In response to the contractor's questions, the following answers are provided:
QUESTION 1. Are the computers equipped with internet service provided by the Government?
ANSWER: The computer runs the Fuels Manager Defense (FMD) program used for monitoring the bulk storage system and has internet service for official email/correspondence.
QUESTION 2. Will operators require CAC cards to access the terminals, if so is there a security clearance requirement?
ANSWER: Access to the terminals will be by CAC. A security clearance is not required.
QUESTION 3. If the systems require a CAC, must the contractor Computer operators be US Citizens?
ANSWER: Contractor computer operators do not need to be US citizens but must pass appropriate security background checks to obtain a CAC.
QUESTION 4. Will a copy machine be provided by the Government at either or both of the locations?
ANSWER: A copy machine is not provided by the government.
QUESTION 5. Will the Contractor be required to bring in software for fuel inventory accounting or will the contractor have access to a Government system in which the information will be input?
ANSWER: The contractor is not required to bring in software for fuel inventory accounting or to provide an accountant under this solicitation. The contractor is not responsible for inputting fuel inventory data. The government will be inputting data into the fuels accounting system.
QUESTION 6. Does the 50 page count include appendices and resumes?
ANSWER: The 50 page count is the total technical proposal length including appendices and resumes.
QUESTION 7. Addendum to FAR 52.212-1 (b) (2) (d) [Performance Work Statement -”PWS”, page 187] requires a Contract Compliance Plan (CCP). Can the government please clarify what the requirement is?
ANSWER: PWS para C-6.1.1 provides the requirements for a CCP.
QUESTION 8. What is the workload between the pipeline and the truck receipts in Incirlik?
ANSWER: Jet fuel is received by pipeline. For jet fuel, tank trucks are an alternate receipt mode which is tested annually. Ground products are received by tank truck. Diesel deliveries are approximately five to eight trucks per month, and Unleaded deliveries are approximately two to four trucks per month.
QUESTION 9. Is the service station part of the contract under Incirlik?
ANSWER: No.
QUESTION 10. Can the Government explain the use of the two computers provided under the Incirlik Government Funded Equipment (GFE)?
ANSWER: Both computers run the Fuels Manager Defense (FMD) program used for monitoring the bulk storage system and are also used for official email/correspondence.
QUESTION 11. What is the duration of the exercise surges under Incirlik?
ANSWER: The exercises are usually approximately three (3) days in duration but normally do not require the contractor to operate beyond normal hours.
QUESTION 12. Under the technical management proposal for Incirlik, the number of personnel need in Incirlik depends from the amount of fuel distributed daily. Do you have an idea on how much fuel is filled daily in the aircrafts? What type of refuelers to use if ‘gas operator’ is required to drive all refuelers?
ANSWER: Appendix D provides fuel throughput information pertaining to the bulk storage operation. The PWS identifies all tasks to be conducted and does not include operating refueling vehicles (R-11s) or refueling aircrafts.
QUESTION 13. Does Attachment 2 (Past Performance Redacted) apply solely to contracts with DLA (USAF) or to any other companies/ partners?
ANSWER: Past performance may be from any other company which has sufficient knowledge of the contractor's performance, but performance most closely resembling the services to be provided in this solicitation is recommended.
QUESTION 14. For line items 1002 through 1005, are we expected to provide our own estimates?
ANSWER: Line items 1002 through 1005 are the government estimates for these tasks. You do not provide your own estimates, but you should understand the task order process and that no additional G&A or profit will be allowed on task orders under these line items. If you desire G&A and profit on these line item estimates, it must be included in CLIN 1001.
QUESTION 15. We are asked to provide an estimate cost for overtime rates regarding the Fuel Distribution Systems Operator (FDSO) and Fuel Distribution Systems Mechanic (FDSM). We were under the impression, that a mechanical (FDSM) would not be necessary. Can you please provide clarification on this?
ANSWER: There is no requirement for a FDSM under this solicitation. You should provide the estimated cost for overtime rates for the FDSOs.
QUESTION 16. Are the bowsers to be provided by the Contractor?
ANSWER: A bowser will be provided by the government as government furnished equipment (GFE).
QUESTION 17. Is there a maintenance management system already implemented? Can the contractor implement a new one?
ANSWER: Fuels Manager Defense (FMD) has a maintenance portion which may be used to track maintenance. In addition, Air Force Technical Order (AFTO) Form 39 is normally used to track periodic operator maintenance requirements. However, the contractor may implement a new system if desired, but this is not required or recommended due to the minimal operator maintenance requirements.
QUESTION 18. Is there an operations handbook of instructions and procedures to comply with?
ANSWER: Operations are to be conducted IAW applicable directives as stated in PWS para C-4.1 and Appendix C.
QUESTION 19. Can the contractor have access to previous maintenance security and quality control plans?
ANSWER: No. The current plans are proprietary information of the incumbent contractor.
QUESTION 20. Who are the key personnel of the contract?
ANSWER: Appendix E of each solicitation identifies key personnel by name.
QUESTION 21. Our company has not worked with USAF in the past. Will this constitute a setback?
ANSWER: There is no requirement of having worked with the USAF previously. Your company will be evaluated based on the technical proposal, past performance, and price submission.
QUESTION 22. When do you expect to have a decision?
ANSWER: We do not have an anticipated award date at this time. We recommend contractors monitor Federal Business Opportunities website for updates.
QUESTION 23. Will the slide presentation and the attendee’s sheet be posted in FedBizOps (fbo)?
ANSWER: No, the slides will not be posted. The attendees sheet for the Europe pre-proposal conferences have been posted in fbo.
QUESTION 24. For the Past Performance Questionnaire (PPQ), is it the offeror or the POC we worked for before? Does the POC have the responsibility to forward the PPQ to DLA Energy, if so, what happens if the POC forgets to forward the document? Will we be out of competition, if so, how can it be fixed?
ANSWER: a. Offerors can pass the PPQ to the persons you previously performed work for and they can forward the completed PPQ to DLA Energy.
b. Offerors can have the PPQ forwarded to you and to DLA Energy. IF forgotten, during discussion offeror will be reminded to provide past performance documentation for evaluation.
QUESTION 25. Under Representation and Certification, offerors are reminded ‘Not to submit their proposal in any other format and not to submit pricing on company letterhead’ but the offeror are further instructed to ‘break down the offered price into labor, equipment, supplies, G&A and profit etc.’ Which is correct? The instructions are perceived as a contradiction so which instruction should we follow?
ANSWER: Follow the instructions as stated in Section L, FAR 52.212-1 – INSTRUCTION TO OFFERORS (Commercial Items). Page 2 of the solicitation provides additional instructions to the offeror.
QUESTION 26. Will the winning bidder be exempt from taxes during the period of performance?
ANSWER: It is incumbent on the contractor to determine their tax liability.
QUESTION 27. Section M, Factor 1, sub-factor (f) Training states ‘The proposal must provide procedures to be implemented to ensure all contractor personnel are ‘qualified and certified’. Since this is part of the evaluation criteria, please advise what is desired in terms of certification of employees.
ANSWER: It is incumbent on the contractor to determine the qualifications and certifications necessary for personnel to perform tasks, ensuring all personnel meet these requirements, and documenting this process. For example, depending on the job requirements, this could run the gamut from listing job qualification standards in a training record and having a company trainer or supervisor validating and documenting specified on-the-job knowledge prior to allowing personnel to perform a task unsupervised, to listing and scheduling mandatory training sessions, to obtaining copies of appropriate licenses or other required documents required for job performance.
QUESTION 28. The proposal documents states that computer terminals will be provided at each location.
ANSWER: Government furnished equipment is listed on Appendix D.
QUESTION 29. Who will be responsible for the provision of Defense Base Act?
ANSWER: It is incumbent on the contractor to understand and comply with all applicable labor laws.
QUESTION 30. Will Government provide the required office equipment to include computer, internet, printer, scanner and copier, paper and ink?
ANSWER: Government furnished equipment is listed in Appendix D. The contractor is responsible for providing administrative supplies and any other equipment deemed necessary.
QUESTION 31. Estimated prices pertaining to CLINs 1002 through 1005 are per month or for the duration of the contract?
ANSWER: CLIN 1002 through 1005 estimates are for the duration of the contract.
QUESTION 32. Working hours for bulk fuel operations at Incirlik AB, Turkey, is there any restriction on daily working hours for the personnel? Can the employees work 12 hours a day?
ANSWER: It is incumbent on the contractor to determine the daily working hours of their personnel IAW applicable labor and safety laws.
QUESTION 33. Can offerors access Incirlik AB, Turkey to review the tank farm as part of their planning bid to determine the number of employees needed to perform the requirements of the solicitation?
ANSWER: Permission to access the base SHOULD not be permitted to a single contractor. The pre-proposal conference ended May 24, 2012. Unfortunately, no offerors were granted access to the base. That being the case, it should remain as such to prevent any unfair advantage being given to any offeror.
QUESTION 34: Why is a hard copy submittal required after an email submittal? Why would one want to email the proposal when the hard copy proposal is required? Would the Government consider making E-Mail Proposals acceptable and fulfilling the submission requirements?
ANSWER: Email proposals are permitted under this solicitation referenced in L-0002-L2.11-4, and also referenced under “Additional Instructions for All Prospective Offerors”, page 3, number 6. An email, on a normal basis are instant and helps an Offeror meet a deadline, while paper mail could possibly be delayed. Hard copies are required as a backup in case there was a system error either with the sender or the recipient.
QUESTION 35. We received instruction that resumes can be placed in an attachment and they would not go against the 50 page limit of the Technical Proposal, but some of the Amendments state they do count against the page count. Which is it?
ANSWER: Offerors should adhere to the amendment that states resumes are counted toward the 50 page limit for the Technical Proposal.
QUESTION 36. Is there a preferred layout for TAB A, TAB B and TAB C? The following is a layout we came up with that in our opinion best presents all required content in the most efficient way:
