etc.?

Answer: That is correct.

15) Question: Please provide average consumption rate by month or year for laboratory consumables so that we can accurately account for these costs in our proposal.

Answer: Please refer to the equipment listing in Appendix A of the PWS and T.O. 42B series.

16) Question: PWS paragraph 1.10 requires the Contractor to install new fuels automation software and hardware within 30 days of arrival. Does this task requires Administrator Rights for the computer systems involved, including the BSM-E server(s), and if so, are any formal IT professional certifications required to perform this function? If so, what is the minimum certification level required?

Answer: PWS states 30 days of receipt, not arrival of contractor. Administrator rights are required for BSM-E administrator. No formal IT certifications are required.

17) Question: Reference RFP notes, and RFP, Section L – Instructions, Conditions, and Notices to Offerors or Respondents, Addendum to 52.212-1: There is a conflict in proposal submittal requirements. Please confirm the requirements for OSP, Past Performance, and Technical volumes, and if CD’s are required.

Answer: Offerors are requested to submit one original copy of the OSP. Offerors are also requested to submit a total of four copies of their Technical/Management submissions; one original, three copies and a CD copy.

18) Question: Reference RFP Clause 52.245-2, Government Property Installation Services and the PWS:

The RFP Clause states that property is furnished “as-is, where-is” condition and that replacement is at Contractor expense. This is in conflict with various paragraphs that outline Contractor responsibility for Government property. Please clarify.

Answer: If any ambiguity exists between the contract and the PWS, the resultant contract takes precedence.

19) Question: If a contractor is submitting a proposal for several different Fuels Management contracts being purchased from the same office, will one set of completed Past Performance Questionnaires be acceptable to cover the various contracts?

Answer: The contractor is requested to submit a questionnaire for each requirement individually.

20) Question: Reference OSP Addendum To 52.212-1, C: Paragraph requires Past Performance narrative to be submitted using the ‘Past Performance Experience Form (Attachment 3)’. Please release the Past Performance Experience Form.

Answer: The Past Performance Experience Form is attached to this amendment.

21) Question: Reference OSP and RFP, Section L: What is the page limit for Past Performance narrative?

Answer: There is no page limit to the narrative. Page limit only applies to the Technical Proposal.

22) Question: Reference PWS Paragraph 1.8 and Appendix C: The PWS paragraph outlines the responsibility for testing; however, appendix does not provide an estimate on the number of laboratory tests to be completed by the Contractor. Please provide an annual estimate on the number of tests to be completed.

Answer: Although an annual estimate on the number of testing is not available, an estimate can be calculated using Technical Order 42B series and the amount of equipment assigned.

23) Question: Reference PWS Paragraph 1.13: The paragraph references providing all fuels processes as described in AFI 23-201. Does the Expeditor position, as described in AFI 23-201, require a dedicated employee to provide Expeditor duties during all periods of operation?

Answer: An expediter is required whenever aircraft fuels servicings are occurring on the flightline.

Additionally, please refer to AFI 23-201, Attachment 4.

24) Question: Reference PWS Paragraph 3.1.3 and Appendix A: The paragraph states that the Contractor will provide all minor maintenance on Government furnished equipment coded for SP maintenance listed in Appendix A. The appendix does not have any coding information provided. Does the Government provide all maintenance beyond operator level maintenance?

Answer: Yes.

25) Question: Reference PWS Paragraph 3.1.8: The paragraph outlines PMEL calibration coordination requirements that are the responsibility of the contractor. Where is the servicing PMEL organization located?

Answer: The servicing PMEL is located within the perimeter of WPAFB.

26) Question: Reference PWS Paragraph 4.4.2: The paragraph outlines the organizational tank custodian inspection and training requirements; however, we do not see a count of tanks to be inspected or custodians to be trained. Please provide the count of tanks and custodians to be trained.

Answer: There are approximately 140 tanks and 50 – 70 custodians. (Note: These numbers are subject to change).

27) Question: Reference PWS Paragraph 4.4.5.1 and RFP 52.222-17, Nondisplacement of Qualified

Workers: The paragraph states that all employees must have at least two years documented fuels experience (military/civilian) within the area where the individual is to be placed. Please confirm that employees who do not meet these minimums will be eligible for retention in the event that the current contract does not have these minimum experience requirements.

Answer: All current employees meet the requirements of PWS Paragraph 4.4.5.1 and FAR 52.222-17.

28) Question: Reference PWS 4.4.5.1: The paragraph states that all employees must have at least two years documented fuels experience (military/civilian) within the area where the individual is to be placed. Would the Government consider allowing the Contractor to have a percentage of personnel in training status for replacement of employees due to attrition or retirement?

Answer: Yes, provided the trainers meet the minimum experience/task requirements. In training personnel cannot work operations unsupervised. Trainees progression must be documented and provided to COR/CO for validation of training. Trainees do not take the place of qualified workers.

29) Question: Reference PWS Paragraph 4.9.3 and PWS Paragraph 4.4.1.2: Cryotainer maintenance is listed as a required skill; however, there are no hours listed for cryogenics services. Please provide the service window for cryogenics services.

Answer: There are no defined hours for cryogenics services. Hours are to be determined by the service provider.

30) Question: Reference PWS Paragraph 4.9.3 and PWS Paragraph 4.9.4: Paragraph 4.9.3 states that operations are continuous; however, paragraph 4.9.4 implies that fuels management is closed on Federal Holidays. Are Contract employees physically present on Federal Holidays?

Answer: Paragraph 4.9.4 indicates that the airfield is closed on federal holidays. However, the fuels management remains open. Thus, services will be required for fuels management on federal holidays.

31) Question: Reference PWS Paragraph 4.9.3 and PWS Paragraph 4.4.1.2: Cryotainer maintenance is listed as a required skill; however, there are no hours listed for cryogenics services. Please confirm the using organization provides the second person.

Answer: The second person is provided by organization.

32) Question: Reference PWS Paragraphs 4.14.6 and 4.14.12.1: The PWS paragraph identifies the requirement to manage hazardous waste accumulation points; however, it is not clear as to whether the Contractor is responsible for disposal costs. Does the Government provide disposal of these wastes at no cost to the Contractor?

Answer: Yes, the disposal of hazardous waste is not the responsibility of the contractor.

33) Question: Reference Appendix A: The Government furnished equipment list does not include any information on radio equipment. Please confirm the Government does not provide LMR equipment for use by the Contractor.

Answer: The Government provides LMR equipment under a Government LMR account.

34) Question: Reference Appendix A, Table 3, Non-EAID Government Owned: The table has an entry for a Toro Riding Mower that shows 1 issued, but 0 on hand and a remark stating it was salvaged. Will the Government be providing the replacement for the mower?

Answer: This item will not be replaced and will be removed from the table.

35) Question: Reference PWS Appendix C: The appendix provides estimates for diesel refuel services on a monthly basis. Please provide a breakdown that shows the number of services provided for organizational tanks and for individual pieces of equipment.

Answer: Please refer to the PWS to calculate an estimate of service averages.

36) Question: Reference PWS Appendix C: The appendix provides estimates for diesel refuel services on a monthly basis. Are deliveries made on a recurring schedule or as needed by the customer? Please provide a copy of the recurring delivery schedule, if applicable.

Answer: Deliveries are made on an as needed basis by the customer. Schedule for deliveries are determined by the service provider.

37) Question: Reference PWS Paragraph 1.7.1 and Site Visit: Response times for established priorities are provided; however, access paths to aircraft are not clear based on the information provided in the solicitation. Does the Contractor have an access road within the airfield restricted area for travel to the transient alert ramp and to the hydrant systems?

Answer: Yes. Access to the flightline is from the refueling unit parking area at Facility 154.

38) Question: Reference PWS Paragraph 3.2: The list of services provided by the Government does not include grounds maintenance or weed control. Does the Government provide grounds maintenance and weed control services for the areas adjacent to the Government-furnished facilities?

Answer: The base does spray for weeds and performs snow removal and the Service Provider is required to keep entrances and walkways at facilities clear. Please refer to the PWS, Paragraph 4.10.8 for further instructions.

39) Question: Reference PWS Paragraph 3.2: The list of services provided by the Government does not include grounds maintenance or weed control. Please provide an acreage estimate of the area to be maintained by the Contractor if this is not a Government-furnished service.

Answer: Please refer to question 39.

40) Question: Reference PWS Paragraph 3.2: The list of services provided by the Government does not include snow removal. Does the Government provide snow removal services for the areas adjacent to the Government-furnished facilities and parking area for the Government-furnished vehicles?

41) Question: Reference PWS Paragraph 3.2: The list of services provided by the Government does not include snow removal. Please provide a square-foot estimate of the area to be maintained by the Contractor if this is not a Government-furnished service.

42) Question: Reference PWS Appendix C: The workload provides an estimate on the receipts to be serviced by the Contractor. Please confirm that these estimates are monthly receipts for all products excluding deicing fluid.

Answer: Receipt estimates are monthly with the exception of Deicing Fluid which is annual.

43) Question: Reference RFP Clause I-0005: The paragraph states that the DLA will initiate background requests and provide fingerprint cards. Please confirm that the Government will continue to provide these services as the transition to electronic fingerprints and SWFT submission becomes mandatory.

Answer: These services will continue to be provided by the Government.

44) Question: Reference RFP Section B and OSP: Section B Base Period and Option Period differ from the OSP Base Period and Option Period. Please clarify the anticipated period of performance.

Answer: The performance period for this requirement is December 1, 2014 – November 30, 2018.

45) Question: Reference PWS Paragraph 1.7.1 AND Appendix F, all subparagraphs. Please define the “requested service time”. Is this the time the request is made or the time the service is desired?

Answer: The “requested service time” is defined as the time the service request is made.

46) Question: Reference PWS Paragraph 1.7.1 AND Appendix F, all subparagraphs. Is it possible that the requested service time could be sooner than the time permitted after notification? For example, could the requested service time be sooner than 60 minutes following the request for Priority 4 aircraft?

Answer: Yes to both.

47) Question: Reference PWS Paragraph 4.4.2. Please provide the number of organizational tanks, their location and the approximate distance, in miles, from the Fuels Yard.

Answer: There are 12 organizational tanks that get serviced normally, but approximately 140 more that may request fuel. Locations and distances of the tanks are not tracked or calculated at this time.

48) Question: Reference APPENDIX C.2. Storage. Do receipts via tank trucks occur on weekends and or holidays? If so, please provide the historical the historical number, frequency, and time of the day they usually arrive.

Answer: Normal tank truck receipts are Monday -Friday from 0700-1500 hours. However, special circumstances occur that dictate tank truck receipts on weekends and holidays. Due to the infrequency of these occurrences no further data is available.

49) Question: Reference APPENDIX C.2. Storage. Do receipts via tank trucks occur around the clock or mostly during the day shift? Please provide the routine arrival time of the trucks.

Answer: Normal tank truck receipts are Monday -Friday from 0700-1500 hours.

50) Question: Reference APPENDIX C. Workload Estimates. Please explain what is meant by “The workload estimates in this technical exhibit are for planning purposes only. This technical exhibit will not be used for deciding actual workload payments. THESE ARE ESTIMATES ONLY. Actual workload will determine payments per award schedule.” We are asking because this contract is a Firm Fixed Price effort with a monthly dollar amount, so we don’t understand the applicability of the statement.

Answer: As this is a firm fixed price contract, the contract takes precedence over the PWS and the statement in the PWS does not apply.

51) Question: Reference PWS Paragraph 1.7. How often is a refueling vehicle prepositioned and what is the average duration of the prepositioned refueling vehicle?

Answer: Preposition of fuel trucks are as directed by MOCC/Base Ops for aircraft servicing. Average prepositioning of trucks are not tracked or calculated.

52) Question: Page 11 of the solicitation indicates the NAICS code is 484420 with the $25.5m size standard. However, subparagraph (3) indicates, “the small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.” Will the government clarify which of the two size standards pertain to this solicitation?

Answer: For NAICS code 484220, $25.5 is the size standard.

53) Question: Page 58 of the solicitation (Addendum to 52.212-1) states, “Offerors shall submit one original of the OSP and an original and three copies of their Technical/Management submissions.”

However, the next sentence states, “……..and an original and two copies, plus one CD, of their Technical/Management submissions.” Will the government clarify which of the two stated requirements pertain to this solicitation?

Answer: A total of four (4) copies are required; an original, two hard copies and one copy on a CD.

54) Question: Is there any permit required for confined spaces that the contractor will be required to enter, and are we required to maintain a confined space program?

Answer: Confined space entry is not a part of the requirement.

55) Question: What type of ATG is used for the fuel tanks? Does Kirtland require nitrogen cylinders and if so, who procures the cylinders?

Answer: Barton, Enraf, and Ronan ATGs are used for the fuel tanks. Nitrogen cylinders are required at Kirtland, but they are procured by the Base.

56) Question: The PWS states 24/7, 7 days a week fuel support availability. Please clarify if contractor is required to man the facilities 24 hours during weekends and holidays, or are standby periods during these times utilized?

Answer: Per PWS, the contractor shall ensure enough personnel are on duty to support mission requirements, meet established response times, and to meet physical and environmental security and safety requirements at all times.

57) Question: Please clarify if the contract provides or requires any operational or preventative maintenance service for the Off-spec tank located in bulk storage?

Answer: No maintenance is required as the tanks belong to another organization.
